{"id":370757,"date":"2025-08-24T22:06:15","date_gmt":"2025-08-24T22:06:15","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/370757\/"},"modified":"2025-08-24T22:06:15","modified_gmt":"2025-08-24T22:06:15","slug":"mistake-led-to-long-battle-over-the-future-of-estate","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/370757\/","title":{"rendered":"&#8216;Mistake&#8217; led to long battle over the &#8216;future&#8217; of estate"},"content":{"rendered":"<p>Owners have now said the manor&#8217;s future is &#8220;at risk&#8221;<\/p>\n<p>15:53, 24 Aug 2025Updated 15:54, 24 Aug 2025<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/08\/0_Convoy-arrives-at-Thornton-ManorWirralPic-Andrew-Teebay.jpg\" alt=\"Thornton Manor was previously used to host Brexit talks\" loading=\"eager\"  \/>Thornton Manor was previously used to host Brexit talks(Image: Liverpool Echo)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">One error 14 years ago began a long saga that took a council all the way to court and led to a row that could <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/news\/nostalgia\/six-historic-buildings-areas-liverpool-25509837\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">still decide the future of a Merseyside country estate.<\/a><\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Thornton Manor Country Estate has <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/news\/liverpool-news\/manor-ruined-fire-trying-marquees-32307106\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">applied once again for planning permission to reinstate three event marquees<\/a> at the historic manor on Manor Road in Thornton Hough. The dispute over the marquees has been a long-running battle between the estate and <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/all-about\/wirral\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Wirral<\/a> Council.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The dispute goes all the way back to April 9, 2010, when <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/all-about\/wirral-council\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Wirral Council<\/a> received a planning application to have three marquees on the estate at The Dell, The Walled Garden, and the Lake. This was to be used for private functions and conferences.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">However, the council deemed the development to be inappropriate and harmful to the openness of the green belt. Thornton Manor at the time argued the state of the grounds and gardens <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/news\/liverpool-news\/devastation-over-fears-luxury-wedding-22941506\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">was at risk without the income from the tents.<\/a><\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The application narrowly got the nod from councillors, but this was with a time limit and other conditions. However, \u201cfor reasons that it has just not been possible to understand,\u201d no notice was issued when it was supposed to, an incorrect one with no time limit was sent out, and three versions later appeared.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The error was corrected, and the planning permission expired in November 2016. However, when Thornton Manor had to apply for planning permission again in 2017, the error came to light and an investigation was launched.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">In August that year, Thornton Hall Hotel Limited began legal proceedings, eventually taking it to the High Court. According to a 2019 council report, the investigation found \u201cit was not possible to identify whether this incident was a system error, human error, or a combination of both,\u201d adding: \u201cThe High Court concluded that the cause of the error, however, was likely to have been human failing.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Thornton Manor then contested the High Court decision at the Court of Appeal in April the following year, but it upheld the lower court\u2019s decision. Wirral Council then reassessed the application for the three marquees in 2019 and rejected it.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The council was <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/news\/liverpool-news\/judge-slams-wirral-council-error-16245181\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">accused by the court<\/a> of \u201cmanipulating the planning register&#8221; but the local authority argued a notice issued in May 2012 \u201cwas not an attempt to manipulate the planning register but was done to reflect the committee decision without realising the implications and was done with the best intentions.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">A council report said Wirral accepted \u201cpoor administration and has never sought to hide the mistake since it came to light.\u201d Wirral Council was ordered to pay 90% of the manor\u2019s legal costs up to July 2017, costing it more than \u00a331,000.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">However, this was not the end of the matter, and it <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/news\/liverpool-news\/dreams-up-smoke-what-went-24291450\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">later went to the government\u2019s Planning Inspectorate.<\/a> They said the marquee must be removed within <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/news\/liverpool-news\/thornton-manor-marquee-spotted-days-24598202\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">six months of that decision date<\/a>.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Now more than 15 years after the original planning application,<a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/news\/liverpool-news\/manor-ruined-fire-trying-marquees-32307106\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\"> the whole saga looks set to repeat itself.<\/a> Thornton Manor Country Estate are asking the public for their support on their latest planning application.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">After the Planning Inspectorate decision in 2022, <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/news\/liverpool-news\/thornton-manor-damage-exposed-new-23009889\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">a fire ripped through the manor<\/a>.
