Putin has claimed t<a href=\"https:\/\/www.newsweek.com\/putin-russia-annexed-regions-ukraine-elections-1779124#:~:text=The%20four%20Ukrainian%20regions%20were%20illegally%20annexed%20by,make%20up%20about%2015%20percent%20of%20Ukraine%27s%20territory.\" target=\"_blank\" rel=\"noopener\" class=\"multivariate\">o have annexed these regions<\/a> but Russia does not fully control them.<\/p>\n<p>Trump has suggested peace talks could include discussions about exchanging territory Russia currently occupies in return for a ceasefire.<\/p>\n<p>The idea often termed a &#8220;land swap,&#8221; has sparked intense debate but Ukraine&#8217;s president <a href=\"https:\/\/www.newsweek.com\/topic\/volodymyr-zelensky\" data-sys=\"1\" class=\"multivariate\" target=\"_blank\" rel=\"noopener\">Volodymyr Zelensky<\/a> has consistently rejected any precondition that involves ceding sovereign land prior to a full, unconditional ceasefire.<\/p>\n<p>What To Know<\/p>\n<p>Putin met with Trump&#8217;s envoy Steve Witkoff in the Kremlin on Wednesday in the latest step by the U.S. administration to end the war in Ukraine.<\/p>\n<p>Putin&#8217;s presidential aide Yuri Ushakov said that the pair discussed &#8220;prospects for strategic cooperation&#8221; between Russia and the United States and exchanged &#8220;signals&#8221; regarding Ukraine.<\/p>\n<p>He also said that Russia and the U.S. had agreed on a venue for the meeting with the aim of holding talks next week, without revealing the location or exact date.<\/p>\n<p>Putin said on Thursday that the UAE could be a venue although the White House told Newsweek on Thursday that a location had not yet been decided but it could take place &#8220;as early as next week.&#8221;<\/p>\n<p>Ushakov added that Witkoff had floated a trilateral meeting involving Putin, Trump and Ukrainian President Volodymyr Zelensky, although Russia did not comment on that proposal, according to Russian state media.<\/p>\n<p>During a phone call with allies that included Zelensky, Trump was positive about the possibility of a ceasefire, <a href=\"https:\/\/www.newsweek.com\/topic\/bloomberg\" data-sys=\"1\" class=\"multivariate\" target=\"_blank\" rel=\"noopener\">Bloomberg<\/a> reported, citing people familiar with the call.<\/p>\n<p>Trump also suggested that Putin would be open to entering into peace talks in exchange for discussing land swaps, the outlet reported.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"mapping-embed imgPhoto\" id=\"i2698542\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/08\/us-president-donald-trump.jpg\" alt=\"U.S. President Donald Trump \" width=\"1200\" height=\"800\"\/><br \/>\nPresident Donald Trump in the Eisenhower Executive Office Building on August 5, 2025 in Washington, DC.<br \/>\nPresident Donald Trump in the Eisenhower Executive Office Building on August 5, 2025 in Washington, DC.<br \/>\nWin McNamee\/Getty Images<\/p>\n<p>Putin seized Crimea in 2014 and partially occupies but does not fully control the Ukrainian regions of Donetsk, Luhansk, Zaporizhzhia and Kherson.<\/p>\n<p><a href=\"https:\/\/www.newsweek.com\/steve-witkoff-putin-offer-sparks-sharp-backlash-russia-ukraine-2058956\" target=\"_blank\" rel=\"noopener\" class=\"multivariate\">Witkoff had previously put forward<\/a> a suggestion for the U.S. to recognize Crimea as Russian and effectively cede control of parts of other Ukrainian regions that Moscow partially occupies, which was widely criticized.<\/p>\n<p>Bloomberg reported that such a deal, which included the control over areas of Zaporizhzhia and Kherson returning to Ukraine, could be discussed.<\/p>\n<p>Zelensky has consistently rejected any deal that involves ceding sovereign land prior to a full, unconditional ceasefire and said in April that territorial issues would only be addressed after hostilities cease entirely.