The city council has <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/news\/liverpool-news\/new-litter-squad-patrol-liverpool-31981991\" target=\"_blank\" aria-label=\"contracted the servicesLink opens in a new tab.\" tabindex=\"0\" rel=\"noopener\">contracted the services<\/a> of Waste Investigations Support and Enforcement (WISE) to operate throughout the city to address illegal littering, fly-tipping and dog fouling.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">A new team of enforcement officers started work this week to help prevent environmental crimes and issue fixed penalty notices (FPNs) to anyone caught offending. Increasing FPNs was one of the new measures rolled out by <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/all-about\/liverpool-council\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Liverpool Council<\/a> to address residents\u2019 concerns.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">While <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/news\/liverpool-news\/litter-louts-hit-harsher-fines-31735396\" target=\"_blank\" aria-label=\"45 tickets were handed outLink opens in a new tab.\" tabindex=\"0\" rel=\"noopener\">45 tickets were handed out<\/a> to offenders last month for illegally dumped waste, the city council will not set targets for new officials to dish out penalties. Cllr Laura Robertson-Collins, cabinet member for communities, neighbourhoods and streetscene, said the council was not trying to catch out people who \u201cmake an honest mistake\u201d rather those \u201cdeliberately missing up our streets.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">As of June this year, litterers face a \u00a3150 penalty, while those caught dog fouling will be ordered to pay \u00a3100. A tiered penalty system has been introduced for fly-tipping, which starts at \u00a3500 and can rise depending on severity.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The WISE officers will support the work being done by the council\u2019s internal environmental crime enforcement team. In July, the team issued 45 FPNs for illegally disposed waste, including a \u00a31,000 penalty for a significant amount of fly-tipping from one individual.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">They also engaged with more than 250 business and residents about the correct way to dispose of waste. The council has not set any FPN targets for either the internal or external teams, with the priority instead being to encourage behaviour change.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Cllr Robertson-Collins said: \u201cIntroducing more environmental enforcement officers means that we can commit even more time and resources to tackling environmental crimes. Our goal is to help promote positive behaviour and show people who don\u2019t respect our city that it will not go unseen.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cWe aren\u2019t trying to catch anyone making an honest mistake \u2013 instead, we want to take action against people who are deliberately messing up our streets. People come from far and wide to see our beautiful city. Our core objective is to support Liverpool in achieving long-term improvements in local environmental quality by targeting problem areas using an \u2018intelligence-led\u2019 approach.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cThis includes the use of geo-fencing technology and responding directly to feedback and complaints from residents.
