They worry that the monitoring report could make recommendations which diverge from existing climate and energy targets.<\/p>\n<p>A spokesperson from the economy ministry told Clean Energy Wire that targets remained. \u201cTaking climate targets into account, consistent focus on cost efficiency and security of supply in all areas is the guiding principle behind monitoring and the resulting options for action,\u201d the spokesperson said.<\/p>\n<p>Climate NGO <a href=\"https:\/\/www.cleanenergywire.org\/experts\/germanwatch\" target=\"_blank\" data-title=\"Germanwatch \" rel=\"noopener\">Germanwatch<\/a> <a href=\"https:\/\/www.germanwatch.org\/de\/93227\" target=\"_blank\" rel=\"noopener\">warned<\/a> that the \u201creality check\u201d relies on scenarios that in some cases fail to account for Germany\u2019s climate targets. The group, which analysed the government\u2019s tender of the monitoring report, criticised both the content and methodology. It warned the report could end up being less about identifying necessary improvements for the energy transition and more about \u201cproviding targeted and selective evidence for arguments in favour of significantly lowering the level of ambition and continuing to rely on fossil fuel-based energy supply structures for longer.\u201d<\/p>\n<p>Energy industry association <a href=\"https:\/\/www.cleanenergywire.org\/experts\/bdew-german-association-energy-and-water-industries\" target=\"_blank\" rel=\"noopener\">BDEW<\/a> <a href=\"https:\/\/www.bdew.de\/presse\/das-wichtige-ist-erkannt-nun-muss-die-weitere-umsetzung-folgen\/\" target=\"_blank\" rel=\"noopener\">said<\/a> it agreed that it is important to harmonise renewables and grid expansion, and that the buildout of wind and solar <a href=\"http:\/\/www.cleanenergywire.org\/glossary\/letter_p#pv\" data-title=\"(Photovoltaik) Photovoltaic (PV) solar power systems use semiconductors to convert sunlight into electricity. In cooler climates like that in Germany, this is by far the most efficient way to harness the Sun\u2019s energy for the power system (in hotter environments, concentrated solar power that uses...\" class=\"lexicon-term\" target=\"_blank\" rel=\"noopener\">PV<\/a> parks should be \u201cgeared more towards yield and the costs of system integration.\u201d However, it emphasised that there is \u201cno doubt concerning the significant long-term need to expand renewable energies in Germany\u201d and the electrification of sectors like transport and heating due to the country\u2019s 2045 climate neutrality target. It said the monitor should therefore avoid fundamental changes to the agreed path for renewables expansion and instead focus on limited adjustments and prioritising certain projects.<\/p>\n<p><a href=\"https:\/\/epico.org\/de\/veroeffentlichungen\/zukunftssichere-massnahmen-fuer-die-energiewende-5-leitlinien-zum-energiewendemonitoring\" target=\"_blank\" rel=\"noopener\">A report<\/a> by think tank Epico and consultancy <a href=\"https:\/\/www.cleanenergywire.org\/experts\/aurora-energy-research\" target=\"_blank\" data-title=\"Aurora Energy Research\" rel=\"noopener\">Aurora Energy Research<\/a> concluded that \u201ceven with lower growth in electricity demand, major efforts to expand renewable energy remain essential in the years ahead.\u201d<\/p>\n<p>Nina Scheer, energy policy spokesperson for the <a href=\"https:\/\/www.cleanenergywire.org\/experts\/spd-social-democratic-party\" target=\"_blank\" data-title=\"SPD - Social Democratic Party\" rel=\"noopener\">SPD<\/a> parliamentary group, one of the governing coalition parties, also voiced criticism. The <a href=\"https:\/\/www.duh.de\/fileadmin\/user_upload\/download\/Projektinformation\/Energiewende\/250630_Energiewendemonitoring.pdf\" target=\"_blank\" rel=\"noopener\">tender document for the monitoring<\/a> showed \u201cincompatibilities with the coalition agreement\u201d wrote Scheer <a href=\"https:\/\/www.nina-scheer.de\/wp-content\/uploads\/sites\/1229\/2025\/07\/2025-07-21-Monitoringbericht_zur_Energiewende_MdB_Scheer_g.pdf\" target=\"_blank\" rel=\"noopener\">in a letter<\/a> to the economy ministry.<\/p>\n<p>Business-daily Handelsblatt <a href=\"https:\/\/www.handelsblatt.com\/unternehmen\/energie\/energie-muss-deutschland-die-energiewende-bremsen-die-studienlage-ist-klar\/100146176.html\" target=\"_blank\" rel=\"noopener\">assessed<\/a> important energy transition research reports of the recent past and concluded that all assumed an accelerated renewables expansion.<\/p>\n<p>Others have welcomed the report and its potential implications. Proponents of the government\u2019s approach to curbing energy system costs <a href=\"https:\/\/www.cleanenergywire.org\/news\/eon-ceo-lauds-energy-transition-monitoring-reports-aims-calls-renewables-support-cuts\" data-title=\"E.ON CEO backs government&#039;s energy transition \" reality=\"\" check=\"\" calls=\"\" for=\"\" curbing=\"\" renewables=\"\" support=\"\" target=\"_blank\" rel=\"noopener\">include Leonhard Birnbaum<\/a>, CEO of energy company E.ON. The head of the energy distribution and retail company criticised that an \u201cunchecked growth\u201d of renewables would ultimately lead to higher costs for adapting the grid. \u201cWe need a constant reality check instead of political targets,\u201d Birnbaum argued. He urged the government to make \u201cunpopular\u201d cuts to renewables support and allow more flexibility through digitalisation to bring down costs eventually.<\/p>\n<p>Grid operator <a href=\"https:\/\/www.cleanenergywire.org\/experts\/50hertz-transmission\" target=\"_blank\" rel=\"noopener\">50Hertz<\/a>&#8216;s CEO Kapferer also said that plans for future network expansion should be revisited. &#8220;Do we really need the three additional DC connections that are planned? If so, what capacity should they have?
