{"id":345411,"date":"2025-08-15T02:25:10","date_gmt":"2025-08-15T02:25:10","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/345411\/"},"modified":"2025-08-15T02:25:10","modified_gmt":"2025-08-15T02:25:10","slug":"five-key-points-on-how-a-long-respected-us-human-rights-report-became-a-cudgel-under-trump-human-rights","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/345411\/","title":{"rendered":"Five key points on how a long-respected US human rights report became a \u2018cudgel\u2019 under Trump | Human rights"},"content":{"rendered":"<p class=\"dcr-130mj7b\">In May, <a href=\"https:\/\/www.theguardian.com\/us-news\/donaldtrump\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" target=\"_blank\" rel=\"noopener\">Donald Trump<\/a> took to the stage at a business conference in Saudi Arabia\u2019s capital, promising that the US would no longer chastise other governments over human rights issues or lecture them on \u201chow to live and how to govern your own affairs\u201d.<\/p>\n<p class=\"dcr-130mj7b\">With the release this week of the US government\u2019s annual report on human rights worldwide, the president has \u2013 in part \u2013 followed though on that pledge.<\/p>\n<p class=\"dcr-130mj7b\">The report \u2013 compiled by the state department \u2013 <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/aug\/12\/state-department-trump-human-rights-report\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">softens its criticism of nations that have sought closer ties with the US president<\/a>, while alleging \u201csignificant\u201d human rights breaches among traditional allies across Europe, all while vastly scaling back criticism of discrimination against minority groups.<\/p>\n<p>Hungary and El Salvador receive softer treatment<\/p>\n<p class=\"dcr-130mj7b\">The report\u2019s claims of \u201cno credible\u201d human rights abuses in Hungary and <a href=\"https:\/\/www.theguardian.com\/world\/el-salvador\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" target=\"_blank\" rel=\"noopener\">El Salvador<\/a> sit at odds with the state department\u2019s own report from a year earlier, which described the situation in Hungary as \u201cdeteriorating\u201d, while highlighting \u201carbitrary killings\u201d, \u201cenforced disappearance\u201d and \u201ctorture\u201d in El Salvador.<\/p>\n<p class=\"dcr-130mj7b\">In April, a delegation of EU lawmakers warned that the rule of law in Hungary is \u201crapidly going in the wrong direction\u201d under Viktor Orb\u00e1n\u2019s government. They highlighted threats to press freedom and targeting of minorities. In June <a href=\"https:\/\/www.theguardian.com\/world\/2025\/jun\/05\/hungary-lgbtq-content-violates-human-rights-eu-court\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">a law banning content about LGBTQ+ people<\/a> from schools and TV was found to violate basic human rights and freedom of expression by a scholar at the European court of justice.<\/p>\n<p class=\"dcr-130mj7b\">Meanwhile, activists and opposition leaders in El Salvador have warned the country is on the path towards dictatorship after its congress scrapped presidential term limits, paving the way for <a href=\"https:\/\/www.theguardian.com\/world\/2025\/aug\/01\/el-salvador-bukele-presidential-term-limits\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">President Nayib Bukele to seek indefinite re-election<\/a>. Bukele\u2019s hardline approach to crime has been accompanied by an assault on civil society and democratic institutions.<\/p>\n<p class=\"dcr-130mj7b\">Orb\u00e1n and Bukele have both positioned themselves as Trump adherents \u2013 with El Salvador opening up a notorious mega-prison to detain US deportees. Orb\u00e1n, who came to power in 2010, was once described as \u201cTrump before Trump\u201d by the US president\u2019s former adviser Steve Bannon.<\/p>\n<p>European countries singled out<\/p>\n<p class=\"dcr-130mj7b\">France, Germany and the United Kingdom are among the European countries singled out as having seen a worsening human rights situation. The picture is a far cry from the previous report, which saw no significant changes.<\/p>\n<p class=\"dcr-130mj7b\">Criticism over the handling of free speech \u2013 in particular relating to regulations on online hate speech \u2013 was directed at the governments of the <a href=\"https:\/\/www.theguardian.com\/law\/2025\/aug\/13\/trump-administration-accuses-uk-of-failing-to-uphold-human-rights\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">UK<\/a>, Germany and France.<\/p>\n<p class=\"dcr-130mj7b\">The criticism comes despite the US itself moving aggressively to deny or strip visas of foreign nationals over their <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/aug\/04\/tourist-bond-visa-travelers\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">statements and social media postings<\/a>, especially student activists who have criticised Israel.<\/p>\n<p class=\"dcr-130mj7b\">Since being returning to power, Trump and his administration have stepped up criticism of traditional allies \u2013 in <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/feb\/14\/jd-vance-stuns-munich-conference-with-blistering-attack-on-europes-leaders\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">February the vice-president, JD Vance,<\/a> accused European leaders of suppressing free speech, failing to halt illegal migration and running in fear from voters\u2019 true beliefs.