{"id":338027,"date":"2025-08-12T08:56:11","date_gmt":"2025-08-12T08:56:11","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/338027\/"},"modified":"2025-08-12T08:56:11","modified_gmt":"2025-08-12T08:56:11","slug":"migrants-swim-from-morocco-to-ceuta-as-officials-say-enclave-overwhelmed-global-development","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/338027\/","title":{"rendered":"Migrants swim from Morocco to Ceuta as officials say enclave \u2018overwhelmed\u2019 | Global development"},"content":{"rendered":"<p class=\"dcr-130mj7b\">About 100 people, including several children, risked their lives by trying to swim from Morocco into <a href=\"https:\/\/www.theguardian.com\/world\/2021\/may\/20\/ceuta-influx-highlights-fragility-of-eus-approach-to-migration\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">Spain\u2019s north African enclave of Ceuta<\/a> early on Saturday morning, as the territory\u2019s authorities warned that its overwhelmed reception system was close to collapse.<\/p>\n<p class=\"dcr-130mj7b\">Recent weeks have seen a rise in the number of people trying to reach Ceuta, with <a href=\"https:\/\/www.reuters.com\/world\/africa\/fifty-four-children-swim-morocco-spanish-enclave-ceuta-2025-07-26\/\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">more than 50 children<\/a> swimming across from Morocco on 26 July alone.<\/p>\n<p class=\"dcr-130mj7b\">In the latest attempt, on Saturday morning, dozens of people were intercepted as they attempted to enter the enclave. Seven children reached the shore, where they were handed over to the regional authorities.<\/p>\n<p class=\"dcr-130mj7b\">\u201cAbout 100 people tried to get in, taking advantage of the foggy conditions, which make it hard to spot people,\u201d said a spokesperson for the Spanish central government\u2019s delegation in Ceuta. \u201cBut they didn\u2019t manage to do so because the Moroccan security forces and [Spain\u2019s] Guardia Civil, working together with rescue boats, prevented them from getting to Ceuta.\u201d<\/p>\n<p class=\"dcr-130mj7b\">However, he confirmed the arrival of the seven children.<\/p>\n<p><a data-name=\"placeholder\" href=\"https:\/\/interactive.guim.co.uk\/uploader\/embed\/2025\/08\/archive-zip\/giv-32554007mr4UBIc4P\/\" class=\"dcr-1eupayo\" target=\"_blank\" rel=\"noopener\">Map of north Africa and the Iberian peninsula, showing the Spanish enclaves of Ceuta and Melilla in north Africa<\/a><\/p>\n<p class=\"dcr-130mj7b\">Usually people need to swim out from the Moroccan coast, into the treacherous currents of the strait of Gibraltar, to make their way to and around the long border fences that jut out into the sea, cordoning off the Ceuta enclave from Moroccan territory.<\/p>\n<p class=\"dcr-130mj7b\">The swimming migrants can be easy to pick up when there are just a few \u2013 so people try to go in large numbers in fog or at night-time. Those who are intercepted are returned to <a href=\"https:\/\/www.theguardian.com\/world\/morocco\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" target=\"_blank\" rel=\"noopener\">Morocco<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">Last month, Juan Jes\u00fas Rivas, the conservative president of the autonomous city, said Ceuta was \u201ctotally overwhelmed\u201d by the number of young migrants it was hosting, and called for other Spanish regions to take in some of the children.<\/p>\n<p class=\"dcr-130mj7b\">\u201cWe\u2019re a territory that comprises 20 square kilometres of the 500,000 square kilometres that make up the whole of Spain, but we take in 3% of the minors,\u201d <a href=\"https:\/\/elpais.com\/espana\/2024-07-03\/el-presidente-de-ceuta-confio-en-el-sentido-de-estado-de-todos-para-aprobar-el-reparto-obligatorio-de-menores.html\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">Rivas told El Pa\u00eds<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">\u201cWho doesn\u2019t get that this is an unsustainable situation? The situation in Ceuta is one of collapse and that poses a very serious risk when it comes to looking after minors and to the city as a whole.\u201d<\/p>\n<p class=\"dcr-130mj7b\">At the end of July, Alberto Gait\u00e1n, the Ceuta government\u2019s spokesman, said the enclave was hosting 528 foreign minors when it was <a href=\"https:\/\/www.ceuta.es\/gobiernodeceuta\/index.php\/noticia\/24-menores\/13788-ceuta-acoge-a-528-menores-migrantes-cuando-la-capacidad-ordinaria-es-de-27-la-ciudad-sola-no-puede\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">officially able to hold only 27<\/a>. Gait\u00e1n pointed out that contingency plans were already in place to send the children to other Spanish regions.<\/p>\n<p class=\"dcr-130mj7b\">\u201cBetween 2021 and 2024, around 450 minors \u2013 to whom we should add another 80 because of family regrouping in different parts of Spain \u2013 were relocated to other self-governing regions,\u201d he said. \u201cThat shows that other regions, whatever their political hue, are there to help and have shown they can help relieve Ceuta.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Four months ago, Spanish MPs approved a decree <a href=\"https:\/\/www.rtve.es\/noticias\/20250410\/congreso-luz-verde-reparto-menores-migrantes-con-contra-pp-vox-voto\/16534954.shtml\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">to redistribute the 4,400 foreign minors<\/a> in the Canary islands, Ceuta and Spain\u2019s other <a href=\"https:\/\/www.theguardian.com\/cities\/video\/2019\/nov\/06\/make-spain-great-again-does-melilla-really-need-a-trump-style-wall-video\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">north African enclave of Melilla<\/a>, across other regions.<\/p>\n<p class=\"dcr-130mj7b\">The decree, put forward by the socialist-led government and its parliamentary allies, was criticised by the conservative People\u2019s Party (PP), as \u201carbitrary and unfair\u201d. The far-right Vox party also voted against it, saying it opened \u201cthe doors to military-age men who aren\u2019t fleeing any wars and who come from opposing cultures\u201d.<\/p>\n<p class=\"dcr-130mj7b\">In July, <a href=\"https:\/\/elpais.com\/espana\/2025-07-17\/las-comunidades-del-pp-boicotean-la-reunion-sobre-el-reparto-de-menores-migrantes.html\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">PP-led regions boycotted a meeting<\/a> on the redistribution of the children. .<\/p>\n<p class=\"dcr-130mj7b\">According to the UN\u2019s International Organization for Migration, <a href=\"https:\/\/missingmigrants.iom.int\/region\/mediterranean?region_incident=All&amp;route=3956&amp;year%5B%5D=13651&amp;month=All&amp;incident_date%5Bmin%5D=&amp;incident_date%5Bmax%5D=\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">572 people died or went missing last year<\/a> trying to reach Spain from north Africa, while 155 people have lost their lives so far this year, seven of them children.<\/p>\n<p class=\"dcr-130mj7b\">A 23-year-old Egyptian man was pulled from the Mediterranean a few weeks ago after <a href=\"https:\/\/www.theguardian.com\/world\/2025\/jul\/22\/man-rescued-trying-to-reach-spain-from-morocco-in-rubber-ring-and-flippers\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">trying to reach Spain from Morocco using an inflatable ring<\/a> and flippers.
