It remains unclear whether Ukrainian President Volodymyr Zelensky will take part.<\/p>\n<p>&#13;<\/p>\n<p class=\"p2\">\u201cThe United States has the power to make Russia negotiate peace seriously,\u201d Kallas said in a statement published by Reuters. \u201cAny agreement between Russia and the United States must include Ukraine and the European Union,\u201d she added, stressing it should not become \u201ca springboard for further Russian aggression.\u201d She reiterated that \u201call temporarily occupied territories belong to Ukraine.\u201d<\/p>\n<p>&#13;<\/p>\n<p class=\"p2\">Her comments came hours after six European leaders issued a joint statement underscoring that international borders cannot be changed by force. Signatories included European Commission President Ursula von der Leyen, Polish Prime Minister Donald Tusk, French President Emmanuel Macron, German Chancellor Friedrich Merz, British Prime Minister Keir Starmer, and Italian Prime Minister Giorgia Meloni.<\/p>\n<p>&#13;<\/p>\n<p class=\"p2\">\u201cUkraine has the freedom to choose its own destiny. Meaningful negotiations can only take place in the context of a ceasefire or a reduction in hostilities.
