{"id":368374,"date":"2025-08-23T23:24:13","date_gmt":"2025-08-23T23:24:13","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/368374\/"},"modified":"2025-08-23T23:24:13","modified_gmt":"2025-08-23T23:24:13","slug":"pentagon-has-quietly-barred-ukrainian-long-range-strikes-in-russia-with-us-missiles-wsj-reports","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/368374\/","title":{"rendered":"Pentagon has quietly barred Ukrainian long-range strikes in Russia with US missiles, WSJ reports"},"content":{"rendered":"<p>The U.S. has quietly implemented a review process giving Defense Secretary Pete Hegseth authority to bar Ukrainian long-range strikes inside Russia with American missiles, effectively blocking strikes for months, the Wall Street Journal reported on Aug. 23.<\/p>\n<p>The unannounced high-level Defense Department approval process has prevented the use of Army Tactical Missile Systems (ATACMS) against targets inside <a href=\"https:\/\/kyivindependent.com\/tag\/russia\/\" target=\"_blank\" rel=\"noopener\">Russia<\/a> since the late spring, an unnamed official <a href=\"https:\/\/www.wsj.com\/politics\/national-security\/pentagon-has-quietly-blocked-ukraines-long-range-missile-strikes-on-russia-432a12e1\" target=\"_blank\" rel=\"noopener\">said<\/a>.<\/p>\n<p>U.S. President Donald Trump on Aug. 21 said that Ukraine had &#8220;no chance of winning&#8221; if <a href=\"https:\/\/kyivindependent.com\/us-senator-demands-russia-return-19-000-abducted-ukrainian-children-threatens-terror-designation\/\" target=\"_blank\" rel=\"noopener\">not permitted to attack Russia<\/a> and criticized former U.S. President Joe Biden for not letting Kyiv &#8220;fight back, only defend.&#8221;<\/p>\n<p>Despite this, Trump has previously said he <a href=\"https:\/\/kyivindependent.com\/ukraine-war-latest-trump-hints-he-wont-abandon-kyiv-but-opposes-ukraine-launching-us-missiles-inside-russia\/\" target=\"_blank\" rel=\"noopener\">disagreed &#8220;very vehemently&#8221;<\/a> with the previous White House administration&#8217;s decision to permit Ukrainian long-range strikes against Russia with U.S. weapons.<\/p>\n<p>The review mechanism was developed by the <a href=\"https:\/\/kyivindependent.com\/tag\/pentagon\/\" target=\"_blank\" rel=\"noopener\">Pentagon<\/a>\u2019s policy undersecretary, Elbridge Colby, and oversees Ukraine&#8217;s use of American-made weapons and European weapons, which rely on U.S. intelligence and components, WSJ reported.<\/p>\n<p>In addition to the review process for missile strikes, a rating system has been reportedly implemented to assess whether the U.S. has enough stock of a particular weapon. Red, yellow, and green categories were introduced by Colby to help decide what weapons may be supplied to <a href=\"https:\/\/kyivindependent.com\/tag\/ukraine\/\" target=\"_blank\" rel=\"noopener\">Ukraine<\/a>.<\/p>\n<p>The new review process applies to the British long-range <a href=\"https:\/\/kyivindependent.com\/tag\/storm-shadow\/\" target=\"_blank\" rel=\"noopener\">Storm Shadow<\/a> missiles due to its reliance on U.S. targetting data, a British offical and two U.S. officials said.<\/p>\n<p>On at least one occasion, Ukraine has planned to use <a href=\"https:\/\/kyivindependent.com\/tag\/atacms\/\" target=\"_blank\" rel=\"noopener\">ATACMS<\/a> against a target within Russian territory but was denied approval, two U.S. officials said.<\/p>\n<p>Ukraine last received a shipment of ATACMS authorized by the former <a href=\"https:\/\/kyivindependent.com\/tag\/white-house\/\" target=\"_blank\" rel=\"noopener\">White House<\/a> administration in the spring, unnamed U.S. officials told WSJ.<\/p>\n<p>Despite Trump&#8217;s recent remarks that Ukraine can not win the war against Russia without fighting back, U.S. officials have said Trump&#8217;s statement does not signal a policy change.<\/p>\n<p>Trump may change his mind and permit expanded offensive operations against Russia, one senior White House official told WSJ.<\/p>\n<p>Kyiv has proposed buying <a href=\"https:\/\/kyivindependent.com\/ukraine-proposes-100-billion-us-weapons-deal-backed-by-european-allies-ft-reports\/\" target=\"_blank\" rel=\"noopener\">U.S. weapons<\/a> worth $90 billion as part of security guarantees, as Ukraine and its allies aim to maintain interest from the White House.<\/p>\n<p>The proposal aims to secure U.S. <a href=\"https:\/\/kyivindependent.com\/tag\/security-guarantees\/\" target=\"_blank\" rel=\"noopener\">security guarantees<\/a> and cement Washington&#8217;s long-term commitment to Ukraine by tying Kyiv&#8217;s defense needs to a boost for American industry.<\/p>\n<p>The plan would reportedly be financed by Ukraine&#8217;s <a href=\"https:\/\/kyivindependent.com\/tag\/european-allies\/\" target=\"_blank\" rel=\"noopener\">European allies<\/a>, which would fund the purchase of U.S. weapons.<\/p>\n<p>Ukraine first received shorter-range versions of ATACMS in the fall of 2023. The country, which provided an estimated 4.5 billion euros ($5.2 billion) in military aid since 2022 and hosts the critical Rzeszow-Jasionka hub for Western weapons deliveries, has struggled to maintain its early prominence.
