It\u2019s expected to align the country\u2019s digital asset regulations with the European Union\u2019s standards, from transparency and consumer protection to anti-money laundering (AML) and licensing. Ukraine is seeking to become a member of the EU by the decade\u2019s end, and the screening process is<a href=\"https:\/\/www.reuters.com\/world\/europe\/ukraine-could-join-eu-before-2030-if-reforms-continue-von-der-leyen-says-2025-02-24\" target=\"_blank\" rel=\"noreferrer noopener nofollow\"> already underway<\/a>, making it critical for its \u2018crypto\u2019 laws to reflect the region\u2019s.<\/p>\n<p>\u201cThe preparation of a draft law on taxation of transactions with virtual assets is currently in the final stage. It is estimated that its submission for the first reading in the Verkhovna Rada is scheduled for the end of August 2025,\u201d Danylo Hetmantsev, who heads parliament\u2019s tax and finance committee, <a href=\"https:\/\/cointelegraph.com\/news\/ukraine-weigh-bill-regulating-crypto-market-august\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">told<\/a> one news outlet.<\/p>\n<p>The draft bill will legalize digital asset ownership in the country, but won\u2019t recognize them as legal tender, mirroring the direction most <a href=\"https:\/\/coingeek.com\/weighing-the-american-dream-a-look-at-trump-pro-crypto-push\/\" target=\"_blank\" rel=\"noreferrer noopener\">pro-crypto frameworks<\/a> have taken. El Salvador remains the only country to give \u2018crypto\u2019 legal tender status, and it has been <a href=\"https:\/\/coingeek.com\/nayib-bukele-btc-boondoggle-el-salvador-experiment-an-epic-fail\/\" target=\"_blank\" rel=\"noreferrer noopener\">an epic disaster<\/a> for President Nayib Bukele. The Central African Republic followed suit in 2022, but the experiment <a href=\"https:\/\/coingeek.com\/imf-calls-on-central-african-republic-to-strike-btc-legal-tender-status-again\/\" target=\"_blank\" rel=\"noreferrer noopener\">was short-lived<\/a> and the law <a href=\"https:\/\/www.centralbanking.com\/central-banks\/currency\/digital-currencies\/7956294\/car-to-drop-crypto-as-legal-tender#:~:text=The%20Central%20African%20Republic&#039;s%20parliament,Monetary%20Community%20of%20Central%20Africa.\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">was repealed<\/a> the next year.<\/p>\n<p>The draft bill has a provision that allows Ukrainians who acquired their digital assets before it takes effect to legally declare them, paying a one-time 5% military tax and 5% personal income tax. The government arrived at the 10% combined tax after consulting with local experts and international organizations like the International Monetary Fund (IMF), local outlets <a href=\"https:\/\/incrypted.com\/verhovnaja-rada-rassmotryt-v-avguste-zakonoproekt-o-legalyzatsyy-kryptorynka\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">report<\/a>.<\/p>\n<p>\u201cWe must provide the market with legal protection. The state must recognize those who own crypto and <a href=\"https:\/\/coingeek.com\/exchanges\/\" target=\"_blank\" rel=\"noreferrer noopener\">exchanges<\/a> that carry out this activity. It must give the owners the opportunity to protect their rights because you cannot help but notice it\u2019s too big to ignore,\u201d Hetmantsev commented.<\/p>\n<p>He further warned digital asset owners who choose to remain in the shadows after the new law takes effect that, as every service becomes licensed, their activity will be unearthed and they will be charged accordingly.<\/p>\n<p>A legal taxation framework could generate millions of dollars for the cash-strapped Ukrainian government amid the ongoing conflict with Russia. <a href=\"https:\/\/coingeek.com\/ukraine-lost-200m-in-taxes-from-crypto-exchanges-report\/\" target=\"_blank\" rel=\"noreferrer noopener\">According<\/a> to a report by Global Ledger, the government lost out on at least $200 million in \u2018crypto\u2019 taxes over the past four years from exchanges and other virtual asset service providers (VASPs). These platforms reportedly generated over $1.1 billion in profit from Ukrainian traders in that time.<\/p>\n<p><strong>Ukraine\u2019s central bank supports new law<\/strong><\/p>\n<p>The Governor of the National Bank of Ukraine, Andriy Pyshnyy, has supported the new draft bill, but insists that \u2018<a href=\"https:\/\/coingeek.com\/bitcoin101\/what-is-money-its-evolution-over-the-years\/\" target=\"_blank\" rel=\"noreferrer noopener\">crypto<\/a>\u2018 must not be assigned legal tender status.<\/p>\n<p>\u201cVirtual assets cannot be a means of payment, and cannot in any way undermine the effectiveness of our monetary instruments. There should be no transfer of monetary powers and no undermining of the National Bank\u2019s capabilities due to the legalization of virtual assets,\u201d he <a href=\"https:\/\/www.ukrinform.net\/rubric-economy\/4023230-nbu-outlines-prerequisites-for-legalization-of-crypto-assets-in-ukraine.html\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">stated<\/a> in a recent interview.<\/p>\n<p>He believes the new framework will take the market out of the shadows, allowing the central bank to better monitor and oversee the financial transactions involving the sector. But while Pyshnyy is eager to oversee the sector, lawmakers remain undecided on which government agency should be given jurisdiction over \u2018crypto.\u2019<\/p>\n<p>In June, Hetmantsev, the head of the parliamentary committee on finance and taxation, <a href=\"https:\/\/incrypted.com\/getmantsev-za-kryptovaljutamy-budushchee-y-chyslo-yh-vladeltsev-budet-rasty\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">said<\/a> legislators are deciding between NBU, the Ministry of Digital Transformation, and the National Securities and Stock Market Commission.<\/p>\n<p>However, the NBU is currently the most likely to be handed authority over the sector as it\u2019s \u201can institutionally capable regulator with experience in the banking and non-banking sectors,\u201d Hetmantsev said.<\/p>\n<p>Ukraine\u2019s \u2018crypto\u2019 regulation will have a global impact given the government\u2019s massive stash. The Eastern European nation holds 46,351 BTC, worth over $5.6 billion, which ranks only behind the United States, China, and the United Kingdom.
