{"id":314340,"date":"2025-08-03T11:04:29","date_gmt":"2025-08-03T11:04:29","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/314340\/"},"modified":"2025-08-03T11:04:29","modified_gmt":"2025-08-03T11:04:29","slug":"france-singles-out-digital-services-for-eus-tariff-response","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/314340\/","title":{"rendered":"France singles out digital services for EU&#8217;s tariff response"},"content":{"rendered":"<p>\n<strong>Services will be part of the EU&#8217;s tariff response, the French government&#8217;s spokesperson said on Thursday, name-dropping Big Tech.<\/strong>\n<\/p>\n<p>\nFrench government spokesperson Sophie Primas said France is &#8220;ready for this trade war&#8221; and that, after reacting to aluminum and steel tariffs, a second EU response will &#8220;probably&#8221; be ready at the end of April, in an interview with RTL radio, reacting to U.S. President Donald Trump&#8217;s announced <a href=\"https:\/\/www.euractiv.com\/section\/politics\/news\/trump-hits-pathetic-eu-with-20-duty-as-reciprocal-tariffs-ignite-global-trade-war\/\" target=\"_blank\" rel=\"noopener\">20% EU tariff<\/a>.\n<\/p>\n<p>\n&#8220;The second response will cover all products, and I want to stress this\u2014services will be included,&#8221; Primas said, before listing\u00a0&#8220;digital services, including those provided by the GAFAM,&#8221; as examples.\n<\/p>\n<p>\nGAFAM refers to Google, Amazon, Facebook, Apple, Microsoft. In February, Trump <a href=\"https:\/\/www.euractiv.com\/section\/tech\/news\/trump-threatens-to-launch-tariff-attack-on-eu-tech-regulation\/\" target=\"_blank\" rel=\"noopener\">threatened<\/a> retaliatory tariffs to European digital services taxes and EU enforcement of laws that disproportionally targets American companies.\n<\/p>\n<p>\nPrimas indicated the EU is ready to use its &#8220;<a href=\"https:\/\/www.euractiv.com\/section\/economy-jobs\/news\/eu-agrees-on-anti-coercion-instrument-to-fight-foreign-interference\/\" target=\"_blank\" rel=\"noopener\">anti-coercion measures<\/a>&#8221; against the US and restrict &#8220;access to public markets.&#8221;\n<\/p>\n<p>\nGermany may support France&#8217;s proposal to tax Big Tech&#8217;s digital services as part of the EU&#8217;s retaliatory tariffs.&#8221;\n<\/p>\n<p>\nEverything is on the table and will remain on the table,&#8221; Economy Minister Robert Habeck said during a press conference on potential retaliation against tech companies&#8217; in Berlin.\n<\/p>\n<p>&#8216;All options on the table&#8217;<\/p>\n<p>\nCommission officials on Thursday repeatedly refused to rule out retaliating against US services exports to the EU. \u201cI can only say we have many possible responses, and we&#8217;re not taking anything off the table today,\u201d said a senior Commission official.\n<\/p>\n<p>\nAnother official similarly noted that \u201call options are on the table\u201d when asked whether the EU could retaliate against US services exports. Such measures could include trade barriers against US tech or financial services, the officials added.\n<\/p>\n<p>\nThe EU ran a deficit in services with the US of \u20ac108.6 billion in 2023, according to <a id=\"OWAba7e759a-ee8f-3430-8191-e2405707a66a\" class=\"OWAAutoLink\" title=\"https:\/\/ec.europa.eu\/eurostat\/en\/web\/products-eurostat-news\/w\/ddn-20250311-1\" href=\"https:\/\/ec.europa.eu\/eurostat\/en\/web\/products-eurostat-news\/w\/ddn-20250311-1\" data-ogsc=\"rgb(70, 120, 134)\" data-outlook-id=\"30dd63fe-796c-48ef-ab1f-8c1cf3455c7e\" target=\"_blank\" rel=\"noopener\">Commission data<\/a>. However, it ran a surplus in goods of \u20ac198.2 billion in 2024.\n<\/p>\n<p>\nThe Commission <a id=\"OWAf9f7cb59-5b89-835d-c135-cb3654f0a941\" class=\"OWAAutoLink\" title=\"https:\/\/www.euractiv.com\/section\/economy-jobs\/news\/brussels-leaves-timeline-for-eus-tariff-retaliation-open-rejecting-french-comments\/\" href=\"https:\/\/www.euractiv.com\/section\/economy-jobs\/news\/brussels-leaves-timeline-for-eus-tariff-retaliation-open-rejecting-french-comments\/\" data-ogsc=\"rgb(70, 120, 134)\" data-outlook-id=\"66ed066b-9ecc-408b-a434-7dc523ad5580\" target=\"_blank\" rel=\"noopener\">said<\/a> yesterday it would respond to the reciprocal duties and Trump\u2019s separate 25% tariff on <a id=\"OWAc216bb4d-d11b-a626-69f0-1ec1469aa139\" class=\"OWAAutoLink\" title=\"https:\/\/www.euractiv.com\/section\/politics\/news\/trump-imposes-25-tariffs-on-car-imports-to-the-us\/\" href=\"https:\/\/www.euractiv.com\/section\/politics\/news\/trump-imposes-25-tariffs-on-car-imports-to-the-us\/\" data-ogsc=\"rgb(70, 120, 134)\" data-outlook-id=\"febdc2c3-3871-477a-bc98-c948895396d9\" target=\"_blank\" rel=\"noopener\">automobiles<\/a> \u2013 which came into effect today \u2013 \u00a0at the same time. It refused to provide a definitive date for when this response would come, although one official suggested it would likely be before mid-May.\n<\/p>\n<p>\nThe Commission also said on Thursday that it would retaliate against the 25% <a id=\"OWA77d6992d-dbfd-efaa-b625-171dea827997\" class=\"OWAAutoLink\" title=\"https:\/\/www.euractiv.com\/section\/economy-jobs\/news\/no-justification-eu-slams-trumps-tariff-threat-on-steel-and-aluminium\/\" href=\"https:\/\/www.euractiv.com\/section\/economy-jobs\/news\/no-justification-eu-slams-trumps-tariff-threat-on-steel-and-aluminium\/\" data-ogsc=\"rgb(70, 120, 134)\" data-outlook-id=\"13e3a272-2ba0-4c86-961f-b50906e0c4a7\" target=\"_blank\" rel=\"noopener\">steel and aluminium<\/a>\u00a0duties, which came into force last month, on April 15 \u2013 two days later than <a id=\"OWAe71580ac-6838-f80b-3fda-0e851abc4d6c\" class=\"OWAAutoLink\" title=\"https:\/\/www.euractiv.com\/section\/economy-jobs\/news\/eu-to-delay-retaliation-on-us-tariffs-to-buy-time-for-talks-sefcovic-says\/\" href=\"https:\/\/www.euractiv.com\/section\/economy-jobs\/news\/eu-to-delay-retaliation-on-us-tariffs-to-buy-time-for-talks-sefcovic-says\/\" data-ogsc=\"rgb(70, 120, 134)\" data-outlook-id=\"7f44ad9d-6a1f-4067-a68e-b0b42291af95\" target=\"_blank\" rel=\"noopener\">previously planned<\/a>.\n<\/p>\n<p>\nA Commission official attributed the delay to the fact that the original April 13 date falls on a weekend.