<\/p>\n<p>Kyiv Mayor Vitali Klitschko <a rel=\"noopener nofollow\" href=\"https:\/\/www.bbc.co.uk\/news\/articles\/cp348ygjgy3o\" target=\"_blank\" class=\"multivariate\">told the BB<\/a>C<a rel=\"noopener nofollow\" href=\"https:\/\/www.bbc.co.uk\/news\/articles\/cp348ygjgy3o\" target=\"_blank\" class=\"multivariate\"> in April<\/a> that Ukraine may have to temporarily give up land for peace amid a growing pressure from Trump to accept territorial concessions b<a rel=\"noopener nofollow\" href=\"https:\/\/www.bing.com\/search?pglt=297&amp;q=olling+in+Ukraine+rejectes+territorial+concessions&amp;cvid=2bc5b483c9184c488cafac1a2d15229e&amp;gs_lcrp=EgRlZGdlKgYIABBFGDkyBggAEEUYOdIBCDc1NjZqMGoxqAIAsAIA&amp;FORM=ANNTA1&amp;ucpdpc=UCPD&amp;PC=DCTS\" target=\"_blank\" class=\"multivariate\">ut polling<\/a> in Ukraine reveals public resistance to territorial concessions.<\/p>\n<p>Beketova told Newsweek Thursday it was unclear what kind of concession Russia could be offered, &#8220;given that its appetite seems insatiable&#8221; and questioned where it can even be called a concession when an aggressor invaded another country&#8217;s sovereign territory.<\/p>\n<p>Regardless of the outcome, Ukraine remains determined to restore its territorial integrity and increase its domestic military production, ideally with continued support from Western allies, she said.<\/p>\n<p>While there is broad consensus that the war must end and that Russia should cease its aggression, many Ukrainians acknowledge that the war may continue for a long time and that what Ukraine seeks is not just a ceasefire, but a sustainable peace, Beketova added.<\/p>\n<p>European Pravda, citing the Polish outlet Onet reported Thursday it had learned the details of a U.S. proposal presented to Putin during talks with Witkoff.<\/p>\n<p>These included a ceasefire although not a full peace agreement, de facto recognition of Russian-occupied territories by postponing the status issue for 49 or 99 years, as well as a lifting of sanctions.<\/p>\n<p><a rel=\"noopener nofollow\" href=\"https:\/\/www.bing.com\/search?pglt=297&amp;q=David+Szakonyi+George+Washington&amp;cvid=1c7387cba41146409c88c443dffcc0d1&amp;gs_lcrp=EgRlZGdlKgYIABBFGDkyBggAEEUYOdIBCDM2OTZqMGoxqAIAsAIA&amp;FORM=ANNTA1&amp;ucpdpc=UCPD&amp;PC=DCTS\" target=\"_blank\" class=\"multivariate\">David Szakonyi<\/a>, an expert on Russian politics from <a href=\"https:\/\/www.newsweek.com\/topic\/george-washington\" class=\"multivariate\" target=\"_blank\" rel=\"noopener\">George Washington<\/a> University, told Newsweek that Ukraine has little appetite for any land deal, especially one negotiated without its involvement.<\/p>\n<p>He added that a one-on-one meeting with Trump plays directly into Putin&#8217;s hands with the Russian leader hoping that personal, unstructured dialogue can allow him to steer the U.S. leader toward concessions, such as blocking Ukraine&#8217;s <a href=\"https:\/\/www.newsweek.com\/topic\/nato\" data-sys=\"1\" class=\"multivariate\" target=\"_blank\" rel=\"noopener\">NATO<\/a> aspirations or lifting sanctions.<\/p>\n<p>What People Are Saying<\/p>\n<p><strong>Bloomberg reported that Trump<\/strong> &#8220;suggested that Putin would be open to entering into peace talks in exchange for discussing land swaps.&#8221;<\/p>\n<p><strong>Elina Beketova, fellow at the Center for European Policy Analysis (CEPA):<\/strong> &#8220;Ukraine&#8217;s position has not changed\u2014 the country is committed to preserving its statehood and territorial integrity, as outlined in the Ukrainian Constitution.&#8221;<\/p>\n<p><strong>David Szakonyi, associate professor, George Washington University, Washington, DC:<\/strong> &#8220;Ukraine has little appetite for any land deal, especially one negotiated without its involvement.<\/p>\n<p>He added: &#8220;What Kyiv really wants are firm security guarantees from the United States to deter future Russian aggression, exactly the kind of commitment Moscow is eager to prevent.&#8221;<\/p>\n<p><strong>The White House in a statement to Newsweek<\/strong>: &#8220;No location has been determined. A meeting could occur as early as next week.&#8221;<\/p>\n<p><strong>Ukrainian president Volodymyr Zelensky on X:<\/strong> &#8220;Ukraine is not afraid of meetings and expects the same brave approach from the Russian side.
