\n Fly-tippers had dumped mountains of rubbish at the front of the former John\u2019s Snooker and Pool Bar in Clayton Street, just off Mincing Lane, close to the town centre.\n<\/p>\n

\n The pile of rubbish had grown in recent months with rubbish being thrown over a six-foot-high fence, which had been put in place by the site owner to stop people accessing the building.\n<\/p>\n

\n Earlier this year, residents who live close by spoke out cand called for action as the rubbish was attracting rats. The entrance to the building is opposite a row of flats, which is only a few hundred yards away from the town centre.\n<\/p>\n

\n The household rubbish and mattresses have now been cleared \u00a0and Blackburn with Darwen Council said this came through \u2018persistent action\u2019 by the local authority.\n<\/p>\n

\n Assistant Director for Environment and Communities, Tony Watson said: \u201cWe are pleased to see that the land on Clayton Street has been cleared, however this hasn\u2019t come without persistent action taken by the council.\u00a0\n<\/p>\n

\n \u201cThe landowner failed to remove the waste within a set timescale and therefore we pursued them with legal action.\n<\/p>\n

\n \u201cThe case was heard in court on 30 July, after the landowner submitted a guilty plea in writing to the court.\n<\/p>\n

\n “The landowner was fined a total of \u00a3691 for failing to comply with a Community Protection Notice issued by the Council requiring the clearance of the waste.\n<\/p>\n

\n \u201cWe are however investigating a fly-tipping offence which we believe may be connected to the clearance of the land.\n<\/p>\n

\n \u201cThis offers a clear message that we are willing to take action against both fly-tippers and landowners.\u201d\u00a0\n<\/p>\n

\n The fly tip has spoiled the ongoing work being done at the site to help redevelop one of the most iconic buildings in the town.
