{"id":346854,"date":"2025-08-15T15:24:10","date_gmt":"2025-08-15T15:24:10","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/346854\/"},"modified":"2025-08-15T15:24:10","modified_gmt":"2025-08-15T15:24:10","slug":"jim-chalmers-says-environment-laws-need-overhaul-to-stop-people-burning-cash-waiting-for-approvals-productivity","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/346854\/","title":{"rendered":"Jim Chalmers says environment laws need overhaul to stop people \u2018burning cash waiting for approvals\u2019 | Productivity"},"content":{"rendered":"<p class=\"dcr-130mj7b\">The federal treasurer says too many people across Australia are \u201cburning cash waiting for approvals to build things\u201d while flagging the Albanese government\u2019s overhaul of environment laws could help boost productivity.<\/p>\n<p class=\"dcr-130mj7b\">Labor is planning to reform the Environment Protection and Biodiversity Conservation Act after failing to deliver promised changes in its first term.<\/p>\n<p class=\"dcr-130mj7b\">Jim Chalmers, speaking to Guardian Australia ahead of next week\u2019s next economic reform roundtable, said better rules and processes were needed for faster approvals, while still protecting nature.<\/p>\n<p class=\"dcr-130mj7b\">\u201cIt will be one of the main ways that people think through our regulatory challenges and our challenges around the time it takes to get projects approved,\u201d Chalmers said.<\/p>\n<p class=\"dcr-130mj7b\"><a href=\"https:\/\/www.theguardian.com\/email-newsletters?CMP=copyembed&amp;CMP=emailbutton\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">Sign up: AU Breaking News email<\/a><\/p>\n<p class=\"dcr-130mj7b\">\u201cIn all the consultation I\u2019ve been doing \u2013 in housing, renewable energy projects \u2013 there are too many instances where people are burning cash waiting for approvals to build things that we desperately want people to build.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Legislating a federal environment protection agency was a \u201cvery high and immediate\u201d priority for the re-elected Labor government, the new environment minister, <a href=\"https:\/\/www.theguardian.com\/australia-news\/2025\/may\/16\/federal-epa-a-very-high-and-immediate-priority-of-albanese-government-environment-minister-says\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">Murray Watt, said in May<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">Watt signalled he wanted nature laws passed quickly to avoid another drawn-out political fight.<\/p>\n<p class=\"dcr-130mj7b\">The former Treasury boss and environment campaigner Ken Henry has pitched the redesign as a productivity measure, comments Chalmers welcomed in his Guardian interview. He said other stakeholders had expressed similar views about the Howard-era laws to him privately in recent months.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThe status quo is no longer acceptable on the EPBC Act,\u201d the treasurer said.<\/p>\n<p class=\"dcr-130mj7b\">The goal of cutting cumbersome environmental regulation while maintaining environmental protections has eluded both sides of politics for more than a decade.<\/p>\n<p class=\"dcr-130mj7b\">The Abbott government campaigned against \u201cgreen tape\u201d and gave state and territory governments sole responsibility for approving projects.<\/p>\n<p class=\"dcr-130mj7b\">The prime minister, Anthony Albanese, scuttled a deal with the Greens to <a href=\"https:\/\/www.theguardian.com\/australia-news\/2024\/nov\/27\/albanese-kills-off-deal-with-greens-to-pass-nature-positive-law-after-intervention-by-wa-premier\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">pass the so-called \u201cnature positive laws\u201d<\/a> at the end of 2024, fearing a backlash in resources-reliant Western Australia.<\/p>\n<p class=\"dcr-130mj7b\">Labor wants to push changes through federal parliament <a href=\"https:\/\/www.theguardian.com\/australia-news\/2025\/jun\/19\/labors-new-environment-laws-wont-be-credible-unless-new-projects-consider-climate-change-advocates-warn\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">within 18 months<\/a>, likely as one package of laws rather than in multiple stages \u2013 as attempted by the former environment minister Tanya Plibersek.<\/p>\n<p class=\"dcr-130mj7b\">Treasury included reforms to environmental rules that would free up an estimated 30,000 additional housing approvals in a list of potential outcomes from the roundtable, which was <a href=\"https:\/\/www.abc.net.au\/news\/2025-08-14\/leaked-treasury-advice-outcomes-productivity-round-table\/105648510\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">leaked to the ABC on Thursday<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">Chalmers said there were already \u201cgreen shoots\u201d emerging in Australia\u2019s housing affordability and supply crisis, promising further moves to accelerate construction and planning approvals.<\/p>\n<p class=\"dcr-130mj7b\">Welcoming an uptick in recent official homebuilding data, the treasurer said Labor was determined to speed up approvals for as many as 65,000 new homes, part of efforts to build 1.2m new dwellings by 2029.<\/p>\n<p class=\"dcr-130mj7b\">\u201cWe\u2019ll do better on housing if everyone does their bit,\u201d Chalmers said.<\/p>\n<p class=\"dcr-130mj7b\">\u201cI\u2019m confident that people in all parts of the system, investors, states and territories, certainly the commonwealth, the industry, there is a real appetite to work together to build more homes more quickly, and so that\u2019s why we\u2019ve got such an open mind to the ideas that people have been raising with us.\u201d<\/p>\n<p class=\"dcr-130mj7b\">The 1.2m target will be a challenge for the Albanese government, with Treasury and industry warning sluggish approval times and workforce shortages will make it hard to reach.<\/p>\n<p class=\"dcr-130mj7b\">But Chalmers said work by the housing minister, Clare O\u2019Neil, and this week\u2019s change by corporate regulator Asic to \u00adreview rules requiring superannuation funds to disclose stamp duty paid on residential real estate will help speed up new construction.<\/p>\n<p><a data-ignore=\"global-link-styling\" href=\"#EmailSignup-skip-link-22\" class=\"dcr-jzxpee\">skip past newsletter promotion<\/a><\/p>\n<p class=\"dcr-rsfwa\">Sign up to Breaking News Australia<\/p>\n<p class=\"dcr-1xjndtj\">Get the most important news as it breaks<\/p>\n<p><strong>Privacy Notice: <\/strong>Newsletters may contain info about charities, online ads, and content funded by outside parties. If implemented, the change could mean an extra 35,000 homes being built, Chalmers said.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThe last four or five datasets on housing, we\u2019ve seen green shoots.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Chalmers used an address to the National Press Club on 18 June to suggest the roundtable could deliver concrete tax reform proposals, declaring that \u201cno sensible progress can be made on productivity, resilience or budget sustainability without proper consideration of more tax reform\u201d.<\/p>\n<p class=\"dcr-130mj7b\">But weeks later, it was clear that the prime minister had become concerned the government was losing control of expectations, and moved quickly to rein in excitement over what the roundtable would achieve.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThe government will make decisions, and the roundtable isn\u2019t a substitute for government decision-making,\u201d Albanese said on 6 August.<\/p>\n<p class=\"dcr-130mj7b\">Days later, the prime minister killed off any immediate hopes of tax reform.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThe only tax policy that we\u2019re implementing is the one that we took to the election,\u201d he said.<\/p>\n<p class=\"dcr-130mj7b\">Labor has faced calls from unions for a minimum 25% tax rate on high earners.
