{"id":307940,"date":"2025-08-01T00:55:10","date_gmt":"2025-08-01T00:55:10","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/307940\/"},"modified":"2025-08-01T00:55:10","modified_gmt":"2025-08-01T00:55:10","slug":"heathrow-submits-shovel-ready-plans-for-third-runway-heathrow-third-runway","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/307940\/","title":{"rendered":"Heathrow submits \u2018shovel-ready\u2019 plans for third runway | Heathrow third runway"},"content":{"rendered":"<p class=\"dcr-16w5gq9\">Heathrow has submitted its \u201cshovel-ready\u201d plans for a third runway as part of a \u00a350bn investment, as the government said expanding Europe\u2019s largest airport could create 100,000 jobs and drive growth.<\/p>\n<p class=\"dcr-16w5gq9\">The 2-mile (3.2km) runway expansion would cross a diverted M25 and allow more than 750 additional flights a day over <a href=\"https:\/\/www.theguardian.com\/uk\/london\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" target=\"_blank\" rel=\"noopener\">London<\/a>, helping bring the total annual number of passengers to 150 million.<\/p>\n<p class=\"dcr-16w5gq9\">Environmental campaigners called it a \u201cdoomed scheme\u201d that would release millions of tonnes of CO2 while benefiting only a small minority of rich flyers.<\/p>\n<p><a data-name=\"placeholder\" href=\"https:\/\/interactive.guim.co.uk\/uploader\/embed\/2025\/07\/heathrow_expansion\/giv-32554gaW7faiPvNOp\/\" class=\"dcr-1eupayo\" target=\"_blank\" rel=\"noopener\">Heathrow airport proposed expansion<\/a><\/p>\n<p class=\"dcr-16w5gq9\">Heathrow said that with government support it could obtain planning permission by 2029 and have the runway in operation by 2035.<\/p>\n<p class=\"dcr-16w5gq9\">Its proposals remain essentially the same as those <a href=\"https:\/\/www.theguardian.com\/uk-news\/2019\/jun\/18\/heathrow-third-runway-expansion-plans-revealed\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">submitted in 2019<\/a> and approved in principle by the government and MPs. That scheme survived <a href=\"https:\/\/www.theguardian.com\/environment\/2020\/feb\/27\/heathrow-third-runway-ruled-illegal-over-climate-change\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">a brief block on climate grounds<\/a> sparked by legal challenges from campaigners, overturned <a href=\"https:\/\/www.theguardian.com\/environment\/2020\/dec\/16\/top-uk-court-overturns-block-on-heathrows-third-runway\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">on appeal in 2020<\/a>.<\/p>\n<p class=\"dcr-16w5gq9\">However, the plans were put on hold as passenger numbers dropped during the pandemic. The shareholders in the airport, which include the French private equity firm Ardian and Saudi Arabia and Qatar\u2019s sovereign wealth funds, are seeking legislative change, as well as long-term political support, before filing a full planning application.<\/p>\n<p class=\"dcr-16w5gq9\">Rachel Reeves, the chancellor, <a href=\"https:\/\/www.theguardian.com\/uk-news\/video\/2025\/jan\/29\/rachel-reeves-confirms-backing-third-heathrow-runway-video\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">has strongly endorsed expansion<\/a>, but Heathrow is seeking firm policy guarantees after previous runway plans were overturned.<\/p>\n<p class=\"dcr-16w5gq9\">These include airspace modernisation to ensure extra flight paths and the passing of the <a href=\"https:\/\/www.theguardian.com\/politics\/2025\/apr\/24\/planning-bill-would-allow-builders-to-pay-cash-to-trash-nature-say-uk-experts\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">planning and infrastructure bill<\/a>. The airport is also seeking guarantees that the aviation regulator, the Civil Aviation Authority (CAA), would allow Heathrow to levy charges to airlines at a level high enough to recoup its investment.<\/p>\n<p class=\"dcr-16w5gq9\">Heathrow said the price of the runway itself would now be \u00a321bn, up from \u00a314bn six years ago, due to inflation in construction costs. An additional extension of Terminal 5 to support the extra passengers would cost \u00a312bn, while another \u00a315bn spend is planned to upgrade the wider airport regardless of the runway development.<\/p>\n<p class=\"dcr-16w5gq9\">The chief executive of the airport, Thomas Woldbye, said it had \u201cnever been more important or urgent to expand Heathrow\u201d.<\/p>\n<p class=\"dcr-16w5gq9\">He said: \u201cWe are effectively operating at capacity to the detriment of trade and connectivity. With a green light from government and the correct policy support underpinned by a fit-for-purpose regulatory model, we are ready to mobilise and start investing this year in our supply chain across the country. We are uniquely placed to do this for the country. It is time to clear the way for takeoff.\u201d<\/p>\n<p class=\"dcr-16w5gq9\">A government spokesperson said: \u201cExpanding Heathrow could drive growth, trade and tourism, whilst unlocking over 100,000 jobs.\u201d<\/p>\n<p>British Airways operates half of all flights from Heathrow, and the airport claims expansion would create more competition. British Airways currently operates half of all flights from Heathrow and airlines jealously guard rights to valuable slots.
