{"id":323576,"date":"2025-08-06T22:01:12","date_gmt":"2025-08-06T22:01:12","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/323576\/"},"modified":"2025-08-06T22:01:12","modified_gmt":"2025-08-06T22:01:12","slug":"french-budget-cuts-squeeze-tech","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/323576\/","title":{"rendered":"French Budget Cuts Squeeze Tech\u00a0"},"content":{"rendered":"<p>At Station F, a startup incubator located in central Paris, the mood is somber: the <a href=\"https:\/\/www.lemonde.fr\/en\/politics\/article\/2025\/02\/04\/french-pm-bayrou-triggers-article-49-3-twice-in-one-day-opening-week-of-truth-and-responsibility_6737762_5.html\" target=\"_blank\" rel=\"noreferrer noopener\">2025 government budget<\/a> slashed \u20ac2.5 billion in funding for the France 2030 program designed to boost French competitiveness. It also reduced the Research Tax Credit, which allows companies to write off a portion of their research budgets.\u00a0<\/p>\n<p>\u201cWe\u2019ve already seen a decrease in the investments companies are directing toward research,\u201d cautions Marianne Tordeux Bitker, Director of Public Affairs for France Digitale, a nonprofit that promotes the tech sector. Many startups have frozen hiring, and some have even eliminated positions, she says.\u00a0 Fundraising rounds for French startups <a href=\"https:\/\/www.boursorama.com\/actualite-economique\/actualites\/bayrou-annonce-900-millions-d-euros-d-investissements-en-capital-risque-93047fda09817c73a6c49c892b4fb5df\" target=\"_blank\" rel=\"noreferrer noopener\">fell 60%<\/a> in the first half of 2025, an even greater drop than the European average.\u00a0<\/p>\n<p>It\u2019s a warning sign, not just for France, but for the rest of Europe. The continent needs to boost digital spending. It must invest an additional \u20ac800 billion a year to drag itself out of a trough of low productivity and feeble growth that\u2019s pushing it behind the US and China in the international pecking order, former European Central Bank president Mario Draghi wrote in a recent <a href=\"https:\/\/commission.europa.eu\/topics\/strengthening-european-competitiveness\/eu-competitiveness-looking-ahead_en\" target=\"_blank\" rel=\"noreferrer noopener\">landmark report<\/a>. Draghi called the competitiveness challenge an \u201cexistential challenge.\u201d\u00a0\u00a0<\/p>\n<p>But France and many European countries are struggling to finance public deficits, and they also promised US President Donald Trump to increase defense spending. The recent announcement of a <a href=\"https:\/\/www.bbc.com\/news\/articles\/cvgp5q4x4nzo\" target=\"_blank\" rel=\"noreferrer noopener\">new trade deal<\/a> under which most European goods will face a 15% US tariff will make it even harder for European businesses to achieve their growth targets.\u00a0\u00a0\u00a0<\/p>\n<p>Something has to give.\u00a0 In France, <a href=\"https:\/\/www.lemonde.fr\/politique\/article\/2025\/07\/15\/suppression-de-deux-jours-feries-annee-blanche-gel-des-depenses-de-l-etat-les-principales-annonces-de-francois-bayrou-sur-le-budget-2026_6621399_823448.html\" target=\"_blank\" rel=\"noreferrer noopener\">belt-tightening<\/a> for 2026 aims to reduce France\u2019s <a href=\"https:\/\/www.nytimes.com\/2025\/07\/15\/business\/france-debt-deficit-spending-taxes.html\" target=\"_blank\" rel=\"noreferrer noopener\">eurozone-leading deficit<\/a> from 5.8% to 4.6% of GDP, requiring \u20ac44 billion in spending cuts.\u00a0<\/p>\n<p>Under pro-tech President Emmanuel Macron, France <a href=\"https:\/\/www.france24.com\/en\/europe\/20220117-france-celebrates-25th-unicorn-in-strong-start-to-2022-for-tech-sector\" target=\"_blank\" rel=\"noreferrer noopener\">launched<\/a> 25 unicorns, companies worth \u20ac1 billion or more.\u00a0 In 2017, just after becoming president, he opened Station F, the world\u2019s largest startup campus, in a former train station in central Paris. Startup offices, meeting spaces, and a food court fill the vast open spaces of the hangar-like structure. Tech workers mill about, laptops in tow.\u00a0 Outside, staffers discuss strategy over cigarettes.