Jim Jordan (R\u2013Ohio) <a href=\"https:\/\/x.com\/Jim_Jordan\/status\/1949846809238446237\">accused<\/a> the United Kingdom&#8217;s Office of Communications (Ofcom) of threatening American companies &#8220;with censorship.&#8221; Jordan&#8217;s accusation centers on communications sent to Rumble and Reddit by Ofcom detailing the level of cooperation expected under the country&#8217;s Online Safety Act (OSA).\u00a0<\/p>\n<p>Enacted in 2023 and enforced by Ofcom, the OSA <a href=\"https:\/\/www.gov.uk\/government\/publications\/online-safety-act-explainer\/online-safety-act-explainer#the-new-offences-that-the-act-has-introduced\" target=\"_blank\" rel=\"noopener\">mandates<\/a> online platforms to change their algorithms and moderate content deemed harmful for children, including pornography, bullying, and &#8220;abusive or hateful content.&#8221; Some sites must implement age-verification measures. The law also criminalizes sending &#8220;false information intended to cause non-trivial harm.&#8221; It requires platforms to protect all users from seeing illegal content, including that which incites violence or is related to illegal immigration or &#8220;racially or religiously aggravated public order offences.&#8221;\u00a0\u00a0<\/p>\n<p>The OSA broadly applies to any tech company with a significant number of U.K. users or if the U.K. is a target market. Noncompliant companies can incur fines <a href=\"https:\/\/www.gov.uk\/government\/publications\/online-safety-act-explainer\/online-safety-act-explainer#the-new-offences-that-the-act-has-introduced\" target=\"_blank\" rel=\"noopener\">of up to<\/a> $23.8 million(approximately 18 million pounds) or 10 percent of their global revenue, whichever is higher, for each violation. &#8220;Senior managers&#8221; could also face <a href=\"https:\/\/www.gov.uk\/government\/publications\/online-safety-act-new-criminal-offences-circular\/online-safety-act-new-criminal-offences-circular\" target=\"_blank\" rel=\"noopener\">prison time<\/a> for violations.\u00a0In July, the sections regarding age verification and content for children <a href=\"https:\/\/www.gov.uk\/government\/publications\/online-safety-act-explainer\/online-safety-act-explainer#what-does-the-online-safety-act-do\" target=\"_blank\" rel=\"noopener\">took effect<\/a>.\u00a0<\/p>\n<p>Companies have responded with varying degrees of compliance. X has begun restricting content <a href=\"https:\/\/x.com\/zei_squirrel\/status\/1949950847426744672\">related to Gaza<\/a> for its U.K. users, and Reddit has implemented age-verification measures to view posts <a href=\"https:\/\/www.reddit.com\/r\/cigars\/\" target=\"_blank\" rel=\"noopener\">about cigars<\/a>, according to <a href=\"https:\/\/www.politico.com\/newsletters\/digital-future-daily\/2025\/07\/29\/the-uks-new-tech-law-triggers-upheaval-00481803\" target=\"_blank\" rel=\"noopener\">Politico<\/a>. Microsoft announced that it had implemented age-verification steps for users in the United Kingdom. Others, such as Gab, a far-right social media site <a href=\"https:\/\/www.politico.com\/f\/?id=00000198-573c-d5ca-af99-773c9e750000\" target=\"_blank\" rel=\"noopener\">which received<\/a> a formal &#8220;notice for information&#8221; from Ofcom in April, have simply <a href=\"https:\/\/www.politico.com\/newsletters\/digital-future-daily\/2025\/07\/29\/the-uks-new-tech-law-triggers-upheaval-00481803\" target=\"_blank\" rel=\"noopener\">ceased operations<\/a> in the country.<\/p>\n<p>Taking a different approach, Wikimedia Foundation (which owns Wikipedia) <a href=\"https:\/\/wikimediafoundation.org\/news\/2025\/07\/17\/wikimedia-foundation-challenges-uk-online-safety-act-regulations\/\" target=\"_blank\" rel=\"noopener\">filed suit<\/a> earlier this year, arguing that parts of the law would &#8220;undermine the privacy and safety of Wikipedia&#8217;s volunteer contributors&#8221; and essentially leave consumers with a poorer service.