The sweeping measure is part of President Emmanuel Macron\u2019s pledge to create \u201cthe first tobacco-free generation\u201d by 2032.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcj4414v0006356m4slwt4qs@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Lighting up in these zones could cost smokers more than a dirty look from a passerby. Those who break the rules \u2014 including unsuspecting tourists \u2014 face a fine of 90 euros if they pay within 15 days, going up to 135 euros (around $150) after that.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcj4414v0007356mh4hdllhv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cFrance is positioning itself as one of Europe\u2019s most proactive countries in terms of tobacco control,\u201d Raquel Ven\u00e2ncio, senior policy officer at Smoke Free Partnership, a coalition of European tobacco control advocacy groups, told CNN.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcj4414v0008356mqv1rqaoa@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            While countries like Spain and Italy have introduced restrictions on smoking in certain areas at local or regional levels, France stands out as the only European country to enforce a nationwide ban against beach smoking.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcj4414v0009356mrwcgrgam@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But not all citizens support the new measure.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcj4414v000a356m8guglwc5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe more time goes by, the more the government wants to take away our basic freedoms,\u201d Elise Levaux, a 25-year-old student in Paris, told CNN. \u201cIf you\u2019re being respectful \u2014 not throwing away cigarette butts in a park or beach, not disturbing others \u2014 I don\u2019t see the problem. Why should smoking suddenly be treated like a crime?\u201d\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/07\/whatsapp-image-2025-06-30-at-14-09-27-1.jpeg\" alt=\"Elise Levaux, 25, thinks that introducing fines for smoking in parks \" is=\"\" a=\"\" way=\"\" for=\"\" the=\"\" government=\"\" to=\"\" get=\"\" money=\"\" from=\"\" citizens.=\"\" there=\"\" no=\"\" such=\"\" thing=\"\" as=\"\" perfect=\"\" society=\"\" it=\"\" just=\"\" going=\"\" create=\"\" more=\"\" conflict=\"\" between=\"\" people.=\"\" class=\"image__dam-img image__dam-img--loading\" onload=\"this.classList.remove('image__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"1154\" width=\"2000\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcj4414v000b356mw2sdaowz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The restrictions are undoubtedly a major shift in a country long synonymous with cigarette culture. From Brigitte Bardot to Charles de Gaulle, French icons were rarely seen without a Gauloises \u2014 the archetypal French brand \u2014 in hand. \u201cFrance\u2019s intellectual circles and cinematic culture have normalized cigarettes for generations,\u201d Ven\u00e2ncio observed. \u201cFor decades, there was no political will to ban smoking.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcj4414v000c356m3efhgsha@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But the national relationship with tobacco is changing.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcj4414v000d356mj6esvbdb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Smoking in France is at its lowest level since the 1990s, the National Committee against Tobacco (CNCT) reports. Today, around a third of adults in France smoke, with <a href=\"https:\/\/www.santepubliquefrance.fr\/determinants-de-sante\/tabac\/donnees\/?utm_source=chatgpt.com\" target=\"_blank\" rel=\"noopener\">23%<\/a> of the adult population saying they smoke daily, according to a 2024 report from the French national public health agency. Tobacco use is <a href=\"https:\/\/www.ofdt.fr\/publication\/2023\/usage-quotidien-de-tabac-par-sexe-17-ans-evolution-depuis-2000-1761\" target=\"_blank\" rel=\"noopener\">declining<\/a> among young people, with only 16% of 17-year-olds reporting they smoke daily in 2022, the most recent data available \u2014 down from 25% six years prior.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcj4414v000e356mqw668zbf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Still, France remains one of Europe\u2019s most tobacco-dependent countries, fueled in part by what officials have called an \u201c<a href=\"https:\/\/www.douane.gouv.fr\/sites\/default\/files\/2022-12\/05\/DP_Plan_Tabac_2023-2025.pdf\" target=\"_blank\" rel=\"noopener\">explosion<\/a>\u201d in cigarette smuggling, <a href=\"https:\/\/www.pmi.com\/resources\/docs\/default-source\/itp\/illicit-cigarette-consumption-in-europe_2023-results_final.pdf\" target=\"_blank\" rel=\"noopener\">largely<\/a> from Bulgaria, Turkey, and Algeria. In 2024 alone, France consumed an estimated 18.7 billion illicit cigarettes, according to a <a href=\"https:\/\/www.pmi.com\/resources\/docs\/default-source\/itp\/illicit-cigarette-consumption-in-europe_2023-results_final.pdf\" target=\"_blank\" rel=\"noopener\">KPMG<\/a> study carried out for tobacco giant Philip Morris \u2014 accounting for a staggering 38% of tobacco use and making it the largest illicit tobacco market in Europe.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcj4414v000f356m407btckl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Most regular smokers begin in their teenage years, with nearly 90% of them picking up the habit before turning 18, according to the Ministry of Health.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcj4414v000g356md1ds47wi@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cI\u2019ve been smoking since I was 14,\u201d said Jane, 25, who declined to give her last name. \u201cMost of my friends started just as young. Fine or no fine, we\u2019re going to continue smoking. It\u2019s part of the French identity \u2014 we fight for what we want. We\u2019re not robots.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcj4414v000h356mcebrpgsl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In a statement shared with CNN, Minister of Health Catherine Vautrin said that \u201cprotecting youth and denormalizing smoking\u201d is an \u201cabsolute priority\u201d for the government. \u201cAt 17, you should be building your future, not your addiction,\u201d she said.  \u201cWhere there are children, tobacco must disappear.