{"id":359458,"date":"2025-08-20T12:57:11","date_gmt":"2025-08-20T12:57:11","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/359458\/"},"modified":"2025-08-20T12:57:11","modified_gmt":"2025-08-20T12:57:11","slug":"how-towering-dominance-of-bolivias-socialist-party-came-tumbling-down-bolivia","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/359458\/","title":{"rendered":"How towering dominance of Bolivia\u2019s socialist party came tumbling down | Bolivia"},"content":{"rendered":"<p class=\"dcr-130mj7b\">Amid the almost monochrome landscape of bare-brick buildings in the high-altitude Bolivian city of El Alto, taller structures painted in garish colours and mirrored glass stand out, topped with giant statues of pop culture figures such as Batman and Iron Man.<\/p>\n<p class=\"dcr-130mj7b\">The <a href=\"https:\/\/www.theguardian.com\/artanddesign\/2018\/oct\/23\/freddy-mamani-bolivian-architect-party-buildings\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">extravagant structures are known as \u201ccholets\u201d<\/a>, a blend of chalet and cholo, the term used for people of Indigenous roots who moved to urban areas while retaining their cultural traits.<\/p>\n<p class=\"dcr-130mj7b\">These <a href=\"https:\/\/www.theguardian.com\/travel\/2018\/oct\/17\/el-alto-bolivia-architecture-culture-la-paz\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">buildings<\/a> once symbolised the <a href=\"https:\/\/elpais.com\/internacional\/2021-10-31\/los-cholets-las-casas-de-la-nueva-burguesia-boliviana.html\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">rise of a new Aymara bourgeoisie<\/a> that emerged during the commodities boom that fuelled the natural gas exports in the early years of <a href=\"https:\/\/www.theguardian.com\/world\/bolivia\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">Bolivia<\/a>\u2019s first Indigenous president, <a href=\"https:\/\/www.theguardian.com\/world\/evo-morales\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">Evo Morales<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">Now, however, they have become a symbol of how the leftist Movimiento al Socialismo (Mas) lost support among its base \u2013 and has gone from hegemony to the brink of obliteration.<\/p>\n<p class=\"dcr-130mj7b\">After nearly 20 years of Mas government, the party\u2019s presidential candidate won just 3.16% of the vote in Sunday\u2019s election \u2013 only a whisker above the 3% threshold set by the electoral court for a party to remain eligible.<\/p>\n<p>A cholet in El Alto known as the \u2018Baticholet\u2019 for its Batman theme. Photograph: Tiago Rogero\/The Guardian<\/p>\n<p class=\"dcr-130mj7b\">Bolivia now faces a runoff vote in October between two rightwing candidates:the senator Rodrigo Paz Pereira and former president Jorge \u201cTuto\u201d Quiroga,<\/p>\n<p class=\"dcr-130mj7b\">Meanwhile, after winning two-thirds of Congress in past elections, <a href=\"https:\/\/efe.com\/mundo\/2025-08-18\/mas-parlamento-bolivia-poder-elecciones\/\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">preliminary estimates suggest<\/a> Mas will now have only one member of the lower house and no senators.<\/p>\n<p class=\"dcr-130mj7b\">\u201cI voted for Mas in the past, but this time I chose the right,\u201d said Ronnyxh Oliver Mamani Figueredo, 34, an Aymara carpenter and pharmacy owner who has a seven-storey, Knights of the Zodiac-themed cholet that cost more than $1m.<\/p>\n<p class=\"dcr-130mj7b\">Figueredo is still repaying the construction loans, but amid Bolivia\u2019s <a href=\"https:\/\/www.theguardian.com\/world\/2025\/jun\/17\/bolivia-crisis-morales-clashes\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">worst economic crisis in four decades<\/a>, he has been forced to cut the rental price of the building\u2019s 400-capacity event hall from 5,000 bolivianos (\u00a3540) to 2,500 (\u00a3270).<\/p>\n<p class=\"dcr-130mj7b\">He voted for the centre-right business tycoon Samuel Doria Medina, who ended up in third place. \u201cThe majority of cholet owners I speak to no longer support Mas,\u201d said Figueredo.<\/p>\n<p class=\"dcr-130mj7b\">A similar impression comes from Ramiro Sirpa, 47, a <a href=\"https:\/\/www.facebook.com\/share\/v\/19d76q2YiD\/\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">sought-after sculptor<\/a> of the giant fibreglass statues that adorn the fronts of the cholets and cost between 25,000 and 60,000 bolivianos.