The problem is that \u201cTurkey doesn’t have much incentive to comply\u201d with the bill given that its relations with the EU are currently \u201cat the lowest level\u201d possible, according to Mehmet \u00d6\u011f\u00fct\u00e7\u00fc, CEO of the Global Resources Partnership energy consultancy and a former Turkish diplomat.<\/p>\n

Brussels will therefore have to consider \u201csweeteners,\u201d he said, such as reopening frozen talks on energy issues linked to Turkey\u2019s stalled EU membership bid. Unlocking European Investment Bank funds for green projects is another option.<\/p>\n

Turkey\u2019s foreign ministry told POLITICO it was \u201cwilling \u2026 to cooperate with the EU on energy matters\u201d depending on the bloc\u2019s willingness to engage with Ankara, which it said could include resuming high-level energy talks with Brussels.<\/p>\n

But even that assumes Turkey would comply in good faith. According to S\u0103b\u0103du\u0219, the gas market expert, there\u2019s a \u201chigh chance\u201d that Ankara could massage the contents of the customs documents \u2014 as it is already suspected to have done with Russian oil shipments<\/a> to the bloc.\u00a0<\/p>\n