<\/p>\n<p class=\"dcr-130mj7b\">The report also singles out Brazil, where Trump has decried the <a href=\"https:\/\/www.theguardian.com\/world\/2025\/aug\/04\/brazil-jair-bolsonaro-house-arrest-supreme-court\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">prosecution of former president Jair Bolsonaro<\/a>. Brazil, the report says, has \u201cundermined democratic debate by restricting access to online content deemed to \u2018undermine democracy.\u2019\u201d<\/p>\n<p>Israel-Gaza war<\/p>\n<p class=\"dcr-130mj7b\">The report\u2019s section on Israel and the Palestinian territories is much shorter than last year\u2019s edition and contains no mention of the severe humanitarian crisis or death toll in Gaza. It acknowledges cases of arbitrary arrests and killings by Israel but says authorities took \u201ccredible steps\u201d to identify those responsible.<\/p>\n<p class=\"dcr-130mj7b\">More than <a href=\"https:\/\/www.theguardian.com\/world\/2025\/jul\/29\/famine-gaza-israel-war-starvation-hunger\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">61,000 people have been killed in Gaza<\/a>, the Gaza health ministry says, as a result of Israel\u2019s military assault after an attack by Palestinian militant group Hamas in October 2023 in which 1,200 people were killed.<\/p>\n<p>Notable omissions<\/p>\n<p class=\"dcr-130mj7b\">Sections within the report highlighting discrimination have been vastly pared back. Any criticism focused on LGBTQI rights, gender-based violence or racial and ethnic violence which appeared in Biden administration editions of the report, appear to have been largely removed.<\/p>\n<p class=\"dcr-130mj7b\">A group of former state department officials called some omissions \u201cshocking,\u201d particularly highlighting the lack of detail on Uganda, which in <a href=\"https:\/\/www.theguardian.com\/world\/2024\/apr\/03\/uganda-court-rejects-petition-to-overturn-harsh-anti-gay-law\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">2023 saw the passing of some of the harshest anti-LGBTQ+ laws<\/a> in the world, including the death penalty for some homosexual acts.<\/p>\n<p>The backlash<\/p>\n<p class=\"dcr-130mj7b\">For decades, the report has been used as a blueprint of reference for global rights advocacy \u2013 but critics have labelled this year\u2019s edition politically driven.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThe report demonstrates what happens when political agendas take priority over the facts,\u201d says Josh Paul, a former state department official, adding \u201cthe outcome is a much-abbreviated product that is more reflective of a Soviet propaganda.\u201d<\/p>\n<p class=\"dcr-130mj7b\">In April, secretary of state Marco Rubio wrote an opinion piece saying the bureau that prepares the report had become a platform for \u201cleft-wing activists,\u201d and vowed that the <a href=\"https:\/\/www.theguardian.com\/us-news\/trump-administration\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" target=\"_blank\" rel=\"noopener\">Trump administration<\/a> would reorient it to focus on \u201cwestern values\u201d.<\/p>\n<p class=\"dcr-130mj7b\">State department spokesperson Tammy Bruce said the report was restructured to improve readability and was no longer an expansive list of \u201cpolitically biased demands and assertions\u201d.<\/p>\n<p class=\"dcr-130mj7b\">Democratic party lawmakers, however, have accused Trump and Rubio of treating human rights only as a \u201ccudgel\u201d against adversaries, in a statement released this week.<\/p>\n<p class=\"dcr-130mj7b\">Rubio\u2019s state department has \u201cshamelessly turned a once-credible tool of <a href=\"https:\/\/www.theguardian.com\/us-news\/us-foreign-policy\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" target=\"_blank\" rel=\"noopener\">US foreign policy<\/a> mandated by Congress into yet another instrument to advance Maga political grievances and culture war obsessions,\u201d said Gregory Meeks, the top Democrat on the House Foreign Affairs Committee.<\/p>\n<p class=\"dcr-130mj7b\">With Reuters<\/p>\n","protected":false},"excerpt":{"rendered":"In May, Donald Trump took to the stage at a business conference in Saudi Arabia\u2019s capital, promising that&hellip;\n","protected":false},"author":2,"featured_media":345412,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[5311],"tags":[49,978,659],"class_list":{"0":"post-345411","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-united-states","8":"tag-united-states","9":"tag-us","10":"tag-usa"},"share_on_mastodon":{"url":"https:\/\/pubeurope.com\/@uk\/115030414151206679","error":""},"_links":{"self":[{"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/posts\/345411","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/comments?post=345411"}],"version-history":[{"count":0,"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/posts\/345411\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/media\/345412"}],"wp:attachment":[{"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/media?parent=345411"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/categories?post=345411"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/tags?post=345411"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
