It appeared to be a major shift for Putin, but <strong>Witkoff has previously got it wrong <\/strong>when announcing what has been agreed in talks with the Russians \u2013 he does not speak Russian and has walked into meetings with Vladimir Putin <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/aug\/04\/trump-envoy-witkoff-to-visit-moscow-this-week-before-deadline-for-ending-ukraine-war\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">without a translator of his own<\/a>.<\/p>\n<\/li>\n<li class=\"dcr-130mj7b\">\n<p class=\"dcr-130mj7b\">Russia agrees that any future peace agreement on Ukraine must provide security guarantees to Kyiv but <strong>Moscow also needs credible security assurances<\/strong>, Mikhail Ulyanov, Russia\u2019s envoy to international organisations in Vienna, said early on Monday. \u201cMany leaders of EU states emphasise that a future peace agreement should provide reliable security assurances or guarantees for Ukraine,\u201d Ulyanov said. \u201cRussia agrees with that. But it has equal right to expect that Moscow will also get efficient security guarantees.\u201d <strong>Russia has not been invaded<\/strong> by another country since the end of the second world war \u2013 apart from the <a href=\"https:\/\/www.theguardian.com\/world\/article\/2024\/aug\/17\/we-were-sure-russian-army-would-protect-us-fury-after-ukrainian-incursion-into-kursk\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">humiliating Ukrainian counter-invasion of Kursk<\/a> \u2013 while having repeatedly invaded other countries and illegally annexed their territory.<\/p>\n<\/li>\n<li class=\"dcr-130mj7b\">\n<p class=\"dcr-130mj7b\">European heavyweight leaders <strong>will join Volodymyr Zelenskyy<\/strong> at the White House meeting with Trump on Monday, <a href=\"https:\/\/www.theguardian.com\/world\/2025\/aug\/17\/european-leaders-to-join-zelenskyy-washington-meeting-trump-ukraine-russia\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">writes Luke Harding<\/a>, in an extraordinary joint effort to push back on a US-backed plan that would allow Russia to <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/aug\/16\/ukraine-russia-peace-deal-donbas-region\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">take further Ukrainian territory<\/a>. They are expected to <strong>argue against a land swap plan that rewards Russian aggression<\/strong>, and to seek further clarity on what security guarantees the US is willing to offer in the event of a settlement. The delegation includes the French president, Emmanuel Macron; Germany\u2019s chancellor, Friedrich Merz; Italy\u2019s PM, Giorgia Meloni; Keir Starmer, the British PM;<strong> <\/strong>Nato\u2019s secretary general, Mark Rutte; the European Commission president, Ursula von der Leyen; and the Finnish president, Alexander Stubb.<\/p>\n<\/li>\n<li class=\"dcr-130mj7b\">\n<p class=\"dcr-130mj7b\">In a <a href=\"https:\/\/www.cbsnews.com\/news\/marco-rubio-face-the-nation-transcript-8-17-2025\/\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">CBS interview<\/a> after the Trump-Putin talks in Alaska, Marco Rubio, the US secretary of state, gave <strong>short shrift to the Russian ruler\u2019s \u201clong historical complaint\u201d that \u201croot causes\u201d of the Ukraine war must be addressed<\/strong> as part of a peace deal. \u201cWe\u2019re not going to focus on all of that stuff. We\u2019re going to focus on this: are they going to stop fighting or not? And what it\u2019s going to take to stop the fighting.\u201d<\/p>\n<\/li>\n<li class=\"dcr-130mj7b\">\n<p class=\"dcr-130mj7b\">Rubio continued: \u201cIf we\u2019re being honest and serious here, both sides are going to have to give, and both sides should expect to get something from this. And that\u2019s a very difficult thing to do \u2026 <strong>Ukraine obviously feels, you know, harmed, and rightfully so, because they were invaded<\/strong>. And the Russian side, because they feel like they got momentum in the battlefield, and frankly, don\u2019t care, don\u2019t seem to care very much about <strong>how many Russian soldiers die in this endeavour<\/strong>.\u201d<\/p>\n<\/li>\n<li class=\"dcr-130mj7b\">\n<p class=\"dcr-130mj7b\"><a href=\"https:\/\/www.theguardian.com\/world\/2025\/aug\/17\/zelenskyy-faces-daunting-trip-to-the-white-house-but-this-time-he-wont-be-alone\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">Dan Sabbagh writes<\/a> that Rubio gave the inbound European delegation some hope, insisting to NBC that a ceasefire is \u201cnot off the table\u201d \u2013 despite Putin insisting it can only come after a complete peace deal \u2013 and confirming that the <strong>US is interested in contributing to western security guarantees to Ukraine<\/strong>. \u201cIt\u2019s one of their fundamental demands is that if this war were to end, they have to make sure this never happens again.\u201d The US secretary of state is a traditional Republican whose instincts towards Russia are hawkish, although he has a <strong>record of going with the flow when it comes to the president\u2019s impulses<\/strong>.<\/p>\n<\/li>\n<li class=\"dcr-130mj7b\">\n<p class=\"dcr-130mj7b\"><strong>Russian attacks on Ukraine continued over Sunday night<\/strong>. A <strong>missile strike on Kharkiv city injured 11 people<\/strong>, said Kharkiv\u2019s mayor.
