Ocean Conference <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/climate-and-environment\" target=\"_blank\" rel=\"noopener\">opened Monday<\/a> as pressure mounts for nations to turn decades of promises into real protection for the sea.<\/p>\n<p>\u201cThe fight for the ocean is at the heart of the yearslong battles we\u2019ve been waging \u2014 for biodiversity, for climate, for our environment and for our health,\u201d said French President Emmanuel Macron, delivering the keynote address.<\/p>\n<p>Just <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/mpatlas.org\/\" target=\"_blank\" rel=\"noopener\">2.7% of the ocean is effectively protected<\/a> from destructive extractive activities, according to the nonprofit Marine Conservation Institute. That\u2019s far below the target agreed under the \u201c30&#215;30\u201d pledge to conserve 30% of land and sea by 2030.<\/p>\n<p>Ratification of the <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/www.un.org\/bbnjagreement\/en\" target=\"_blank\" rel=\"noopener\">High Seas Treaty<\/a> tops the agenda. It generates 50% of the oxygen we breathe, absorbs around 30% of carbon dioxide emissions and captures more than 90% of the excess heat caused by those emissions.<\/p>\n<p>Without <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/climate-world-oceans-day-conference-b525125ffa719c7cd406cd29ce9a5eae\" target=\"_blank\" rel=\"noopener\">a healthy ocean<\/a>, experts warn, climate goals will remain out of reach.<\/p>\n<p>The treaty will come into force once 60 countries ratify it. As of Monday, at least <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/highseasalliance.org\/treaty-ratification\/\" target=\"_blank\" rel=\"noopener\">49 countries<\/a> had. (AP Photo\/Annika Hammerschlag)<\/p>\n<p>Read More<\/p>\n<p>\u201cTwo-thirds of the ocean is areas beyond national jurisdiction \u2014 that\u2019s half our planet,\u201d said Minna Epps, director of global ocean policy at the International Union for Conservation of Nature. \u201cWe cannot possibly protect 30% of the ocean if it doesn\u2019t include the high seas.\u201d<\/p>\n<p>South Korea, <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/highseasalliance.org\/2025\/05\/28\/high-seas-alliance-celebrates-major-step-forward-in-race-for-ratification-as-6-eu-member-states-and-the-eu-formally-ratify-high-seas-treaty-at-un\/\" target=\"_blank\" rel=\"noopener\">France and the European Union<\/a> have championed the treaty, but most large ocean nations have yet to ratify it, including the rest of the G20.<\/p>\n<p>Thousands of conference attendees are expected, including heads of state, scientists and industry leaders. The United States has confirmed it isn\u2019t sending a formal delegation, just observers.<\/p>\n<p>From protections on paper to something real<\/p>\n<p>The conference highlights the growing gap between marine protection declarations and real-world conservation.<\/p>\n<p>France, the conference co-host, claims to have surpassed the 30% target for marine protection. But environmental groups say only 3% of French waters are fully protected from harmful activities like bottom trawling and industrial fishing.<\/p>\n<p>In 2024, more than 100 bottom-trawling vessels were recorded spending over 17,000 hours fishing within France\u2019s six marine nature parks, according to ocean advocacy group <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/oceana.org\/reports\/marine-paper-parks-exposing-destruction-in-frances-iconic-marine-protected-areas\/\" target=\"_blank\" rel=\"noopener\">Oceana<\/a>.<\/p>\n<p>\u201cThe government declares these as protected areas, but this is a lie,\u201d said Enric Sala, founder of National Geographic Pristine Seas marine reserve project. \u201cMost of it is political box-ticking. It\u2019s all paper parks.\u201d<\/p>\n<p>That criticism is echoed across the continent. A new <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/www.wwf.eu\/?18297941\/A-drop-in-the-ocean-Only-2-of-EU-seas-protected-as-2030-deadline-looms-WWF-warns#:~:text=WWF,-A%20drop%20in&amp;text=With%20just%20five%20years%20left,States%20are%20dangerously%20off%20track.\" target=\"_blank\" rel=\"noopener\">World Wildlife Fund report<\/a> found that although more than 11% of Europe\u2019s marine area is designated for protection, just 2% of EU waters have management plans in place.<\/p>\n<p>    <a class=\"AnchorLink\" id=\"image-da0000\"\/><\/p>\n<p><img decoding=\"async\" class=\"Image\" alt=\"A wandering cratena, or nudibranch, is visible in the protected area of France's Porquerolles National Park ahead of the U.N. Off southern France, Port-Cros National Park is one of the oldest marine reserves in the Mediterranean. Strict anchoring bans have allowed vast seagrass meadows to grow undisturbed. In May, <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/media.greenpeace.org\/asset-management\/27MZIFJVWPCZO?FR_=1&amp;W=1454&amp;H=730\" target=\"_blank\" rel=\"noopener\">Greenpeace<\/a> dropped 15 limestone boulders into France\u2019s Golfe du Lion, aiming to physically block bottom trawling in a marine area that has long been designated for protection.
