{"id":373093,"date":"2025-08-25T19:36:14","date_gmt":"2025-08-25T19:36:14","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/373093\/"},"modified":"2025-08-25T19:36:14","modified_gmt":"2025-08-25T19:36:14","slug":"polands-president-vetoes-legislation-to-prolong-benefits-for-ukrainian-refugees-poland","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/373093\/","title":{"rendered":"Poland\u2019s president vetoes legislation to prolong benefits for Ukrainian refugees | Poland"},"content":{"rendered":"<p class=\"dcr-130mj7b\">Poland\u2019s president has vetoed legislation to prolong benefits received by Ukrainian refugees in <a href=\"https:\/\/www.theguardian.com\/world\/poland\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" target=\"_blank\" rel=\"noopener\">Poland<\/a>, following up on a campaign promise to tighten welfare payments amid a steady growth in anti-Ukrainian sentiment among Poles.<\/p>\n<p class=\"dcr-130mj7b\">Karol Nawrocki, <a href=\"https:\/\/www.theguardian.com\/world\/2025\/aug\/06\/nationalist-karol-nawrocki-sworn-in-as-polish-president\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">who took office earlier this month<\/a> after winning an election in spring, said only Ukrainians in work should receive child benefit payments.<\/p>\n<p class=\"dcr-130mj7b\">\u201cWe remain open to providing assistance to Ukrainian citizens \u2013 that hasn\u2019t changed,\u201d said Nawrocki in a statement. \u201cBut after three and a half years, our law should be amended.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Nawrocki vetoed a bill that would have extended the current system of payments, due to expire in September, until March 2026. About 1 million refugees are believed to have settled in Poland since 2022, the majority of them women and children.<\/p>\n<p class=\"dcr-130mj7b\">The prime minister, Donald Tusk, criticised the veto, as did others in his government. \u201cWe cannot punish people for losing their job \u2013 particularly not innocent children. This is the ABC of human decency,\u201d the labour minister, Agnieszka Dziemianowicz-Bak, wrote on X. The child benefit payments are 800 z\u0142oty (\u00a3162) a month.<\/p>\n<p class=\"dcr-130mj7b\">\u201cPresident Nawrocki does not agree to the privileged treatment of citizens of other countries,\u201d said a statement released by his office. \u201cThat is why he has decided to veto the bill on assistance for Ukrainian citizens in its current form and will present his own legal proposals.\u201d<\/p>\n<p class=\"dcr-130mj7b\">The government and president are stuck in a legislative deadlock. Tusk had hoped that his political ally Rafa\u0142 Trzaskowski, the mayor of Warsaw, would win the presidential election, but <a href=\"https:\/\/www.theguardian.com\/world\/2025\/jun\/01\/exit-poll-in-polish-presidential-run-off-puts-candidates-neck-and-neck\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">the rightwing Nawrocki won<\/a> a tight contest, meaning he can veto government legislation. The government can also veto presidential proposals.<\/p>\n<p class=\"dcr-130mj7b\">The deputy prime minister and digital affairs minister, Krzysztof Gawkowski, claimed that by vetoing the legislation, Nawrocki also put at risk Poland\u2019s continued funding of Starlink satellite internet for <a href=\"https:\/\/www.theguardian.com\/world\/ukraine\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" target=\"_blank\" rel=\"noopener\">Ukraine<\/a>. \u201cThis is the end of Starlink internet, which Poland provides to Ukraine as it wages war,\u201d he wrote on X. A spokesperson for Nawrocki told Reuters that Starlink payments could continue if parliament adopted a proposed presidential bill by the end of September.<\/p>\n<p class=\"dcr-130mj7b\">Poland was <a href=\"https:\/\/www.theguardian.com\/global-development\/2022\/mar\/05\/poland-rush-to-aid-ukraine-refugees-russia-war\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">one of the most welcoming countries in Europe to Ukrainians<\/a> in the aftermath of Russia\u2019s full-scale invasion in February 2022, with millions of Poles volunteering to help at the border, donating to charitable causes or opening their homes to refugees.<\/p>\n<p class=\"dcr-130mj7b\">As time has gone on, anti-Ukrainian sentiment has been slowly increasing, despite studies showing that the influx of Ukrainians has benefited the Polish economy. A study by Poland\u2019s National Development Bank this year found that Ukrainians had contributed more in taxes than they had received in benefits, and found that their labour was crucial for economic stability.<\/p>\n<p class=\"dcr-130mj7b\">The resentment has been fuelled by politicians looking to score points. Trzaskowski, the liberal presidential challenger, first called for tightening the rules for Ukrainians to access benefits during his failed election campaign.
