{"id":322333,"date":"2025-08-06T11:09:15","date_gmt":"2025-08-06T11:09:15","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/322333\/"},"modified":"2025-08-06T11:09:15","modified_gmt":"2025-08-06T11:09:15","slug":"andy-burnhams-office-and-council-hit-back-against-claim-somethings-amiss-in-renaker-loans-row","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/322333\/","title":{"rendered":"Andy Burnham&#8217;s office and council hit back against claim &#8216;something&#8217;s amiss&#8217; in Renaker loans row"},"content":{"rendered":"<p>A court case against the mayor&#8217;s office concluded last month<img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/08\/1754478555_894_0_Gvs-of-Hulme.jpg\" loading=\"eager\"  \/>(Image: Kenny Brown | Manchester Evening News)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Andy Burnham\u2019s office and Manchester council have hit back against allegations \u2018there is something amiss in the way Manchester\u2019s governing bodies function\u2019.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The Weis Group claims Renaker, behind Manchester\u2019s tallest tower, told the Greater Manchester Combined Authority (GMCA) two proposed projects were financially viable enough to secure \u00a3140m of loans.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The firm, major city centre landowners, also claims Renaker told Manchester council \u2018Trinity Islands\u2019 and \u2018Contour\u2019 <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.manchestereveningnews.co.uk\/news\/greater-manchester-news\/court-battle-over-1billion-how-31792697\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">were not viable enough to build affordable housing<\/a>. Council rules say affordable units must be included if a developer will make more than 20pc profit.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \"><strong class=\"Strong_strong__e2x35\">To see planning applications; traffic and road diversions and layout changes; and more, visit the Public Notices Portal <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/publicnoticeportal.uk\/\" target=\"_blank\" aria-label=\"HERELink opens in a new tab.\" tabindex=\"0\" rel=\"noopener\">HERE<\/a><\/strong><\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Weis claims Renaker\u2019s ability to be viable in the GMCA\u2019s eyes, but not viable enough in Manchester council\u2019s, suggest \u2018there is something amiss in the way Manchester\u2019s governing bodies function\u2019.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The allegations were first made in court at the Competition Appeals Tribunal (CAT) by lawyers acting for Aubrey Weis in May.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cThe CAT ruling stated that for the Trinity Island and Plot F\/Contour sites the \u2018Renaker Group provide[d] substantial information and data which projected that the projects were viable\u2019 to the GMCA,\u201d a Weis Group spokesperson said after proceedings finished.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cAs such the CAT argued \u2018there were solid grounds to conclude that the developments were both viable and profitable\u2019.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cYet Manchester council required no material affordable housing contributions on the same developments because they were provided with different information. The apparent manipulation of the planning system has been brought to the attention of both the GMCA and Manchester City Council but they continue to turn a blind eye, leading to the troubling conclusion that there is something amiss in the way Manchester\u2019s governing bodies function.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Mr Weis sued the GMCA last year, claiming its decision to approve the two loans \u2018distorted\u2019 <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.manchestereveningnews.co.uk\/all-about\/manchester-city-centre\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Manchester city centre<\/a>\u2019s property market.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">But chair Hodge Malek KC <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.manchestereveningnews.co.uk\/news\/greater-manchester-news\/andy-burnhams-office-wins-major-32125760\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">ruled in the GMCA\u2019s favour last month<\/a>, judging \u2018it is clearly not the case\u2019 that \u2018the Renaker Group was being provided with loans at unduly favourable rates\u2019 due to \u2018a possible cosy relationship\u2019.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">After Weis repeated the allegations, both the GMCA and Manchester council hit back.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">A spokesperson for the GMCA said the court \u2018dismissed the claim\u2019 it should \u2018consider information submitted\u2019 to the council in its loan application evaluation.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">They added: \u201cIn its judgment the Competition Appeals Tribunal recognised the robust processes we\u2019ve put in place and clearly rejected claims that they fell short.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cSpecifically, they dismissed the claim that the GMCA should have considered information submitted to Manchester City Council as part of an entirely separate planning process.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cThroughout this case there have been flagrant attempts to undermine our reputation and cast doubt on our processes. The Tribunal\u2019s judgment definitively debunked the false ideas of corruption and cosy relationships, and we remain proud of the Housing Investment Loans Fund and the team that managed it.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">A Manchester council spokesperson said it had \u2018robust and fair processes in place\u2019 for planning submissions.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">A statement added: \u201cThere are robust and fair processes in place which ensure that all planning applications made to the council, regardless of their source, are considered on their merits and determined in accordance with both national and local policy.
