{"id":326546,"date":"2025-08-08T00:37:08","date_gmt":"2025-08-08T00:37:08","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/326546\/"},"modified":"2025-08-08T00:37:08","modified_gmt":"2025-08-08T00:37:08","slug":"international-student-levy-could-cost-english-universities-600m-a-year-university-funding","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/326546\/","title":{"rendered":"International student levy could cost English universities \u00a3600m a year | University funding"},"content":{"rendered":"<p class=\"dcr-16w5gq9\">The government\u2019s proposed levy on international student fees could cost universities in England more than \u00a3600m a year if it goes ahead, a study has found.<\/p>\n<p class=\"dcr-16w5gq9\">The 6% surcharge on tuition fees paid by overseas students, floated in the Home Office\u2019s recent immigration white paper, would particularly hit leading universities such as University College London (UCL) and the University of Manchester, based on the figures compiled by the <a href=\"https:\/\/www.hepi.ac.uk\/\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">Higher Education Policy Institute<\/a> (Hepi).<\/p>\n<p class=\"dcr-16w5gq9\">The policy would leave universities in a difficult decision over whether to pass on the cost of the levy to students or absorb some or all of it from the fees they charged, in effect cutting their income.<\/p>\n<p class=\"dcr-16w5gq9\">Nick Hillman, Hepi\u2019s director, said: \u201cThe proposed levy on international students comes up in just about every meeting I attend. University leaders are worried it will be yet another weight dragging them down in the struggle to remain globally competitive.\u201d<\/p>\n<p class=\"dcr-16w5gq9\">Based on annual fees from non-UK students totalling \u00a310.3bn, the levy would bring in \u00a3621m. UCL would contribute \u00a343m, Manchester \u00a327m, Imperial College London \u00a322m and the University of Oxford \u00a317m.<\/p>\n<p class=\"dcr-16w5gq9\">The levy will also hit universities that raise a high proportion of funds from international students, including the University of Hertfordshire and the University of the Arts London.<\/p>\n<p class=\"dcr-16w5gq9\">The government has said the money raised by the levy would be used to fund \u201cthe higher education and skills system\u201d, with further details to come in the autumn budget.<\/p>\n<p class=\"dcr-16w5gq9\">While vice-chancellors are hoping the bulk of the funds will be re-invested in higher education, Hillman said it can\u2019t be taken for granted.<\/p>\n<p class=\"dcr-16w5gq9\">\u201cThe levy is designed to raise more money for the government\u2019s educational priorities but it is not clear if all the money will come back out of the Treasury, nor how it will be spent if it does,\u201d he said.<\/p>\n<p class=\"dcr-16w5gq9\">\u201cThreatening an expensive new tax on one of the country\u2019s most successful sectors with only a rough idea of how the money will be used seems far from ideal.
