These include Google Pay, PhonePe, <a class=\"backlink\" target=\"_blank\" href=\"https:\/\/www.livemint.com\/market\/market-stats\/stocks-one-mobikwik-systems-share-price-nse-bse-s0006016\" data-vars-anchor-text=\"Mobikwik\" data-vars-link-type=\"Auto\" data-vars-page-type=\"story\" rel=\"noopener\">Mobikwik<\/a> and Razorpay, among others.\u00a0<\/p>\n<p>The bank has reportedly sent letters to payment aggregators intimating them of this decision. Quoting a source familiar with the development, BS reported that the bank will charge PAs that maintain an escrow account with the bank 2 basis points (bps) per transaction, capped at  \u20b96. For PAs that do not have an escrow account with the bank, the charge will be 4 bps, capped at  \u20b910 per transaction.<\/p>\n<p><strong>Also Read<\/strong> | <a href=\"https:\/\/www.livemint.com\/market\/icici-bank-q1-results-net-profit-rises-15-5-yoy-at-rs-12-768-crore-11752918721040.html\" target=\"_blank\" rel=\"noopener\">ICICI Bank Q1 results: Net profit rises 15.5% YoY at  \u20b912,768 crore<\/a><\/p>\n<p>However, the bank will not levy any charges on PAs if the UPI transactions are settled directly into an ICICI Bank account held by the merchant, as the bank will have the opportunity to earn a float on these funds.<\/p>\n<p>\u201cIf you look at the RBI governor\u2019s recent statement on charging for UPI, banks may have taken a hint from that statement while rolling out pricing for PAs. From a bank\u2019s perspective, they have invested in the technology, costs surrounding the UPI switch, issuing and acquiring side,\u201d an executive at a payments company said.<\/p>\n<p><strong>These banks charge PAs<\/strong><\/p>\n<p>Yes Bank and <a class=\"backlink\" target=\"_blank\" href=\"https:\/\/www.livemint.com\/market\/market-stats\/stocks-axis-bank-share-price-nse-bse-s0003048\" data-vars-page-type=\"story\" data-vars-link-type=\"Manual\" rel=\"dofollow noopener\" data-vars-anchor-text=\"Axis Bank\">Axis Bank<\/a> are among other private sector banks that charge PAs for UPI payments, the executive added. The top three players in the UPI set up are <a class=\"backlink\" target=\"_blank\" href=\"https:\/\/www.livemint.com\/market\/market-stats\/stocks-yes-bank-share-price-nse-bse-s0003021\" data-vars-page-type=\"story\" data-vars-link-type=\"Manual\" rel=\"dofollow noopener\" data-vars-anchor-text=\"Yes Bank\">Yes Bank<\/a>, Axis Bank, and ICICI Bank, from the payer as well as the payee side.<\/p>\n<p>According to experts, with the volume of <a class=\"backlink\" target=\"_blank\" href=\"https:\/\/www.livemint.com\/economy\/no-plan-for-gst-on-upi-transactions-exceeding-rs-2-000-says-mos-finance-in-rajya-sabha-what-we-know-11753603794336.html\" data-vars-page-type=\"story\" data-vars-link-type=\"Manual\" rel=\"dofollow noopener\" data-vars-anchor-text=\"UPI transactions\">UPI transactions<\/a> rising significantly, especially in the <a class=\"backlink\" target=\"_blank\" href=\"https:\/\/www.livemint.com\/money\/personal-finance\/these-new-upi-rules-for-p2m-transactions-to-come-into-effect-from-june-30-check-details-11748595132722.html\" data-vars-page-type=\"story\" data-vars-link-type=\"Manual\" rel=\"dofollow noopener\" data-vars-anchor-text=\"peer-to-merchant\">peer-to-merchant<\/a> (P2M) segment, banks are compelled to invest considerably in infrastructure to support the spike.<\/p>\n<p>But since there is no merchant discount rate (MDR) levied on UPI transactions, the ecosystem brings almost no revenue for handling and processing these transactions.<\/p>\n<p><strong>Who eventually pays?<\/strong><\/p>\n<p>In addition, banks pay a fee for using the UPI switch. Payment aggregators charge merchants a platform fee, a convenience fee, and other charges for handling their payments. As end customers are not charged for UPI transactions, sources said banks are now considering tapping into this revenue stream by levying charges on PAs.<\/p>\n<p>\u201cPAs will either pass on the costs to their merchants to maintain margins or absorb them based on the kind of arrangement they have with merchants. The funds are initially settled into this escrow account before being transferred to the merchant\u2019s account.
