Free bus travel would improve young people\u2019s access to \u201c<a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.manchestereveningnews.co.uk\/all-about\/employment\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">work<\/a> and skills opportunities,\u201d according to the Transport Select Committee.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Free bus travel is already offered to under-22s in <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.manchestereveningnews.co.uk\/all-about\/scotland\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Scotland<\/a> and parts of England offer discounted or free bus travel for young people, such as <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.manchestereveningnews.co.uk\/all-about\/london\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">London<\/a> for 16 and 17-year-olds.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">People aged 16-21 in <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.manchestereveningnews.co.uk\/all-about\/wales\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Wales<\/a> are entitled to a one-third discount on fares, and from next month will be able to travel for \u00a31 per journey. Bus fares in England for all passengers are capped at \u00a33 until March 2027.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">But the Transport Select Committee has made the recommendation to make the discount universal for those under 22, saying that it would improve young people\u2019s access to \u201cwork and skills opportunities\u201d and \u201chelp embed long-term public transport use\u201d.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">It comes after <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.manchestereveningnews.co.uk\/news\/cost-of-living\/update-free-bus-travel-over-32179613\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">recent calls for over 60s in England to be given universal free bus travel<\/a>. Currently most people in England receive a free bus pass once they reach the <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.manchestereveningnews.co.uk\/all-about\/state-pension\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">State Pension<\/a> age of 66, but it&#8217;s down to local authorities across the country to provide the service.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.manchestereveningnews.co.uk\/news\/cost-of-living\/state-pension-age-rise-2026-31618585\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">State Pension age is set to start rising from 66 to 67 from 2026<\/a>, with the increase expected to be fully implemented for men and women by 2028.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">In a report on buses, the select committee said: \u201cEngland\u2019s patchwork of local youth concessions contrasts with national schemes in Scotland and Wales.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cA coherent national approach to ensure fair access across England is essential if the Government is serious about driving economic growth, which depends on removing barriers to education, training, and employment for the next generation.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The report described public transport as a \u201cmajor barrier to employment for young people\u201d, especially in places with limited services.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">It added: \u201cIn some areas, transport is restricting opportunity rather than enabling it.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The committee urged the Government to reform the way local bus services are funded, with longer-term settlements.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">It also called for a national ambition for a minimum level on public transport connectivity.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Department for Transport (DfT) figures show the number of bus journeys taken in England outside London fell by 22% from 4.6 billion in 2009 to 3.6 billion in 2024.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \"><a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.manchestereveningnews.co.uk\/all-about\/labour-party\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Labour<\/a> MP Ruth Cadbury, who chairs the committee, said: \u201cThose most affected by unreliable or even non-existent buses include the young, who need them to get to school, college, university and their first jobs.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cDenying young people these experiences denies them their life chances.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cWe call for a universal, free bus pass for all under-22s to equalise opportunity.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cWhile the bus fare caps have been beneficial, the Government has yet to spell out a coherent strategy of what they aim to achieve, and whether more targeted options could produce better outcomes.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cWhile the Government\u2019s Bus Services Bill contains positive ideas, the Transport Committee\u2019s report says ministers should go further to get bums back on seats.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The Bill, which is going through Parliament, will lead to an overhaul of buses, such as by giving all local transport authorities new powers to run their own services.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">It will also reduce some of the red tape involved in bus franchising, including reducing the minimum period between local areas taking control of services and being allowed to start operations.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">A Department for Transport spokesperson said: \u201cAfter decades of decline, we\u2019re providing a record \u00a31 billion in multi-year funding to improve the reliability and frequency of bus services across the country.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cOur landmark Bus Services Bill will protect routes and prevent services from being scrapped, bringing buses back into local control, and will put passengers at the heart of services.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cWe have also stepped in to prevent a fare hike for passengers by extending the \u00a33 fare cap until March 2027.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">A <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/petition.parliament.uk\/petitions\/730337\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">petition posted on the Parliament website<\/a> is also calling for free bus travel for under-22s as well as an increase to rail fare discounts.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">It claims: &#8220;We want the Government to introduce free bus travel for all young people aged 22 and under, and to increase the rail discount available to this age group. We do not think that the \u00a33 cap on bus fare cap is enough. We think it prices out many young people.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">&#8220;Young people shouldn\u2019t be priced out of getting to school, work, or seeing their friends. Right now, we feel that rising travel costs are hitting young people the hardest, especially in rural areas and low-income households.
