{"id":322644,"date":"2025-08-06T13:54:11","date_gmt":"2025-08-06T13:54:11","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/322644\/"},"modified":"2025-08-06T13:54:11","modified_gmt":"2025-08-06T13:54:11","slug":"unhappy-beach-hut-owners-face-a-season-of-disruption","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/322644\/","title":{"rendered":"Unhappy beach hut owners face a &#8216;season of disruption&#8217;"},"content":{"rendered":"<p>&#8216;We don&#8217;t have an option not to do this, and we&#8217;re working very hard to try to minimise the impact&#8217;<img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/08\/0_Redcliffe.jpg\" alt=\"Cllr Adam Billings addresses the Preston beach hut owners meeting\" loading=\"eager\"  \/>Cllr Adam Billings addresses the Preston beach hut owners meeting(Image: Guy Henderson)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Beach hut owners at a Blue Flag beach in Torbay have been warned they face a \u2018season of disruption\u2019 as their huts are put in storage during a massive seafront revamp.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">But <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.devonlive.com\/all-about\/torbay-council\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Torbay Council<\/a> says it knows how important the huts are to them, and the impact will be kept to a minimum.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">It was standing room only as hundreds of people crammed the ballroom of the Redcliffe Hotel for a public meeting on the Preston scheme.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Putting a new protective wall and flood gates along <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.devonlive.com\/all-about\/paignton\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Paignton<\/a> and Preston seafronts will be funded by \u00a313.5million of government money, and work will begin next month.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The aim is to guard low-lying parts of the town from flooding during storms, and protect the area as sea levels rise due to climate change.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The beach huts at Preston will be stored from next month until spring 2027, when they will be put out on the re-built seafront again. There will be no huts at all beside the beach next summer.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Angry hut owners &#8211; known as \u2018hutters\u2019 &#8211; said they had been promised \u2018minimal disruption\u2019 and claimed the council had treated them with contempt.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/08\/0_huts-1.jpg\" alt=\"Beach huts at Preston, Paignton\" loading=\"lazy\"  \/>Beach huts at Preston, Paignton(Image: Guy Henderson)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Cllr Adam Billings (Con, Churston with Galmpton) organised and chaired the Redcliffe meeting, and said: \u201cI don\u2019t want to have to come to another meeting like this having failed miserably. I want to be able to say that what we have done is as good as it possibly can be.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Hutters wanted to know where their huts would be stored, how the council had \u2018graded\u2019 them and why there had been so little communication from the Town Hall.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cThere are lots of unanswered questions,\u201d said Jennie Davies, who chairs the Beach Hut Owners Group. \u201cWe need to stop all the rumours and scaremongering.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Cllr Billings apologised and told them: \u201cThe communication could have been better.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">David Carter, the council\u2019s director of regeneration, said no work would take place during the prime six-week 2026 summer holiday season, and there would be access to the entire beach throughout the project.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cThere will never be a time when the beach itself is shut,\u201d he pledged.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">He said any requests made by the hutters would be passed on to contractors, but warned that too many changes could make the project cost more and take longer.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Matt Reeks, the managing director of SWISCo, which manages the bay\u2019s beaches, conceded that communication with the hutters had been \u2018appalling\u2019.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">He said that of the 298 huts on Preston seafront, 90 were in \u2018excellent\u2019 condition to withstand 18 months in storage, nine had been condemned and 78 were OK, but 121 would need major repairs before they could be stored.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">One angry hutter said the more huts the council could disqualify, the less storage space it would have to find, while others claimed it was a \u2018back door\u2019 way to introduce more expensive huts made of more durable composite materials.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Buying a composite hut outright could cost up to \u00a35,000, but Mr Reeks stressed that this was only being explored as an option for replacement huts in the future, and more affordable lease terms could be possible.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cA lot of other authorities are doing this,\u201d he said. \u201cIt makes sense to look at them.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cOur coastline is the jewel in the crown, and the beach huts play a really prominent role in that.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cThere are huts out there that are below par, and they let the side down. There is nothing wrong in us trying to maintain an aesthetic standard.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Mr Reeks also said he would take on board questions about creating a \u2018plaza\u2019 with temporary lockers, extra toilets and communal areas for beach users while the work is under way.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Some people also raised concerns that their huts would not be put back in the same place, and they would not have the same friends and neighbours around them.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Cllr Billings said: \u201cWe are working very hard to give people their view of the sea, their view of the green, or their great neighbours.
