{"id":371300,"date":"2025-08-25T03:06:09","date_gmt":"2025-08-25T03:06:09","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/371300\/"},"modified":"2025-08-25T03:06:09","modified_gmt":"2025-08-25T03:06:09","slug":"eu-finance-cop-frustrated-at-lack-of-european-mega-bank-mergers-politico","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/371300\/","title":{"rendered":"EU finance cop \u2018frustrated\u2019 at lack of European mega-bank mergers \u2013 POLITICO"},"content":{"rendered":"<p>Fostering a more effective single market for banking would necessitate breaking down those barriers, Campa said.\u00a0\u201cThere are things that we can do \u2026 but that requires a significant political consensus because those rules are there for a reason; home-host issues are there for a reason.\u201d<\/p>\n<p>The EU&#8217;s latest update to bank capital rules, known as Basel 3, applies requirements at the level of individual entities and the consolidated group, as it was <a href=\"https:\/\/pro.politico.eu\/news\/167179\" data-type=\"link\" data-id=\"https:\/\/pro.politico.eu\/news\/167179\" target=\"_blank\" rel=\"noopener\">politically untenable <\/a>to find a more simple way of implementing the reforms \u2014 a decision Campa said &#8220;leads to excess requirements.\u201d<\/p>\n<p>The most recent piece of banking legislation negotiated in Brussels, a joint crisis management plan for mid-sized banks, ended up as \u201can effort in complexity\u201d rather than \u201can effort in simplification\u201d because political wrangling resulted in a very complex text, Campa said. <\/p>\n<p>In those negotiations, countries resisted a move to ease access to EU crisis funds for failing mid-sized banks, meaning that the political deal on the rules imposed myriad conditions for lenders to be able to tap the funds in a crisis.<\/p>\n<p>As for banks\u2019 regulatory capital buffers \u2014 the cash they\u2019re mandated to hold against risk to avoid future taxpayer bailouts if they fail \u2014 Campa said they are \u201ccomplex in Europe because we have many authorities making decisions,\u201d and that it would be \u201cgood to try to clarify\u201d how buffers are set.<\/p>\n<p>\u201cThe EU system is very complex. It&#8217;s not about whether the level of requirements is high or low. It&#8217;s just that there are so many different buffers \u2026 and they&#8217;re set by different institutions.
