{"id":344864,"date":"2025-08-14T21:33:12","date_gmt":"2025-08-14T21:33:12","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/344864\/"},"modified":"2025-08-14T21:33:12","modified_gmt":"2025-08-14T21:33:12","slug":"cowboy-builder-claims-as-man-makes-plea-in-neighbourhood-spat","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/344864\/","title":{"rendered":"&#8216;Cowboy builder&#8217; claims as man makes plea in neighbourhood spat"},"content":{"rendered":"<p>One councillor said he&#8217;d never seen anything like it as they&#8217;d been &#8220;bombarded.&#8221;<img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/08\/1_Mount-Wood-Road-Prenton.jpg\" alt=\"Mount Wood Road, Prenton\" loading=\"eager\"  \/>Mount Wood Road, Prenton(Image: Google Maps)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">A family has been told they don\u2019t have to demolish their garage at <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/news\/liverpool-news\/leafy-suburb-row-over-dominant-32219717\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">the centre of a neighbourhood spat<\/a>. <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/all-about\/wirral\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Wirral<\/a> councillors said they\u2019d never seen an application like it as they were \u201cbombarded\u201d with information and claims were made of \u201ccowboy builders.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Michael Gould applied for <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/news\/liverpool-news\/leafy-suburb-row-over-dominant-32219717\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">partly retrospective planning permission<\/a> to demolish his rear double garage replacing it with a new garage, garden room, as well as toilet, hobby room, and storage. A previous application for 16 Mountwood Road in <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/all-about\/prenton\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Prenton<\/a>, Wirral had been approved but after changes were made during the build, the new garage had to come back to <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/all-about\/wirral-council\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Wirral Council<\/a> for consideration.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The application went to <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/news\/liverpool-news\/leafy-suburb-row-over-dominant-32219717\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">the local authority\u2019s planning committee on August 14<\/a> because of opposition from 15 people in the area, the Mountwood Conservation Society, as well as Prenton councillor Naomi Graham. The committee heard the garage was longer than initially approved but this was to the front, not the back.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Mr Gould said he moved with his wife and family into the house around 11 years ago but it had not seen significant investment for 30 years. He said they went about restoring the property making an effort to preserve its heritage.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">When building the garage, he said their original contractor sadly passed away but the replacement \u201cdid not follow the plans exactly.\u201d When council enforcement challenged the height, Mr Gould said they accepted the mistake, paused the work, and reduced the height of the building.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">In response to a question from Cllr Paul Stuart, he said: \u201cThe cowboy builder we got in made a lot of mistakes.\u201d He also said they had to take a lot of the garage down due to issues.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">He said none of the windows overlooked neighbouring gardens and <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/news\/liverpool-news\/leafy-suburb-row-over-dominant-32219717\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">the garage would not be used independently from the house.<\/a> He urged councillors to \u201cbring this matter to a close and complete our home\u2019s restoration in keeping with an area we are proud to be part of.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">One of the controversial issues at the heart of the application was <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/news\/liverpool-news\/leafy-suburb-row-over-dominant-32219717\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">the loss of four trees including two in a neighbour\u2019s garden, likely believed to be as a result of the build.<\/a> Councillors unanimously approved the application but with legal agreement signed in three months to plant five trees in the surrounding area and one to be planted at the property.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Councillors criticised the loss of the trees but chair Cllr Stuart Kelly said: \u201cWe are where we are and we have to make the best of it. Those trees are gone and they aren\u2019t going to be resurrected.\u201d He argued the changes to the garage\u2019s front made a marginal difference.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">However the plans faced strong opposition. Alex Williams representing them was unable to provide further evidence to support his objection as he didn\u2019t submit it in time.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Cllr Stuart said they had been \u201cinundated with email after email,\u201d adding: \u201cI have never had an application where we have been bombarded with so much information after the publication of a report. I just find from both sides, I find it completely inappropriate to be doing that.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Those in opposition claimed they had the support of two experts on the matter. However it was confirmed to the committee they had never visited the property.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Mr Williams said there were obvious grounds to refuse the application as it had already caused harm, adding: \u201cThe increased scale alignment and poor design of the structure are intrusive we would say to the conservation area\u2019s character.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">He suggested planning rules were being overridden by private interests and accused the development of causing \u201cirreversible environmental harm.\u201d He asked the council to take enforcement action.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Councillors also approved an application to build six homes on <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/news\/liverpool-news\/store-targeted-arsonists-could-turned-27850426\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">the former Jackson\u2019s Furniture store in Seacombe<\/a>.