\u00a0\u00a0<\/p>\n<p>Although it\u2019s a scene that would have seemed incongruous in traditionalist Paris until very recently, the city has become Europe\u2019s <a href=\"https:\/\/www.reuters.com\/technology\/paris-named-europes-leading-tech-ecosystem-beating-london-2025-05-21\/\" target=\"_blank\" rel=\"noreferrer noopener\">leading tech hub<\/a>. Station F has transformed from a symbol of the President\u2019s vision into the nerve center of the continent\u2019s startup scene.\u00a0<\/p>\n<p>\n\t\t\tGet the Latest\t\t<\/p>\n<p>\n\t\t\tSign up to receive regular Bandwidth emails and stay informed about CEPA&#8217;s work.\t\t<\/p>\n<p>The success of French tech is due as well to various tax incentives: not just the research credit, but also significant write-offs for prototyping costs and the salaries of PhD hires.\u00a0<\/p>\n<p>Many of these tax breaks were <a href=\"https:\/\/francefintech.org\/en\/le-budget-2025-fragilise-gravement-linnovation-made-in-france\/\" target=\"_blank\" rel=\"noreferrer noopener\">already weakened<\/a> in the 2025 budget. Now, the flagship research tax credit, which currently costs taxpayers \u20ac7.9 billion per year, is in danger.\u00a0 Prime Minister Fran\u00e7ois Bayrou has vowed to do away with \u201c<a href=\"https:\/\/www.lepoint.fr\/economie\/niches-fiscales-le-grand-menage-de-bayrou-22-07-2025-2594957_28.php\" target=\"_blank\" rel=\"noreferrer noopener\">useless and ineffective<\/a>\u201d tax incentives, though the exact scope of the planned cuts remains uncertain.\u00a0\u00a0<\/p>\n<p>\u201cEveryone is hoping that the 2025 budget cuts were a one-time adjustment,\u201d says Roxanne Varza, the director of Station F. \u201cWe don\u2019t want the government to go after startups and innovation every time we have to pass a budget.\u201d\u00a0<\/p>\n<p>The only area where France will increase <a href=\"https:\/\/www.lemonde.fr\/en\/politics\/article\/2025\/07\/15\/what-s-in-french-pm-bayrou-s-proposed-budget-cuts_6743405_5.html\" target=\"_blank\" rel=\"noreferrer noopener\">spending in 2026<\/a> (besides debt-servicing) is defense, with President Macron promising to double the military budget by 2027.\u00a0 This could be a boon for tech companies working on strategic infrastructure projects, such as telephone networks, but the details of how this spending will be allocated have yet to be announced.\u00a0<\/p>\n<p>Many of the government\u2019s moves to attract international talent remain in place. The <a href=\"https:\/\/lafrenchtech.gouv.fr\/en\/come-work-in-france\/french-tech-visa\/\" target=\"_blank\" rel=\"noreferrer noopener\">French Tech Visa<\/a> makes it easier for non-European nationals to work in France. French universities are attempting to woo top-flight American research talent who have suffered grant cuts under the Trump Administration.\u00a0<\/p>\n<p>Foreign investment is booming, too. Major tech companies, including <a href=\"https:\/\/www.aboutamazon.eu\/news\/job-creation-and-investment\/choose-france-summit-amazon-announces-plan-to-invest-more-than-1-2-billion-into-its-french-operations\" target=\"_blank\" rel=\"noreferrer noopener\">Amazon<\/a>, have announced plans to expand their French operations. All told, France <a href=\"https:\/\/www.politico.eu\/article\/france-announces-15-billion-euros-of-foreign-investment-projects-emmanuel-macron-hosts-key-investor-summit\/\" target=\"_blank\" rel=\"noreferrer noopener\">landed<\/a> a record \u20ac15 billion in foreign investment last year.\u00a0\u00a0<\/p>\n<p>For French tech, the message is clear. While budgets will be tight, it can continue to count on government support. After igniting concerns about reduced support, Prime Minister Fran\u00e7ois Bayrou recently backtracked and vowed an additional \u20ac900 million in <a href=\"https:\/\/www.lesechos.fr\/economie-france\/budget-fiscalite\/en-direct-bayrou-presente-les-grandes-lignes-de-son-budget-2026-2176476\" target=\"_blank\" rel=\"noreferrer noopener\">new investments<\/a> for startups.\u00a0 That might bring some relief to concerned entrepreneurs at Paris\u2019 Station F.\u00a0<\/p>\n<p>Jeremy B.