\u201d\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/07\/whatsapp-image-2025-06-30-at-14-09-27.jpeg\" alt=\"Jane, 25, says she started smoking at the age of 14. She says France's new ban \" goes=\"\" against=\"\" the=\"\" liberty=\"\" of=\"\" people=\"\" and=\"\" that=\"\" she=\"\" will=\"\" not=\"\" stop=\"\" smoking=\"\" in=\"\" parks.=\"\" class=\"image__dam-img image__dam-img--loading\" onload=\"this.classList.remove('image__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"1287\" width=\"2000\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcj4414v000i356mo56cbfrj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Unlike Belgium and the United Kingdom, which recently prohibited the sale of <a href=\"https:\/\/www.cnn.com\/2025\/05\/31\/uk\/uk-ban-disposable-vapes-gbr-dg\" target=\"_blank\" rel=\"noopener\">disposable vapes<\/a>, France\u2019s new rules do not ban e-cigarettes \u2014 at least for now. The new regulations do, however, include a reduction in authorized nicotine levels in vaping products, as well as strict limits on flavors like cotton candy, which critics say are designed to appeal to young people.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcj4414v000j356msm60n812@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThese products serve as gateways to addiction and will be regulated, starting in 2026,\u201d Vautrin said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcj4414v000k356mhl9hhf94@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Tobacco use remains the leading preventable health risk in the European Union, causing <a href=\"https:\/\/health.ec.europa.eu\/tobacco\/overview_en\" target=\"_blank\" rel=\"noopener\">nearly 700,000 premature deaths<\/a> each year, according to EU figures. In France alone, it accounts for <a href=\"https:\/\/www.service-public.fr\/particuliers\/actualites\/A18351?lang=en\" target=\"_blank\" rel=\"noopener\">75,000 deaths<\/a> each year \u2014 equivalent to <a href=\"https:\/\/www.service-public.fr\/particuliers\/actualites\/A18351?lang=en\" target=\"_blank\" rel=\"noopener\">200 deaths per day<\/a>, according to the country\u2019s health ministry.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcj4414v000l356mno7469ui@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Beyond the direct toll on smokers and those around them, tobacco products also pose an environmental hazard. An estimated 20,000 to 25,000 tons of cigarette butts are discarded across France each year, according to the Ministry of Health.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcj4414v000m356me13a1v9h@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            France banned the sale of cigarettes to minors under 18 in 2009. But enforcement has been lax: a study by the National Committee against Tobacco (CNCT) found that nearly <a href=\"https:\/\/cnct.fr\/communiques\/deux-tiers-des-buralistes-vendent-du-tabac-au-mineurs-en-france-un-constat-accablant\/\" target=\"_blank\" rel=\"noopener\">two-thirds<\/a> of tobacco shops continue to sell cigarettes to underage customers. And while minors are prohibited from buying tobacco, no law prevents them from smoking \u2014 a legal loophole that the government has promised to address in future legislation.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcj4414v000n356mlyd640a4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In contrast to Sweden \u2014 the only European country to have fully banned smoking on restaurant and bar terraces \u2014 France continues to permit smoking in these spaces. Even the UK, which has some of Europe\u2019s strictest anti-smoking policies, allows smoking in pub gardens.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcj4414v000o356m806fvz5a@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cWe\u2019ve been trying to push for a ban on terrace smoking for almost a decade, but it\u2019s very challenging,\u201d Am\u00e9lie Eschenbrenner, spokeswoman for the French National Committee for Tobacco Control (CNCT), told CNN. \u201cHaving a cigarette with a glass of wine \u2014 it\u2019s an integral part of French culture.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcj4414v000p356mmoy756to@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But tradition isn\u2019t the only barrier. According to Eschenbrenner, the main obstacle to banning terrace smoking is lobbying by the tobacco industry.\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/07\/gettyimages-2171278502.jpg\" alt=\"Facade of a tabac, or tobacconist's store, in the 4th arrondissement of Paris, France.\" class=\"image__dam-img image__dam-img--loading\" onload=\"this.classList.remove('image__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"1333\" width=\"2000\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcj4414w000q356mesadyren@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            France has almost 23,000 licensed tabacs \u2014 tobacco shops that occupy the corners of many urban streets. A CNCT study found that tobacconists enjoy a level of popular support comparable to that of public health agencies. \u201cThey use their popularity to sway decision-makers, especially parliamentarians,\u201d Eschenbrenner explained. \u201cThat\u2019s why enforcing a widespread ban is so difficult.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcj4414w000r356mzcuglpn3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            CNN approached a dozen tobacconists in Paris seeking their view on the new law, but none wanted to speak.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcj4414w000s356muqnj8w84@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Still, change may be on the horizon. \u201cIn 2007, when France enforced a ban on smoking inside restaurants, bars and nightclubs, there was a lot of push-back,\u201d Eschenbrenner recalled. \u201cBut over time, people got used to it and accepted it. The same is likely to happen with these new regulations \u2014 and, hopefully, with a future ban on terrace smoking.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcj4414w000t356mz45dmi7x@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            As part of its strategy to reduce cancer rates, the European Commission aims to reduce tobacco use to less than 5% of the EU population by 2040. In the same vein, France\u2019s government has indicated that the latest restrictions may be the first step in a wider crackdown on tobacco.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcj4414w000u356mcncwsxw8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cTobacco is poison,\u201d said Vautrin. \u201cIt kills, it costs, it pollutes. I refuse to give up the fight. Every day without tobacco is a life gained.
