Experts say the case holds lessons for Tasmania"},"content":{"rendered":"<p class=\"paragraph_paragraph__iYReA\">The Great Smog of London spurred William Wood to action after arriving in Tasmania.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">He was only 10 years old when smoke from coal burning cloaked the English capital and killed thousands in the winter of 1952.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">But it left a strong impression on the young Dr Wood, who grew up on a farm in Northamptonshire.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;You&#8217;d see these photographs where you couldn&#8217;t actually see a power pole in front of you. (Supplied)<\/p>\n<p>&#8216;A matter of urgency&#8217;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Despite Tasmania&#8217;s clean, green reputation, air quality plummets across many valley regions during winter, as the landscape and weather traps smoke, which is largely emitted by residential wood heaters.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">But when Dr Wood first started as an environmental scientist for Tasmania&#8217;s then-Environment and Land Management Department in 1990, the problem was far worse.<\/p>\n<blockquote class=\"EmphasisedText_quote__TE6kn\"><p>&#8220;I just couldn&#8217;t believe the air quality condition here,&#8221;<\/p><\/blockquote>\n<p>  he said.<img decoding=\"async\" alt=\"He wears reading glasses and stands outside by a tree. (ABC News: Emily Smith)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Dr Wood and Dr Markos were both members of the 16-person working group set up to investigate air pollution, environmental health and respiratory diseases in 1991.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Their 100-plus-page report, published in 1996, linked wood heaters to air pollution and increasing respiratory disease, and called for &#8220;all possible measures&#8221; to address the issue &#8220;as a matter of urgency&#8221;.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/science\/2025-07-31\/uleb-wood-heaters-emit-less-pollution-smoke-particulate\/105544358\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" target=\"_blank\" rel=\"noopener\">NZ has ultra-low emission wood heaters. Why doesn&#8217;t Australia?<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">A new generation of low-emission wood heaters that produce a fraction of the particulate pollution of current models could save lives by improving air quality, researchers say.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Dr Wood said the cause then gained momentum, leading to media campaigns, brochure drops and even lessons about wood heater use in schools.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">From 2001-2013 the federal government and the Launceston City Council funded a wood heater buyback program.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;The public awareness and these incentives did reduce pollution,&#8221; Mr Markos said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">In 2013, researchers found <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.bmj.com\/content\/346\/bmj.e8446\" data-component=\"Link\" target=\"_blank\" rel=\"noopener\">air pollution dropped significantly in Launceston between 1994 and 2007<\/a>, saving lives.<\/p>\n<p><img decoding=\"async\" alt=\"A wood heater in a house.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/08\/8ae94c04700c3fee32e1d98e4c492cc3\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Tasmania&#8217;s air pollution issues are largely due to wood heaters.\u00a0 (Flickr: Ian Sutton)<\/p>\n<p>Air pollution up this winter<\/p>\n<p class=\"paragraph_paragraph__iYReA\">But Dr Markos worries interest in air quality is waning.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">He put it down to cost of living, suggesting more people were reverting back to wood heaters if they had a cheap supply of timber, to save on electricity.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;[But that comes at] a cost to the community, the health cost, and that&#8217;s what is not being factored in at the moment,&#8221; he said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Dr Wood believed population and education also played a role.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;There are probably more people here now and I think people have forgotten probably how to use the wood heaters,&#8221; he said.<\/p>\n<p><img decoding=\"async\" alt=\"A blanket of smoke over a valley town.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/08\/15dc31e8b43e39f5d054b8966561fb70\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Launceston City Council promised in 2022 to develop a clean air strategy, but has not yet done so. (ABC News: Georgia Hogge)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">John Innis, an air quality specialist with Tasmania&#8217;s Environment Protection Authority, said air pollution had been higher this year.<\/p>\n<blockquote class=\"EmphasisedText_quote__TE6kn\"><p>&#8220;Smoke levels do seem to have popped up again this winter, compared to other years&#8221;<\/p><\/blockquote>\n<p>  he said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">But he said that was partly driven by the weather, pointing out a windy winter in 2016 swept much of the pollution away, whereas this year had been calmer and colder.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">He said some parts of Launceston were more affected by smoke than others, noting wood heater use was higher in outer areas, and a single, poorly used wood heater could have a profound impact on local air quality.<\/p>\n<p>&#8216;World&#8217;s cleanest air&#8217; to the north<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Air pollution causes cardiovascular disease, respiratory illness and cancer, with the World Health Organization estimating it led to 4.2 million deaths globally in 2019.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">But it usually stems from multiple sources \u2014 including industry, traffic, large populations and energy production \u2014 making it difficult for many cities to tackle.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Launceston is a different story.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">It is three and a half hours&#8217; drive from <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/103793926\" data-component=\"Link\">Kennaook\/Cape Grim, an area famous for having the cleanest air in the world.<\/a><\/p>\n<p>Loading<\/p>\n<p class=\"paragraph_paragraph__iYReA\">During summer, Launceston&#8217;s air quality is excellent.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Dr Markos said its winter air pollution was almost entirely due to wood heaters, along with climate and topography. This makes finding solutions for the problem easier.<\/p>\n<blockquote class=\"EmphasisedText_quote__TE6kn\"><p>&#8220;Although we have high pollution in our system [in valley regions of Tasmania], we are better off because we could do something about it,&#8221;<\/p><\/blockquote>\n<p>  he said.Possible solutions for Launceston<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Other countries, like New Zealand, have restrictions on wood heater use and <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2023-08-24\/canberra-to-phase-out-wood-heaters-by-2045\/102769162\" data-component=\"Link\" target=\"_blank\" rel=\"noopener\">the ACT plans to phase them out by 2045<\/a>.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">But the idea has faced fierce opposition in Tasmania.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">During the recent state election campaign, <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2025-07-11\/launceston-air-pollution-unhealthy-levels\/105506610\" data-component=\"Link\" target=\"_blank\" rel=\"noopener\">both major parties ruled out a wood heater ban<\/a>.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The Launceston City Council plans to deliver a new Clean Air Strategy before next winter, after years of delays.<\/p>\n<p><img decoding=\"async\" alt=\"A close up of wood burning in a fireplace.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/08\/258901df0de3ec562a22a77e541e7b37\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">A wood heater buyback scheme helped reduce the number of wood heaters in Launceston, but some say cost of living pressures may have increased their numbers again. A new national map shows where the smoke is thickest.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;They need to be quite holistic in their view,&#8221; he said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;Helping people to put insulation into their houses as a number one, I think, is really important.&#8221;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Dr Markos suggested a tax on wood heaters would be effective.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">He said a wood heater ban would not be his first choice, but believed it would be necessary if air pollution levels were still high by 2030.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;If it&#8217;s been 35 years and we&#8217;re still not getting there, then sometimes you&#8217;ve got to bite the bullet and do something more radical,&#8221; he said.<\/p>\n<blockquote class=\"EmphasisedText_quote__TE6kn\"><p>&#8220;To protect the health of of our children and future generations.&#8221;<\/p><\/blockquote>\n","protected":false},"excerpt":{"rendered":"The Great Smog of London spurred William Wood to action after arriving in Tasmania.