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThe cholet owners tell me that at the start of Mas\u2019s government, they were doing well, but in recent times it has been total disappointment,\u201d he said.<\/p>\n<p class=\"dcr-130mj7b\">Gonzalo Ch\u00e1vez \u00c1lvarez said that, even though they were seen as Mas\u2019s natural constituency, many Indigenous businessmen were never socialists. \u201cThey always followed a popular, cutthroat capitalism,\u201d he said. \u201cOnce Mas began to get in the way of business, the support evaporated.\u201d<\/p>\n<p class=\"dcr-130mj7b\">While analysts recognise the <a href=\"https:\/\/www.theguardian.com\/commentisfree\/2014\/oct\/14\/evo-morales-reelected-socialism-doesnt-damage-economies-bolivia\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">many social advances that took place under Mas<\/a>, they say the causes of the party\u2019s decline are wide-ranging and have gathered momentum over the years \u2013 particularly after Bolivia\u2019s natural gas reserves dwindled in the final years of Morales\u2019s presidency.<\/p>\n<p class=\"dcr-130mj7b\">A common criticism is that the party failed to use the energy boom years to invest in other sectors, instead spending on controversial projects such as <a href=\"https:\/\/www.theguardian.com\/world\/2018\/aug\/16\/bolivian-president-evo-morales-new-residence-is-as-imposing-as-it-is-divisive-la-paz\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">the new presidential palace, which cost $34m in 2018<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">Public trust was eroded by a string of <a href=\"https:\/\/www.theguardian.com\/world\/2016\/feb\/11\/bolivia-president-evo-morales-corruption-investigation\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">corruption scandals<\/a>, <a href=\"https:\/\/www.theguardian.com\/global-development\/poverty-matters\/2011\/jul\/04\/bolivia-evo-morales-hypocrisy-environment\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">environmentally controversial projects<\/a>, <a href=\"https:\/\/www.theguardian.com\/world\/2017\/dec\/03\/evo-morales-bolivia-president-election-limits\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">authoritarian-style control<\/a> \u2013 and above all, the recent deep economic crisis of <a href=\"https:\/\/www.theguardian.com\/world\/video\/2025\/may\/08\/tracking-down-evo-morales-bolivias-fugitive-ex-president-in-his-jungle-hideout-video\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">fuel and dollar shortages<\/a> and <a href=\"https:\/\/www.latimes.com\/world-nation\/story\/2025-08-11\/how-a-shrunken-piece-of-bread-explains-bolivias-economic-catastrophe-ahead-of-elections\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">soaring inflation<\/a>.<\/p>\n<p>Ronnyxh Oliver Mamani Figueredo, 34, an Aymara carpenter and pharmacy owner of a Knights of the Zodiac-themed cholet. Photograph: Tiago Rogero\/The Guardian<\/p>\n<p class=\"dcr-130mj7b\">\u201cMas has been knocked out,\u201d said the political analyst Daniel Valverde. \u201cBut it was the obstinate fratricidal war between Morales and [outgoing] President Luis Arce that destroyed them,\u201d he added.<\/p>\n<p class=\"dcr-130mj7b\">Morales <a href=\"https:\/\/www.economist.com\/the-americas\/2017\/12\/01\/evo-morales-finds-a-way-to-run-for-re-election\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">sought a fourth term that was widely seen as unconstitutional<\/a> in 2019. On election night, he was ahead but not by enough to win outright; after a blackout, the <a href=\"https:\/\/www.theguardian.com\/world\/2019\/nov\/15\/bolivia-crisis-what-happens-next-evo-morales\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">resumed count showed him as the winner<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">The country <a href=\"https:\/\/www.theguardian.com\/world\/2019\/nov\/13\/jeanine-anez-bolivia-president-promises-new-elections\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">erupted in violent protests<\/a>, he resigned and <a href=\"https:\/\/www.theguardian.com\/world\/2019\/nov\/15\/evo-morales-indigenous-leader-who-changed-bolivia-but-stayed-too-long\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">fled the country<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">A new election was held in 2020. Morales\u2019s former finance minister, Arce, was <a