Spain\u2019s Ministry of the Interior awarded Huawei a \u20ac12.3 million deal to guard judicial wiretaps in its <a href=\"https:\/\/e.huawei.com\/en\/products\/storage\/hybrid-flash-storage\/oceanstor-6800\" target=\"_blank\" rel=\"noreferrer noopener\">OceanStor 6800 V5<\/a> servers. At the same time, Spain\u2019s incumbent telephone company Telefonica reportedly has <a href=\"https:\/\/ca.finance.yahoo.com\/news\/telefonica-renewed-one-huawei-5g-110544343.html?guccounter=1&amp;guce_referrer=aHR0cHM6Ly93d3cuZ29vZ2xlLmNvbS8&amp;guce_referrer_sig=AQAAAEw645iRL8FtVjSbCXohLzESCnTy-fEI2vA4z4ubcnHDgkVOJ7CDDjyGk6ZcARoVd2vygqyG5d_-eytQz6Ic31rVp27yyhBXFjcAZVLZ5_IXNJtVhOLxeLiYv2XQVPWJlWeEcpCUSAxgdFupZ1xL_361gm-4nUs3fjqCSNP_DVEf\" target=\"_blank\" rel=\"noreferrer noopener\">renewed<\/a> a contract with Huawei to supply equipment for its 5G network.\u00a0<\/p>\n<p>Chinese control over European telecoms represents a long, continuing saga. Under pressure from Donald Trump during his first term, European countries pledged to remove Huawei from their networks. But the second Trump Administration has not continued to increase the pressure, at least in public, and its aggressive approach to both security and economic policy is angering many Europeans.\u00a0\u00a0<\/p>\n<p>Admittedly, Spain remains somewhat of an outlier. While almost all other European leaders have attempted to avoid antagonizing Trump, Spanish Prime Minister Pedro S\u00e1nchez has not shied away from a fight. In addition to allowing the Huawei purchases, he was the one NATO ally to resist Washington\u2019s call to boost defense spending to 5% of GDP and he reportedly recently <a href=\"https:\/\/www.reuters.com\/business\/aerospace-defense\/spain-rules-out-buying-f-35-choosing-between-eurofighter-or-fcas-2025-08-06\/\" target=\"_blank\" rel=\"noreferrer noopener\">renounced<\/a> buying US-made F-35 fighter jets, preferring to purchase European alternatives.\u00a0\u00a0<\/p>\n<p>Overall European relations with China remain tense. Beijing\u2019s support for Russia, its surging \u20ac300 billion trade surplus, and its restrictions on European companies led European Commission President Ursula von der Leyen to warn that \u201cour relations have reached an inflection point\u201d during a recent summit celebrating 50 years of diplomatic relations. \u201cAs our cooperation has deepened, so have imbalances,\u201d von der Leyen warned.\u00a0<\/p>\n<p>But European opinions on China are <a href=\"https:\/\/www.pewresearch.org\/global\/2025\/07\/15\/international-views-of-china-turn-slightly-more-positive\/\" target=\"_blank\" rel=\"noreferrer noopener\">improving<\/a>, while they <a href=\"https:\/\/www.pewresearch.org\/global\/2025\/06\/11\/us-image-declines-in-many-nations-amid-low-confidence-in-trump\/\" target=\"_blank\" rel=\"noreferrer noopener\">turn negative<\/a> on the US. A recent Pew Research Center poll <a href=\"https:\/\/www.pewresearch.org\/short-reads\/2025\/07\/15\/views-of-the-us-have-worsened-while-opinions-of-china-have-improved-in-many-surveyed-countries\/#how-global-views-of-the-u-s-and-china-have-changed-over-time\" target=\"_blank\" rel=\"noreferrer noopener\">revealed<\/a> that Europeans identify the US as the second-most commonly named threat, after Russia.\u00a0<\/p>\n<p>For most Spaniards, Russia seems like a remote threat. Spain has not fought in a major foreign war since 1898 (and then against the US). Now Spain marks itself out as one of the European Union\u2019s most China-friendly governments. Prime Minister S\u00e1nchez has met President Xi Jinping three times in China in just over two years, seeking Chinese investment and commercial deals.