Leaders from France, the UK and Germany are due to speak Friday to seek urgent action over the new lows of the humanitarian crisis in Gaza.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdi05ehb000a3b6nou97969a@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            More than 1,000 Gazans have been killed desperately seeking food since May, dozens more from starvation itself.\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/08\/gettyimages-2225774735.jpg\" alt=\"Yazan, a malnourished 2-year-old Palestinian boy, stands with his back turned in his family's damaged home in the Al-Shati refugee camp, west of Gaza City, on July 23.\" class=\"image_large__dam-img image_large__dam-img--loading\" onload=\"this.classList.remove('image_large__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"1600\" width=\"2400\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdi05ehb000b3b6nwx60dt4g@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Images of skeletal, starving Gazans, including children, have harked back to the darkest corners of the 20th century, stirring Western revulsion \u2013 if not yet concrete action \u2013 toward the humanitarian crisis.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdi05ehb000c3b6n5wrg0noo@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Macron\u2019s decision is a bold one \u2013 following a smattering of European allies: Ireland, Norway and Spain, along with around 140 other member states of the United Nations \u2013 but leading the way for other major international powers to follow suit.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdi05ehb000d3b6natey43f1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cI\u2019ve had other colleagues on the phone and I\u2019m sure that we won\u2019t be the only ones recognizing Palestine in September,\u201d a senior official in the French presidency told CNN Thursday following Macron\u2019s announcement.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdi05ehb000e3b6n5jw54oc6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Eyes will now likely turn to the UK, perhaps Germany too. The prospect of the United States, Israel\u2019s closest ally even without a Trump presidency, seems impossible.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdi05ehb000f3b6nb1x2kkz9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But for those on the ground, the French decision will likely change little.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdi05ehb000g3b6nix8hhlss@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The move was welcomed by Hamas as a \u201cpositive step.\u201d For Israeli leaders, it didn\u2019t go down well at all.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdi05ehb000h3b6n7xy7ugkb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Recognition \u201crewards terror\u201d said <a href=\"https:\/\/www.cnn.com\/world\/middleeast\/israel\" target=\"_blank\" rel=\"noopener\">Israeli<\/a> Prime Minister (and long-time opponent of a Palestinian state) Benjamin Netanyahu on Thursday night, with other ministers arguing the move now justifies the official annexation of the West Bank \u2013 Judea and Samaria in the parlance of the Israeli far-right.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdi7frm800003b6nm5ydrsnd@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The sentiment was quickly echoed by the United States, which has found itself increasingly at odds from its western allies in Europe over Israel\u2019s war in Gaza.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdi7seud00013b6nwpr756zx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Secretary of State Marco Rubio said the US \u201cstrongly rejects\u201d Macron\u2019s plan.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdi7gagw00033b6nl411e1s5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThis reckless decision only serves Hamas propaganda and sets back peace,\u201d he wrote on X Thursday. \u201cIt is a slap in the face to the victims of October 7th.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdi05ehb000i3b6nbp6g81j8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Even if international recognition could magically mete out concrete change for Gaza, the September deadline will come far too late for Palestinians starving to death under the Israeli-controlled blockade of food.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdi05ehb000j3b6nwgv98svp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Philippe Lazzarini, the head of UNRWA, the main United Nations agency for Palestinian refugees, said Thursday that people in Gaza resembled \u201cwalking corpses\u201d as starvation took hold.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdi05ehb000k3b6n4rrmhf8f@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            All 2.1 million people in Gaza are now food insecure and on Tuesday, Gaza\u2019s health ministry said 900,000 children are going hungry.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdi05ehb000l3b6nx5fijj9a@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Some 70,000 children already show signs of malnutrition, they said.\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/08\/gettyimages-2223870906.jpg\" alt=\"A crowd of protesters gather around a large Palestinian flag during the Red France\u2019s solo announcement also suggests a hint of desperation on Macron\u2019s part.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdi05ehb000o3b6nn6ai2kdz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            He\u2019s a man who likes a coalition on the world stage \u2013 strength in numbers is usually a winning strategy.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdi05ehb000p3b6new5dix4o@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            A month ago, the stage appeared set for France to recognize Palestine \u2013 a summit co-hosted with Saudi Arabia was planned in Riyadh from June 17 to 20. But when open conflict broke out between Israel and Iran on June 13, that plan was torn apart.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdi05ehb000q3b6nrvah2tv1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The expectation among experts was that France and Saudi Arabia would marshal other allies into a joint recognition \u2013 a strong signal to Jerusalem and Washington D.C. on the importance of the two-state solution and peace.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdi05ehb000r3b6ny3adg9iu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Macron may still have his win in September if allies join France\u2019s recognition but it won\u2019t have been without risking France\u2019s diplomatic capital and cajoling more reluctant partners.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdi05ehb000s3b6n02gro650@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe idea is to put a bit of pressure on other countries,\u201d the senior French official told CNN.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdi05ehb000t3b6noxs02xce@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            And Macron\u2019s decision holds weight.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdi05ehb000u3b6nf564bez0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            European nations have proved stubbornly reluctant to formally act upon a two-state solution and recognize Palestinian statehood. Respect for the West\u2019s ally Israel, distaste for the Islamist government in Gaza and the shortcomings of the West Bank\u2019s Palestinian Authority, and an apparently acceptable decades-long status quo saw muted outrage at Israeli settlements and attacks on Palestinians, with little shift in international action.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdi05ehb000v3b6nyos4cc94@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            France is now breaking that glass ceiling.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdi05ehb000w3b6n5feriet0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Within France, a country that has long held a sympathetic position toward the Palestinian cause, recognizing Palestinian statehood won\u2019t be a controversial move.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdi05ehc000x3b6nf66wsvps@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Post-WWII leader Charles de Gaulle famously rallied France to the Palestinian people following the 1967 war, with Paris engaging with the Palestinian Liberation Organization for decades, even as terror attacks were committed in the group\u2019s name on French soil.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdi05ehc000y3b6nhb40t287@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In 2014, the French parliament called on the government to recognize Palestine, an appeal that the government backed at the United Nations Security Council in an unsuccessful vote to bring about Palestinian statehood by 2017.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdi05ehc000z3b6nzt2s0ahy@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            France has long backed a two-state solution for Israel and Palestine based on the 1967 borders, although the Elysee source said that the French recognition would not specify the borders.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdi05ehc00103b6ngyqkmgyt@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Macron staunchly backed Israel\u2019s retaliation for the October 7 massacres but over time has hardened his criticism of Netanyahu and Israel\u2019s conduct of the war.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdi05ehc00113b6njpr7ndmt@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Publicly, he worried about about \u201cimporting\u201d the conflict into France, home to Europe\u2019s largest community of Jews and Muslims.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdi05ehc00123b6n6mr2pnil@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But as casualties in Gaza mounted, France banned arms exports to Israel, orchestrated aid drops into the territory and repeatedly called for a ceasefire and access of humanitarian aid and journalists.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdi05ehc00133b6noozeemei@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In taking this leap of faith, recognizing a Palestinian state ahead of France\u2019s peers, the Elysee Palace is surely hoping for a domino effect of recognition across the West.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdi05ehc00143b6nsbb27a6k@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            With aid still cruelly beyond the reach of ordinary Gazans, perhaps it\u2019s a last ditch effort to bring some relief.\n    <\/p>\n<p data-uri=\"cms.cnn.com\/_components\/correction\/instances\/cmdiwerga00053b6noopa0nhb@published\" data-editable=\"text\" data-component-name=\"correction\" class=\"correction-elevate
