The North Korean speakers that have been visible from civilian-accessible border areas in the South were still seen by AP photojournalists after the military\u2019s announcement.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmear01ik00003b6n9s92gqh5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            During a Cabinet meeting Tuesday, South Korea\u2019s new liberal President Lee Jae Myung described the North\u2019s alleged steps as a \u201creciprocal measure\u201d and expressed hope the Koreas could \u201cgradually reopen dialogue and communication.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmearg25e000a3b6nn2y9tzqd@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Kim accused Lee\u2019s government of misleading the public, saying that North Koreans \u201chave never removed loudspeakers installed on the border area and are not willing to remove them.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmearg9fx000f3b6nlqh069g8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The South\u2019s government and military did not immediately respond to Kim\u2019s comments, published by state media.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" also dismissed South Korean media speculation that the North may use this week\u2019s <a href=\"https:\/\/www.cnn.com\/2025\/08\/12\/politics\/trump-putin-meeting-plan-location\" target=\"_blank\" rel=\"noopener\">planned meeting<\/a> between Russian President Vladimir Putin and U.S. President Donald Trump to convey a message to Washington via Moscow.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmeargjiy000l3b6ne8c1bnmi@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cWhy should we send a message to the U.S. side,\u201d she said, adding that the North has no interest in talks with the Americans.\n    <\/p>\n<p data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Since Russia\u2019s invasion of Ukraine in 2022, North Korea has made Russia the priority of its foreign policy and has sent thousands of troops and large supplies of military equipment, including artillery and missiles, to help fuel Russia\u2019s war.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmeargjiy000n3b6n1rpoioy6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            North Korean and Russian state media said Wednesday that Kim Jong Un and Putin held a phone call to discuss their deepening ties and war efforts against Ukraine.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmeargjiy000o3b6nggfn0aj8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Russia\u2019s TASS news agency said Putin also shared with Kim information about his upcoming talks with Trump in Alaska on Friday, but the North Korean reports did not mention the Trump meeting.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" Yo Jong had also released <a href=\"https:\/\/www.cnn.com\/2025\/07\/28\/asia\/north-korea-kim-sister-south-enemy-intl-hnk\" target=\"_blank\" rel=\"noopener\">statements in July<\/a> dismissing Washington and Seoul\u2019s stated desires to restart diplomacy aimed at defusing the North\u2019s nuclear program, which derailed in 2019 following a collapsed summit with Trump during his first term.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmeargjiy000q3b6nrqwduj8s@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In recent months, South Korean border residents have complained that North Korean speakers blasted irritating sounds, including howling animals and pounding gongs, in a tit-for-tat response to South Korean propaganda broadcasts.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmeargbt5000i3b6n9h1xhwe1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The South Korean military said the North stopped its broadcasts in June, after Lee ordered to halt South\u2019s broadcasts in his government\u2019s first concrete step toward easing tensions between the war-divided rivals.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmeargx1k000w3b6nhow2tqja@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The South\u2019s military began removing its speakers from border areas last week but did not say if they would be redeployed if tensions flared again.\n    <\/p>\n<p class=\"paragraph-elevate South\u2019s previous conservative government resumed daily loudspeaker broadcasts in June last year, following a yearslong pause, in retaliation for North Korea flying trash-laden balloons toward the South.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmeargx1k00103b6nkcwzj853@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The speakers blasted propaganda messages and K-pop songs, a playlist designed to strike a nerve in Pyongyang, where Kim Jong Un has been pushing to eliminate the influence of South Korean pop culture and language among the population, in part of attempts to strengthen his family\u2019s dynastic rule.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmeargpgu000u3b6n227t2p3p@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The psychological warfare campaigns further heightened tensions already inflamed by North Korea\u2019s advancing nuclear program and South Korean efforts to expand joint military exercises with the United States and their trilateral security cooperation with Japan.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmearh8x700153b6n2ctg6cs9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Lee, who took office in June after winning an early election to replace ousted conservative Yoon Suk Yeol, wants to improve relations with Pyongyang, which reacted furiously to Yoon\u2019s hard-line policies.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" Experts, however, say the North clearly feels no urgency to resume diplomacy with South Korea and the U.S. anytime soon and remains focused on its alignment with Russia.\n    <\/p>\n<p data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Tensions on the peninsula could rise later this month with the large-scale annual combined U.S.-South Korean military
