resident who hired a skip to deal with mounting rubbish outside her home.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The woman claimed the <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.birminghammail.co.uk\/all-about\/birmingham-city-council\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">council<\/a> had \u201crepeatedly failed\u201d to collect communal waste containers, which led to an accumulation of rubbish near her block of flats.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">She then felt compelled to hire a skip \u201cat her own expense\u201d to dispose of the <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.birminghammail.co.uk\/all-about\/environment\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">waste<\/a>, according to a watchdog which investigates council complaints.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \"><strong class=\"Strong_strong__e2x35\">READ MORE: <\/strong><a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.birminghammail.co.uk\/news\/midlands-news\/heartfelt-messages-birminghams-youth-amid-32247605\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\"><strong class=\"Strong_strong__e2x35\">The heartfelt messages from Birmingham\u2019s youth amid clash over plans for centres<\/strong><\/a><\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The Local Government and Social Care Ombudsman said in a report that the council had caused \u201cdifficulties and financial expense\u201d for the woman, who was referred to as Mrs X.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">It went on to say that the <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.birminghammail.co.uk\/all-about\/labour-party\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Labour<\/a>-run council had agreed to pay the resident \u201c\u00a3300 to recognise the frustration\u201d and \u201c\u00a3168 for the cost of the skip\u201d.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">In particular, the ombudsman found that the council had \u201crepeatedly failed\u201d to collect Mrs X and her neighbours\u2019 waste since January 2024 &#8211; a year before the <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.birminghammail.co.uk\/all-about\/birmingham-bin-strike\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">current bins strike started<\/a>.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cThe problem of missed collections significantly predates any industrial action,\u201d it said.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">In particular, Mr and Mrs X reported a number of missed collections last summer, as well as four in September and a further four in October.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/08\/0_JS374817574_censored.jpg\" alt=\"A file photo of bin lorries in Birmingham in 2025\" loading=\"lazy\"  \/>A file photo of bin lorries in Birmingham in 2025(Image: Guy Smallman\/Getty Images)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Mrs X also made a formal complaint in October and said the bins were overflowing and the waste chutes blocked, which she considered a health and a fire risk.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">A skip was hired in an attempt to clear some of the waste, with Mr X claiming the situation was causing them a \u201chigh level of stress and anxiety\u201d.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cThe council\u2019s response to the complaint apologised for the poor level of service,\u201d the ombudsman said. \u201cIt said the manager was aware of the issues and had given crews additional reminders to ensure collections were made as scheduled.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cThe council anticipated this would improve the service going forward.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">But the issues reportedly continued towards the end of last year, prompting the council to explain that it had become more difficult to access the bins since the introduction of later start times for the collection crews.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The ombudsman said in its report that the collection times for Mrs X\u2019s block of flats had moved from around 6am to 8am.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \"><strong class=\"Strong_strong__e2x35\">READ MORE: <\/strong><a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.birminghammail.co.uk\/news\/midlands-news\/full-list-birmingham-council-property-32251295\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\"><strong class=\"Strong_strong__e2x35\">Full list &#8211; it continued. &#8220;However, it again suggests the later start times introduced in 2024 are a potential cause of missed collections.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">It also said that the council\u2019s records show a manager spoke with the collection crew in October 2024, who reportedly suggested the later start times made it more difficult to collect the waste due to traffic on the road.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201c[The council] is not currently monitoring reports of missed collections due to the industrial action but will recommence when the industrial action ends,\u201d the watchdog added.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The report stated a number of the missed collections were eventually &#8216;closed&#8217; &#8211; which means the council had completed them at a later point.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The eight missed collections reported across September and October 2024 were closed on November 11 for example, the ombudsman said.<\/p>\n<p><strong class=\"Strong_strong__e2x35\">\u2018Frustration and disappointment\u2019<\/strong><\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The ombudsman ultimately concluded that the failings in service amount to fault.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cI must now consider whether this has caused Mrs X an injustice,\u201d it said.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cAs the missed collections affected the whole block of flats, Mrs X has not only had to manage her own uncollected waste but she has also had to endure large amounts of uncollected waste and the associated health and safety concerns.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cThe level of consecutive missed collections led Mrs X to incur the cost of hiring a skip.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The watchdog continued that the resident had experienced \u201cfrustration and disappointment\u201d both with the missed collections and the council\u2019s failure to resolve the problem.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/08\/1_WhatsApp-Image-2025-03-25-at-143648jpeg.jpg\" alt=\"Majid Mahmood, Birmingham City Council's cabinet member for environment\" loading=\"lazy\"  \/>Majid Mahmood, Birmingham City Council&#8217;s cabinet member for environment(Image: Alexander Brock)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">It was decided that the council should apologise, reimburse the cost of the skip and make a \u201csymbolic payment\u201d to recognise the injustice.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Asked about the ombudsman&#8217;s decision, cabinet member for environment Councillor Majid Mahmood said: &#8220;We apologise to Mrs X for any distress caused.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">&#8220;We have agreed to pay appropriate compensation along with other actions set out by the ombudsman.&#8221;<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Previously addressing missed bin collections during a meeting earlier this year, Coun Mahmood said: \u201cWe don\u2019t want to see a single complaint coming through to customer services because of non-collection.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">&#8220;No resident should have to go and pay for their own skip.