\u00a0<\/p>\n<p>While most of Europe remains in the doldrums, Spain\u2019s economy is <a href=\"https:\/\/www.cnbc.com\/2025\/08\/23\/why-spains-economy-is-doing-so-well.html\" target=\"_blank\" rel=\"noreferrer noopener\">booming<\/a>. Thanks to tourism, foreign investment, and immigration, the country\u2019s GDP is expected to increase by 2.5% this year, more than three times faster than Germany, France, or Italy. \u00a0\u00a0<\/p>\n<p>European Union membership shields Madrid from most potential American retaliation. The EU recently inked a trade agreement with Washington limiting tariffs on most products to 15%. Unlike <a href=\"https:\/\/www.cnbcafrica.com\/2025\/south-africa-on-u-s-tariffs-we-pose-no-trade-threat-to-the-u-s\/\" target=\"_blank\" rel=\"noreferrer noopener\">South Africa<\/a> or\u202f<a href=\"https:\/\/www.cnbc.com\/2025\/07\/09\/trump-brazil-tariffs-bolsonaro.html\" target=\"_blank\" rel=\"noreferrer noopener\">Brazil<\/a> \u2014 or even Switzerland \u2014 who face higher US tariffs, Washington cannot put special levies on Spanish goods. \u00a0<\/p>\n<p>Brussels also lacks leverage. The European Commission has urged member states to follow a \u201ctoolbox\u201d of policy recommendations for boosting the bloc\u2019s cybersecurity. Translation: get Chinese tech out of your telephone networks.<strong> <\/strong>\u00a0<\/p>\n<p>Spain seemed to listen. It ordered Huawei out of most of its telephone networks, even though the Chinese 5G technology was cheap and cutting-edge. By 2023, Chinese vendors<a href=\"https:\/\/cepa.org\/article\/ban-huawei-not-europe\/\" target=\"_blank\" rel=\"noreferrer noopener\"> accounted<\/a> for only 38% of Spain\u2019s 5G core infrastructure. In Cyprus, they accounted for 100% and in Germany, 59%.\u00a0\u00a0<\/p>\n<p>Spanish telecom giant Telefonica announced plans to rid all of its Huawei 5G equipment in Spain and Germany to comply with local rules. \u201cIn both Germany and Spain, we are reducing our exposure to Huawei following the rules we have in these countries,\u201d Chief Operating Officer Emilio Gayo <a href=\"https:\/\/www.reuters.com\/business\/media-telecom\/telefonica-ditches-huaweis-5g-gear-spain-germany-keeps-it-brazil-2025-07-30\/\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a>.\u00a0<\/p>\n<p>\n\t\t\tGet the Latest\t\t<\/p>\n<p>\n\t\t\tSign up to receive regular Bandwidth emails and stay informed about CEPA&#8217;s work.\t\t<\/p>\n<p>Despite this pledge, many European telecoms companies have complained about the high cost of ripping out and replacing infrastructure and have lobbied hard to push back deadlines and narrow the scope of the Chinese telecom build-out. \u00a0<\/p>\n<p>Spain\u2019s turn to Beijing has prompted angry reactions. After the Huawei wiretapping contract was announced, the chairmen of the US House and Senate Intelligence committees <a href=\"https:\/\/theobjective.com\/internacional\/2025-07-18\/senado-eeuu-revisar-acuerdo-inteligencia-espana-lazos-huawei\/\" target=\"_blank\" rel=\"noreferrer noopener\">sent<\/a> a letter to Spain\u2019s Director of National Intelligence demanding a review of the agreement to share intelligence between the two countries.\u00a0<\/p>\n<p>Brussels also warned Spain about the decision to use the Chinese company\u2019s hardware to store state wiretaps. \u201cHuawei represents materially higher risks\u201d than other telecoms suppliers, the European Commission <a href=\"https:\/\/www.ft.com\/content\/e99638ca-0cfc-412a-a7c3-25234fbbef19\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a>, adding that \u201ca lack of swift action exposes the EU as a whole to a clear risk.\u201d\u00a0<\/p>\n<p>Spain rejected the criticism. Huawei\u2019s share of the system is \u201cminor, watertight, certified and without an external connection,\u201d the Spanish government <a href=\"https:\/\/theobjective.com\/internacional\/2025-07-18\/senado-eeuu-revisar-acuerdo-inteligencia-espana-lazos-huawei\/\" target=\"_blank\" rel=\"noreferrer noopener\">insisted<\/a>.\u00a0\u00a0<\/p>\n<p>Many Spaniards feel that Huawei offers an unbeatable price-performance ratio that many emerging countries take advantage of, and that it does so under the same risks \u2014 no more and no less \u2014 than US suppliers. Spaniards believe that demonizing the Chinese company while overlooking the US National Security Agency\u2019s mass spying represents blatant hypocrisy. \u00a0<\/p>\n<p>The new Spanish Huawei contract, and the possible extension of supplies to Telefonica, should be seen as a warning to the Trump Administration. If the US tone and approach were more polite and friendly, Spain still might have taken the same friendly path to China.
