{"id":328461,"date":"2025-08-08T17:48:11","date_gmt":"2025-08-08T17:48:11","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/328461\/"},"modified":"2025-08-08T17:48:11","modified_gmt":"2025-08-08T17:48:11","slug":"will-eu-india-ties-survive-the-latest-russia-sanctions-dw-08-08-2025","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/328461\/","title":{"rendered":"Will EU-India ties survive the latest Russia sanctions? \u2013 DW \u2013 08\/08\/2025"},"content":{"rendered":"<p>The year began on a high note for the\u00a0<a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/european-union-eu\/t-17440066\" target=\"_blank\" rel=\"noopener\">European Union<\/a>\u00a0and\u00a0<a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/india\/t-18996071\" target=\"_blank\" rel=\"noopener\">India.<\/a>\u00a0In February, European Commission President Ursula von der Leyen visited New Delhi and, alongside Indian Prime Minister <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/narendra-modi\/t-65800410\" target=\"_blank\" rel=\"noopener\">Narendra Modi<\/a>, instructed officials to resolve remaining differences and move forward\u00a0on a <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/india-eu-to-strike-trade-deal-by-end-of-2025-modi\/a-71779593\" target=\"_blank\" rel=\"noopener\">long-delayed free trade agreement<\/a>.\u00a0<\/p>\n<p>But that momentum was disrupted in July,\u00a0when India was drawn into\u00a0<a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/eu-agrees-on-18th-sanctions-package-on-russia\/a-73319055\" target=\"_blank\" rel=\"noopener\">the EU&#8217;s 18th sanctions package<\/a>\u00a0against Russia. The move targets New Delhi&#8217;s refining of discounted Russian crude and the export of those products, some of which are sold to Europe.<\/p>\n<p>Could this sanctions development derail a potential EU-India trade deal? Experts argue it won&#8217;t, saying the US\u00a0threat of imposing tariffs of up to 50% on Indian goods poses <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/how-can-us-india-ties-recover-from-trumps-tariff-threats\/a-73534764\" target=\"_blank\" rel=\"noopener\">a far greater challenge<\/a> than the impact of the EU&#8217;s sanctions.\u00a0And, paradoxically, that may work in the EU&#8217;s favor.<\/p>\n<p><img data-format=\"MASTER_LANDSCAPE\" data-id=\"67831736\" data-url=\"https:\/\/static.dw.com\/image\/67831736_${formatId}.jpg\" data-aspect-ratio=\"16\/9\" alt=\"Oil tankers outside an Indian refinery in India in Guwahati, Assam.\" style=\"padding-bottom: 56.25%; height: 0; max-height: 0;\"\/>India has been a major supplier of refined Russian crude to EuropeImage: BIJU BORO\/AFP<\/p>\n<p>What are EU&#8217;s sanctions on India, and will they matter?<\/p>\n<p>As part of efforts to cut off funding for Russia&#8217;s war in Ukraine, the EU last month banned imports of refined petroleum products originating from Russian crude. This ban applies to such products coming from any third country, including India.<\/p>\n<p>The EU sanctioned Nayara Energy, an Indian refinery partly owned by Russian energy giant Rosneft. &#8220;For the first time, we&#8217;re designating a flag registry and the biggest Rosneft refinery in India,&#8221;\u00a0EU foreign policy chief Kaja Kallas posted on X.<\/p>\n<blockquote class=\"tweet embed\" data-id=\"1946092888221241797\"\/>\n<p>Nayara Energy was\u00a0quick to push back, calling the move hypocritical.<\/p>\n<p>&#8220;While many European countries continue to import Russian energy through various sources, they take a high moral ground by chastising and sanctioning an Indian asset for processing Russian crude largely used by its domestic population of 1.4 billion Indians and businesses,&#8221;\u00a0Nayara Energy said in a statement in late July.\u00a0<\/p>\n<p>However, experts told DW the EU&#8217;s single designation is largely symbolic and unlikely to significantly impact India&#8217;s energy trade or EU-bound exports.<\/p>\n<p>&#8220;The EU&#8217;s sanctions lacks bite and will be difficult to enforce,&#8221; said Garima Mohan of the German Marshall Fund of the United States, who researches Europe-India ties.\u00a0&#8220;These exports are by no means running the Indian economy.