\u00a0<\/p>\n<p>Rumble has yet to comply with the OSA and <a href=\"https:\/\/x.com\/Jim_Jordan\/status\/1949846824237379809\/photo\/2\">contends<\/a> it falls outside its reach because it lacks a substantial U.K. user base and the U.K. isn&#8217;t its &#8220;target market.&#8221; However, in the email exchange between Ofcom and Rumble, Ofcom warns Rumble that it will &#8220;monitor Rumble&#8217;s position carefully,&#8221; insisting that Rumble &#8220;take the steps required by the Act&#8221; for a market that Rumble denies exists.\u00a0<\/p>\n<p>Reddit, which has complied with the law, received a <a href=\"https:\/\/x.com\/Jim_Jordan\/status\/1949846833603219908\/photo\/1\">letter<\/a> from Ofcom in 2023, where the regulator states its goal is to establish a &#8220;formal regulatory relationship&#8221; and tells Reddit it &#8220;expect[s] our supervisory engagement to evolve further.&#8221;\u00a0<\/p>\n<p>The law has not gone unnoticed by the Trump administration. In February, Vice President J.D. Vance <a href=\"https:\/\/www.bbc.com\/news\/articles\/ceve3wl21x1o\" target=\"_blank\" rel=\"noopener\">criticized<\/a> European free speech protections. In March, the U.S. State Department <a href=\"https:\/\/www.theguardian.com\/media\/2025\/apr\/01\/us-officials-challenge-ofcoms-risk-to-free-speech-caused-by-online-safety-laws\" target=\"_blank\" rel=\"noopener\">voiced concerns<\/a> to Ofcom about the OSA&#8217;s potential to infringe on free speech. Recently, President Donald Trump joked about the law with U.K. Prime Minister Keir Starmer, saying, &#8220;I don&#8217;t think he&#8217;s going to censor my site, because I say only good things,&#8221; <a href=\"https:\/\/gizmodo.com\/trump-jokes-about-uks-new-law-censoring-truth-social-while-sitting-next-to-the-british-pm-2000635636\" target=\"_blank\" rel=\"noopener\">per<\/a> Gizmodo.\u00a0<\/p>\n<p>Since 2023, <a href=\"https:\/\/freespeechunion.org\/hundreds-charged-with-online-speech-crimes-under-online-safety-act-amid-us-free-expression-concerns\/\" target=\"_blank\" rel=\"noopener\">292 people<\/a> have been charged with communication offenses under the law, which faces significant opposition in the U.K.\u2014both from a petition for its repeal that has <a href=\"https:\/\/petition.parliament.uk\/petitions\/722903?reveal_response=yes\" target=\"_blank\" rel=\"noopener\">exceeded<\/a> 457,000 signatures\u00a0and <a href=\"https:\/\/www.theguardian.com\/politics\/2025\/jul\/28\/reform-uk-vows-to-repeal-borderline-dystopian-online-safety-act\" target=\"_blank\" rel=\"noopener\">calls for repeal<\/a> from Reform U.K. leader Nigel Farage. Meanwhile, the U.K.&#8217;s secretary of state for science, innovation, and technology has <a href=\"https:\/\/x.com\/peterkyle\/status\/1950092871614230571\">labeled<\/a> anyone fighting for a repeal of the law &#8220;on the side of predators.&#8221;\u00a0<\/p>\n<p>These are not the first instances of Ofcom telling American tech companies how to conduct business. Ofcom has repeatedly targeted American tech companies, such as <a href=\"https:\/\/www.cnbc.com\/2022\/10\/26\/meta-and-microsoft-cant-self-regulate-their-metaverses-ofcom-warns.html\" target=\"_blank\" rel=\"noopener\">Microsoft<\/a>, <a href=\"https:\/\/www.cnbc.com\/2022\/10\/26\/meta-and-microsoft-cant-self-regulate-their-metaverses-ofcom-warns.html\" target=\"_blank\" rel=\"noopener\">Meta,<\/a> and <a href=\"https:\/\/uk.finance.yahoo.com\/news\/ofcom-chief-real-value-regulating-190338031.html\" target=\"_blank\" rel=\"noopener\">Netflix<\/a>, for alleged speech violations, both before the OSA was passed and in the lead-up to its implementation.<\/p>\n<p>The U.K.&#8217;s acts to repress the speech of its citizens are bad enough; it has no right to infringe on the business of American companies.<\/p>\n","protected":false},"excerpt":{"rendered":"On Monday, Rep.
