{"id":327121,"date":"2025-08-08T05:48:13","date_gmt":"2025-08-08T05:48:13","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/327121\/"},"modified":"2025-08-08T05:48:13","modified_gmt":"2025-08-08T05:48:13","slug":"plaid-cymru-pledges-to-raise-arts-culture-and-sport-spending","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/327121\/","title":{"rendered":"Plaid Cymru pledges to raise arts, culture and sport spending"},"content":{"rendered":"<p class=\"sc-9a00e533-0 hxuGS\">Plaid Cymru would increase spending on the arts and sport every year if the party wins next year&#8217;s Senedd election, its culture spokeswoman has said.<\/p>\n<p class=\"sc-9a00e533-0 hxuGS\">A Senedd report, earlier this year, found Wales had the second lowest spending per person on cultural services in Europe and the third lowest on recreation and sports.<\/p>\n<p class=\"sc-9a00e533-0 hxuGS\">Despite a <a target=\"_self\" href=\"https:\/\/www.bbc.co.uk\/news\/articles\/crlx8zyw9xeo\" class=\"sc-f9178328-0 bGFWdi\" rel=\"noopener\">funding increase in the Welsh Labour government&#8217;s latest budget<\/a>, the sector has suffered significant cuts in recent years.<\/p>\n<p class=\"sc-9a00e533-0 hxuGS\">The new spending commitment by Plaid will be outlined by Heledd Fychan in a speech at the Eisteddfod on Friday. The party said its manifesto would explain how it would be funded.<\/p>\n<p class=\"sc-9a00e533-0 hxuGS\">Ahead of her speech, Fychan said culture, the arts and sports would be &#8220;central to a Plaid Cymru government&#8217;s ambition to create a healthier, wealthier Wales&#8221;. <\/p>\n<p class=\"sc-9a00e533-0 hxuGS\">&#8220;Not only does that mean increased funding, but a new whole government approach to ensuring culture is at the heart of everything we do,&#8221; she said.<\/p>\n<p class=\"sc-9a00e533-0 hxuGS\">According to Plaid, culture plays &#8220;a vital role in terms of wellbeing, economic growth and social cohesion&#8221; and the party pointed to an <a target=\"_blank\" href=\"https:\/\/arts.wales\/sites\/default\/files\/2024-11\/ACW_Economic_Report_EngSummary_FINAL_NEW.pdf\" class=\"sc-f9178328-0 bGFWdi\" rel=\"noopener\">Arts Council of Wales report<\/a> into the economic impact of the arts in Wales which claimed that for every pound spent there was a return of \u00a32.51.<\/p>\n<p class=\"sc-9a00e533-0 hxuGS\">Fychan, who used to work for the National Museum of Wales, added &#8220;culture is the heartbeat of Wales&#8221;. <\/p>\n<p class=\"sc-9a00e533-0 hxuGS\">&#8220;It&#8217;s how we tell our stories, preserve our language, celebrate our history, and express our values.<\/p>\n<p class=\"sc-9a00e533-0 hxuGS\">&#8220;It connects us with each other, and with the past.&#8221;<\/p>\n<p class=\"sc-9a00e533-0 hxuGS\">The Welsh government&#8217;s budget for 2025-26 has seen funding for culture, the arts and sport <a target=\"_blank\" href=\"https:\/\/www.gov.wales\/sites\/default\/files\/publications\/2025-02\/final-budget-2025-2026-note.pdf\" class=\"sc-f9178328-0 bGFWdi\" rel=\"noopener\">restored to 2023-24 levels<\/a>. <\/p>\n<p class=\"sc-9a00e533-0 hxuGS\">However, that follows a period of cuts to the sector as the government prioritised frontline services including the NHS.<\/p>\n<p class=\"sc-9a00e533-0 hxuGS\">The Arts Council of Wales, which distributes public money to cultural organisations, has said its revenue was reduced by 40% in real terms between 2010 and 2024.<\/p>\n<p class=\"sc-9a00e533-0 hxuGS\">However, the council welcomed the <a target=\"_self\" href=\"https:\/\/www.bbc.co.uk\/news\/articles\/crlx8zyw9xeo\" class=\"sc-f9178328-0 bGFWdi\" rel=\"noopener\">uplift announced in the latest budget<\/a> as &#8220;a positive signal&#8221;.<\/p>\n<p class=\"sc-9a00e533-0 hxuGS\">In its report, <a target=\"_blank\" href=\"https:\/\/senedd.wales\/media\/ekumt3dy\/cr-ld16899-e.pdf\" class=\"sc-f9178328-0 bGFWdi\" rel=\"noopener\">&#8220;A decade of cuts&#8221;<\/a>, published in January, the Senedd&#8217;s culture committee said: &#8220;For too long, culture and sport have been treated as &#8216;nice to haves&#8217;, and these sectors have faced a decade and more of funding reductions, which has left them brittle and under-resourced.&#8221;<\/p>\n<p class=\"sc-9a00e533-0 hxuGS\">In a separate report, the committee also raised &#8220;significant concerns&#8221; over whether the culture minister Jack Sargeant &#8220;fully appreciates the extent of the pressures the sector is facing&#8221;.<\/p>\n<p class=\"sc-9a00e533-0 hxuGS\">Sargeant has previously <a target=\"_self\" href=\"https:\/\/www.bbc.co.uk\/news\/articles\/cj02d7me3lzo\" class=\"sc-f9178328-0 bGFWdi\" rel=\"noopener\">rejected<\/a> claims the sector was facing a &#8220;crisis&#8221;. <\/p>\n<p class=\"sc-9a00e533-0 hxuGS\">&#8220;I wouldn&#8217;t describe it as a crisis myself&#8221;, he said in February, although he acknowledged there were &#8220;challenges&#8221;
