{"id":307350,"date":"2025-07-31T19:33:54","date_gmt":"2025-07-31T19:33:54","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/307350\/"},"modified":"2025-07-31T19:33:54","modified_gmt":"2025-07-31T19:33:54","slug":"where-do-france-britain-and-canada-stand-on-a-palestinian-state","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/307350\/","title":{"rendered":"Where do France, Britain and Canada stand on a Palestinian state?"},"content":{"rendered":"<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">Canada has now joined France and Britain in saying it intends to recognise the state of Palestine at the United Nations general assembly in September. <\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">If a week is a long time in politics, then a month is even longer in the Middle East, and what Israel, the West Bank and Gaza will look like by then is an open question.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">France has decided to ignore all that, and make its recognition unconditional \u2014 at least in theory. <\/p>\n<p><img decoding=\"async\" alt=\"Emmanuel Macron and Mahmoud Abbas shaking hands.\" loading=\"lazy\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/07\/\/61dd1273-0a19-48aa-9347-fcaa17e7af3a.jpg\" class=\"responsive-sc-1nnon4d-0 bAbKns\"\/><\/p>\n<p>President Macron with the Palestinian president in the West Bank city of Ramallah in January 2020<\/p>\n<p>LUDOVIC MARIN\/AFP\/GETTY IMAGES<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\"><a href=\"https:\/\/www.thetimes.com\/world\/europe\/article\/france-palestine-state-gaza-macron-8c0bqxpz2\" class=\"link__RespLink-sc-1ocvixa-0 csWvlP\" target=\"_blank\" rel=\"noopener\">President Macron\u2019s statement<\/a> said: \u201cTrue to its historic commitment to a just and lasting peace in the Middle East, I have decided that France will recognise the state of Palestine. <\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">\u201cWe must also guarantee the demilitarisation of Hamas, and secure and rebuild Gaza.\u201d<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">In other words, although he is \u2014 like most western states \u2014 demanding the disarming of Hamas and its removal as the governing force in Gaza, he would recognise Palestine anyway. He would argue that recognising Palestine in practice means recognising Hamas\u2019s rival, the Palestinian Authority, as its government, so this would not be \u201crewarding Hamas\u201d.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">Britain tried a different tack, in keeping with Sir Keir Starmer\u2019s constant attempts to forge a middle way between his backbenchers and his desire to keep good relations with the pro-Israel Trump administration.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">\u2022 <a href=\"https:\/\/www.thetimes.com\/uk\/politics\/article\/palestine-pledge-could-break-the-law-top-lawyers-warn-starmer-3lx0mv6lk\" class=\"link__RespLink-sc-1ocvixa-0 csWvlP\" target=\"_blank\" rel=\"noopener\"><b>Palestine pledge could break the law, top lawyers warn Starmer<\/b><\/a><\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">David Lammy, the foreign secretary, in a statement to the UN conference on the two-state solution, used similarly grandiose terms to Macron\u2019s.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">He said: \u201cIt is with the hand of history on our shoulders that His Majesty\u2019s government therefore intends to recognise the state of Palestine when the UN general assembly gathers in September here in New York.\u201d<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">But unlike Macron, he gave Israel, <a href=\"https:\/\/www.thetimes.com\/uk\/politics\/article\/keir-starmer-uk-recognise-palestine-tf59wpv3f\" class=\"link__RespLink-sc-1ocvixa-0 csWvlP\" target=\"_blank\" rel=\"noopener\">which is deeply hostile to the idea<\/a>, a way out. \u201cWe will do it unless the Israeli government acts to end the appalling situation in Gaza, ends its military campaign and commits to a long-term sustainable peace based on a two-state solution,\u201d he said.<\/p>\n<p><img decoding=\"async\" alt=\"Israeli tanks and bulldozers deployed near Gaza, smoke billowing from destroyed buildings in the background.\" loading=\"lazy\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/07\/\/090a8653-22ab-4dd9-b029-d2b74373f8f8.jpg\" class=\"responsive-sc-1nnon4d-0 bAbKns\"\/><\/p>\n<p>Israeli tanks assemble near destroyed buildings in Gaza earlier this year<\/p>\n<p>JACK GUEZ\/AFP\/GETTY IMAGES<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">In his speech, Lammy also made \u201cabsolute and unwavering\u201d demands on Hamas. \u201cIt must immediately release the hostages, agree to an immediate ceasefire, accept it will have no role in governing Gaza and commit to disarmament,\u201d he said. <\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">\u2022 <a href=\"https:\/\/www.thetimes.com\/article\/e5af18f6-6d99-4089-a95a-e643252783fa\" class=\"link__RespLink-sc-1ocvixa-0 csWvlP\" target=\"_blank\" rel=\"noopener\"><b>What will happen to the West Bank if Palestine becomes a state?<\/b><\/a><\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">But there was \u201cno conditionality\u201d attached and no statement that anything Hamas might do or not do would cause the British government to change its mind.<\/p>\n<p><img decoding=\"async\" alt=\"Protestors at the UN headquarters hold a banner that reads &quot;UN Member States: Sanction Israel Now!&quot;\" loading=\"lazy\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/07\/\/5235107d-490c-467a-8603-8bf4dfb6954c.jpg\" class=\"responsive-sc-1nnon4d-0 bAbKns\"\/><\/p>\n<p>Protesters outside the UN in New York, where a conference on a two-state solution for Israel and Palestine took place on Tuesday<\/p>\n<p>CHARLY TRIBALLEAU\/AFP\/GETTY IMAGES<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">The main criticism raised by pro-Israel critics is that this gives Hamas an incentive to stall any ceasefire deal, since only Israel will be punished if one is not agreed. Lammy said: \u201cNo one side will have a veto on recognition through their actions or inactions.\u201d But only Israel would want to veto this development.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">The critics are now demanding the government explicitly insert balancing conditions on the \u201cother side\u201d.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">Mark Carney, the Canadian prime minister, appears to have hewed more to the British path. His statement said that <a href=\"https:\/\/www.thetimes.com\/us\/news-today\/article\/trump-palestine-canada-trade-deal-0l58vr2nt\" class=\"link__RespLink-sc-1ocvixa-0 csWvlP\" target=\"_blank\" rel=\"noopener\">Canada \u201cintended\u201d to recognise Palestine<\/a> but also made the decision conditional.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">His conditions, though, were aimed at the Palestinian Authority of President Abbas, rather than Israel.<\/p>\n<p><img decoding=\"async\" alt=\"Photo of Emmanuel Macron, Mark Carney, Donald Trump, and Keir Starmer at the G7 summit.\" loading=\"lazy\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/07\/\/6bace9db-f044-4346-ae1c-41d240090cd7.jpg\" class=\"responsive-sc-1nnon4d-0 bAbKns\"\/><\/p>\n<p>Macron, Carney, Trump and Starmer pictured at the G7 summit in Canada in June<\/p>\n<p>SUZANNE PLUNKETT\/PA<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">He said: \u201cThis intention is predicated on the Palestinian Authority\u2019s commitment to much-needed reforms, including the commitments by Palestinian Authority President Abbas to fundamentally reform its governance, to hold general elections in 2026 in which Hamas can play no part, and to demilitarise the Palestinian state.\u201d<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">Many people have demanded reforms of the Palestinians \u2014 the West, the Gulf states, Palestinians themselves. Few have been forthcoming.<\/p>\n<p id=\"last-paragraph\" class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">It is clear that both Britain and Canada have work yet to do. They have to form a view on whether the conditions they have set to recognise or not recognise Palestine have been met.