href=\"https:\/\/www.theguardian.com\/world\/2020\/nov\/08\/luis-arce-bolivia-president-elect-left-morales\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">chosen to stand for Mas and won<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">Morales returned, but soon fell out with Arce after failing to wield the influence he wanted. Photograph: Fernando Cartagena\/AFP\/Getty Images<\/p>\n<p class=\"dcr-130mj7b\">In the meantime, a case that had surfaced during the 2019 campaign re-emerged: Morales was <a href=\"https:\/\/english.elpais.com\/international\/2024-10-20\/the-evo-morales-case-when-sexual-violence-against-women-gets-stuck-in-the-political-mud.html\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">accused of fathering a child<\/a> with a 15-year-old girl \u2013 an act that, under Bolivian law, constitutes statutory rape.<\/p>\n<p class=\"dcr-130mj7b\">A prosecutor reopened the case in 2024 and issued <a href=\"https:\/\/www.theguardian.com\/world\/2025\/jan\/17\/evo-morales-arrest-sex-abuse\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">an arrest warrant for Morales<\/a>, who has <a href=\"https:\/\/www.theguardian.com\/world\/2025\/may\/08\/bolivia-evo-morales\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">since remained in the coca-growing Chapare region<\/a>, shielded by <a href=\"https:\/\/www.theguardian.com\/news\/audio\/2025\/may\/15\/from-president-to-fugitive-in-the-jungle-hideout-of-evo-morales\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">hundreds of growers preventing his detention<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">Asked last week why police had not enforced the warrant, Arce told the Guardian: \u201cIf the Bolivian police go ahead with the arrest, how many Bolivians will die? Is it worth many others dying for one person?\u201d<\/p>\n<p class=\"dcr-130mj7b\">Barred from running under another party by constitutional and electoral court rulings, <a href=\"https:\/\/efe.com\/mundo\/2025-08-13\/evo-morales-voto-nulo-elecciones-bolivia-2\/\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">Morales called on his supporters to cast blank votes<\/a>, which ended up far higher than the historic average of under 5%, reaching 19%.<\/p>\n<p class=\"dcr-130mj7b\">In Cochabamba, where the Chapare is located, blank votes reached 32.8%, more than those cast for Paz Pereira, who received 28.6%.<\/p>\n<p class=\"dcr-130mj7b\">But in other regions where Mas had also historically prevailed, such as El Alto, Paz Pereira, a senator and the son of a former president, who came out on top.<\/p>\n<p class=\"dcr-130mj7b\">\u201cPaz Pereira was the only candidate who <a href=\"https:\/\/elpais.com\/america\/2025-08-19\/la-campana-de-rodrigo-paz-en-bolivia-de-pueblo-en-pueblo-y-un-expolicia-como-vice.html\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">reached out to deep Bolivia<\/a> \u2013 artisans, small business owners, farmers, transport workers \u2013 and who tried to forge alliances with popular sectors,\u201d said analyst Valverde, noting that in the past it was Mas that managed to connect with these groups.<\/p>\n<p class=\"dcr-130mj7b\">\u201cMas risks disappearing if it doesn\u2019t reinvent itself and make the mea culpa it has long resisted,\u201d he added.<\/p>\n","protected":false},"excerpt":{"rendered":"Amid the almost monochrome landscape of bare-brick buildings in the high-altitude Bolivian city of El Alto, taller structures&hellip;\n","protected":false},"author":2,"featured_media":359459,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[5],"tags":[12,26],"class_list":{"0":"post-359458","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-world","8":"tag-news","9":"tag-world"},"share_on_mastodon":{"url":"https:\/\/pubeurope.com\/@uk\/115061211153281442","error":""},"_links":{"self":[{"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/posts\/359458","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/comments?post=359458"}],"version-history":[{"count":0,"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/posts\/359458\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/media\/359459"}],"wp:attachment":[{"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/media?parent=359458"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/categories?post=359458"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/tags?post=359458"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