&#8221;\u00a0India could easily pivot by substituting its exports with fuel refined from non-Russian sources, such as Iraqi oil.\u00a0<\/p>\n<p>Jacob Funk Kirkegaard, an economics expert\u00a0at the Brussels-based Bruegel think tank, agreed. &#8220;It is definitely an escalation by the EU. But I would also say it won&#8217;t hurt trade negotiations,&#8221;\u00a0he said.<\/p>\n<p>Instead, he argued the bigger pressure on India right now is coming from the United States.<\/p>\n<p>US imposes 50% tariffs on India over ties with Russia<video id=\"video-73571315\" controls=\"\" playsinline=\"\" preload=\"none\" poster=\"data:image\/png;base64,iVBORw0KGgoAAAANSUhEUgAAAAEAAAABCAQAAAC1HAwCAAAAC0lEQVR42mNkYAAAAAYAAjCB0C8AAAAASUVORK5CYII=\" data-id=\"73571315\" data-posterurl=\"https:\/\/static.dw.com\/image\/73484319_605.webp\" data-duration=\"02:25\"><\/p>\n<p class=\"vjs-no-js\">To view this video please enable JavaScript, and consider upgrading to a web browser that <a href=\"https:\/\/videojs.com\/html5-video-support\/\" target=\"_blank\" rel=\"noopener\">supports HTML5 video<\/a><\/p>\n<p><\/video><\/p>\n<p>Could US tariffs drive India closer to the EU?<\/p>\n<p>As both the EU and India seek to secure stable trade relationships amid an increasingly volatile global economy, experts say the threat of high <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/trump-tariffs\/t-71496505\" target=\"_blank\" rel=\"noopener\">US tariffs<\/a>\u00a0on Indian goods could strengthen their mutual interest in finalizing a\u00a0free trade agreement.<\/p>\n<p>&#8220;First of all, the fact that there is no trade agreement between the US and India, then this mindless escalation by [US] President Trump,&#8221; Kirkegaard said, &#8220;means India&#8217;s desire to diversify away from the US and towards the EU has probably increased.<\/p>\n<p>&#8220;India now needs a deal with the EU a little more than when it had arguably better ties with the US,&#8221; he added.<\/p>\n<p>Mohan arrived at a similar conclusion. &#8220;In a roundabout way, I think the shake-up in the India\u2013US dynamic will end up benefiting the EU,&#8221; she said. &#8220;Given this tariff announcement, India needs reliable and predictable economic partners, it needs investments.&#8221;\u00a0<\/p>\n<p>The EU has also taken a more measured approach during trade negotiations \u2014 particularly in the agricultural sector which employs close to 44% of India&#8217;s population. If India were to provide greater access to European or US companies, there are fears it could cause job losses at home.<\/p>\n<p>&#8220;The EU understands that if we insist on a larger opening in the agriculture sector there will be no deal,&#8221; said Kirkegaard, adding that the EU &#8220;understands India&#8217;s political and economic sensitives in the agriculture sector far better than Trump.&#8221;\u00a0<\/p>\n<p>US pressure, EU benefit \u2014 and a potential win for Ukraine?<\/p>\n<p>If India were to scale back purchases of Russian oil to avoid triggering punitive US tariffs, it could <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/what-if-india-and-china-stop-buying-russian-oil\/a-73520311\" target=\"_blank\" rel=\"noopener\">reduce a key Russian revenue stream<\/a> for Moscow&#8217;s war effort. That would align with EU and Ukrainian interests.\u00a0<\/p>\n<p>However, an Indian diplomat who spoke with DW on the condition of anonymity warned that removing Russian oil from the global supply could lead to a spike in prices \u2014 which would in turn hurt everyone, not just Russia.\u00a0<\/p>\n<p>Kirkegaard questioned why Trump &#8220;has not threatened China with the same, which buys more Russian oil.&#8221;<\/p>\n<p>Experts agree that the EU&#8217;s designation of Nayara Energy is unlikely to shift the war calculus for Russian President Vladimir Putin. But India&#8217;s own math might change \u2014 and that could depend more on Washington that Brussels.<\/p>\n<p>So, while EU-India relations have faced a setback, <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/european-unions-relations-to-india-growing-in-intensity\/a-4860577\" target=\"_blank\" rel=\"noopener\">the overall momentum<\/a> toward a trade agreement remains resilient.
