{"id":348233,"date":"2025-08-16T04:04:13","date_gmt":"2025-08-16T04:04:13","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/348233\/"},"modified":"2025-08-16T04:04:13","modified_gmt":"2025-08-16T04:04:13","slug":"97-per-cent-of-edinburgh-airbnb-style-flat-plans-refused","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/348233\/","title":{"rendered":"&#8217;97 per cent of Edinburgh Airbnb-style flat plans refused&#8217;"},"content":{"rendered":"<p>\n  The rules in Edinburgh were changed three years ago in an effort to tackle issues around short-term lets such as housing pressures and antisocial behaviour.\n<\/p>\n<p>\n  STL Solutions, a consultancy offering services to people in the self-catering sector, said: \u201cExcluding commercial conversions, 97.2% of all \u2018traditional\u2019 short-term let (STL) applications were refused, indicating a strong policy presumption against converting residential property to short\u2011term lets.\n<\/p>\n<p>\n  \u201cThe vast majority of these have been previously granted full STL licences by the City of Edinburgh Council.\n<\/p>\n<p>\n  \u201cOf the remaining 2.7% granted planning permission, all permissions were heavily restricted to limited durations.\u201d\n<\/p>\n<p>\n  <strong>READ MORE:<\/strong>\n<\/p>\n<p>\n  It added: \u201cThe vast majority of addresses with planning applications already hold STL licences from CEC, meaning operators have incurred considerable expense obtaining a licence from the licensing department, only to be subsequently refused permission to operate.\u201d\n<\/p>\n<p>\n  Fiona Campbell, chief executive of the Association of Scotland\u2019s Self-Caterers, said that \u201cthis amounts to nothing more than a blanket ban\u201d, adding: \u201cThis rigid stance leaves legitimate operators facing closure despite no change in their properties&#8217; use or impact.\u201d\n<\/p>\n<p>\n  Joan Griffiths, Edinburgh planning convener, responded: \u201cThe council continues to assess all planning applications carefully and on a case-by-case basis with regard to its policy on Inappropriate Uses in Residential Areas and <a href=\"https:\/\/www.heraldscotland.com\/topics\/scottish-government\/\" target=\"_blank\" rel=\"noopener\">Scottish Government<\/a>\u2019s policies on short-term holiday letting.\u201d\n<\/p>\n<p>\n  The council also states: \u201cThis policy provides guidance for prospective applicants, existing licence holders and those who may wish to object to an application.\n<\/p>\n<p>\n  \u201cThe key aims of licensing are the preservation of public safety and order and the prevention of crime.
