Spain\u2019s Council of Ministers has approved a\u00a0Royal Decree to mod\u00adern\u00adize reg\u00adu\u00adla\u00adtions and improve trans\u00adparency in the olive oil indus\u00adtry, with changes to report\u00ading oblig\u00ada\u00adtions and data col\u00adlec\u00adtion prac\u00adtices. The decree also includes reforms to the Olive Oil Market Information System, requir\u00ading mills to sub\u00admit pro\u00adduc\u00adtion dec\u00adla\u00adra\u00adtions by cat\u00ade\u00adgory and intro\u00adduc\u00ading sim\u00adpli\u00adfied pro\u00adce\u00addures for organic pro\u00adduc\u00aders and by-prod\u00aduct val\u00adoriza\u00adtion.<\/p>\n

Spain\u2019s Council of Ministers offi\u00adcially approved a\u00a0Royal Decree<\/a> in July aimed at mod\u00adern\u00adiz\u00ading reg\u00adu\u00adla\u00adtion and improv\u00ading trans\u00adparency within the country\u2019s olive oil and table olive indus\u00adtries.<\/p>\n

Proposed by the Ministry of Agriculture, Fisheries and Food (MAPA), the decree intro\u00adduces sig\u00adnif\u00adi\u00adcant changes to report\u00ading oblig\u00ada\u00adtions, data col\u00adlec\u00adtion prac\u00adtices and com\u00adpli\u00adance struc\u00adtures affect\u00ading pro\u00adduc\u00aders, proces\u00adsors and oper\u00ada\u00adtors through\u00adout the sup\u00adply chain.<\/p>\n

Central to the decree is the reform of the Olive Oil Market Information System (SIMO), jointly admin\u00adis\u00adtered by the min\u00adistry and Spain\u2019s autonomous com\u00admu\u00adni\u00adties.\u00a0<\/p>\n

The revised SIMO frame\u00adwork requires olive mills to sub\u00admit annual dec\u00adla\u00adra\u00adtions on pro\u00adduc\u00adtion vol\u00adumes, now dis\u00adag\u00adgre\u00adgated by cat\u00ade\u00adgory: extra vir\u00adgin, vir\u00adgin and lam\u00adpante.\u00a0<\/p>\n

These dec\u00adla\u00adra\u00adtions must be sub\u00admit\u00adted before the olive oil is sold into the mar\u00adket, which offi\u00adcials believe will improve trace\u00adabil\u00adity.<\/p>\n

The new pro\u00advi\u00adsions also sim\u00adplify reg\u00adu\u00adla\u00adtory pro\u00adce\u00addures for organic pro\u00adduc\u00aders. Monthly dec\u00adla\u00adra\u00adtions of organic pro\u00adduc\u00adtion will be replaced by a\u00a0sin\u00adgle annual com\u00adple\u00admen\u00adtary report, reduc\u00ading admin\u00adis\u00adtra\u00adtive over\u00adhead while pre\u00adserv\u00ading the accu\u00adracy and reli\u00ada\u00adbil\u00adity of pro\u00adduc\u00adtion data.<\/p>\n

In a\u00a0sim\u00adi\u00adlar effort to stream\u00adline com\u00adpli\u00adance, enti\u00adties involved in the val\u00adoriza\u00adtion of by-prod\u00aducts such as olive pomace must report monthly activ\u00adity; how\u00adever, mills and extrac\u00adtors will no longer be oblig\u00adated to main\u00adtain detailed des\u00adti\u00adna\u00adtion records, pro\u00advided dec\u00adla\u00adra\u00adtions are sub\u00admit\u00adted.<\/p>\n

To sim\u00adplify the admin\u00adis\u00adtra\u00adtive process, the decree elim\u00adi\u00adnates out\u00addated tem\u00adplate forms, with a\u00a0tran\u00adsi\u00adtion to fully dig\u00adi\u00adtized report\u00ading via exist\u00ading elec\u00adtronic sys\u00adtems man\u00adaged by national and regional author\u00adi\u00adties.\u00a0<\/p>\n

The decree also updates the gov\u00ader\u00adnance roles of the Agencia de Informaci\u00f3n y\u00a0Control Alimentarios (AICA) and autonomous com\u00admu\u00adni\u00adties con\u00adcern\u00ading the cen\u00adsus of reg\u00adis\u00adtered pro\u00adduc\u00adtion facil\u00adi\u00adties and oper\u00ada\u00adtors, adjust\u00adments aligned with recent amend\u00adments to Spain\u2019s Food Chain Law.<\/p>\n

The MAPA intro\u00adduced stricter over\u00adsight mech\u00ada\u00adnisms, enhanced trace\u00adabil\u00adity require\u00adments, and new qual\u00adity con\u00adtrol stan\u00addards to ensure that olive oil labeled as \u200b\u201cextra vir\u00adgin\u201d or \u200b\u201cpure\u201d gen\u00aduinely meets those cri\u00adte\u00adria.<\/p>\n

The tim\u00ading of the decree has prompted spec\u00adu\u00adla\u00adtion about its con\u00adnec\u00adtion to recent alle\u00adga\u00adtions<\/a> by the pres\u00adi\u00addent of Dcoop, a\u00a0coop\u00ader\u00ada\u00adtive with thou\u00adsands of mem\u00adbers.<\/p>\n

Antonio Luque accused bot\u00adtlers of mix\u00ading olive oil with cheaper alter\u00adna\u00adtives such as sun\u00adflower oil, although no evi\u00addence was pro\u00advided.<\/p>\n

The decree also aligns with broader European Union reforms<\/a>. Delegated Regulation 2022\/2104 and Implementing Regulation 2022\/2105, which came into force in late 2022, man\u00addate uni\u00adfied label\u00ading stan\u00addards and ana\u00adlyt\u00adi\u00adcal meth\u00adods across mem\u00adber states.\u00a0<\/p>\n

These updates reflect rec\u00adom\u00admen\u00adda\u00adtions from a\u00a02021 study<\/a> led by Lanfranco Conte, which iden\u00adti\u00adfied sys\u00adtemic weak\u00adnesses in fraud detec\u00adtion and reg\u00adu\u00adla\u00adtory enforce\u00adment across the E.U.<\/p>\n

In par\u00adal\u00adlel with these reg\u00adu\u00adla\u00adtory efforts, the MAPA has pro\u00adposed a\u00a0mar\u00adket inter\u00adven\u00adtion mech\u00ada\u00adnism<\/a> designed to sta\u00adbi\u00adlize sup\u00adply and demand.\u00a0<\/p>\n

\u201cIf the fore\u00adcasted pro\u00adduc\u00adtion for a\u00a0cam\u00adpaign exceeds 120 per\u00adcent of the aver\u00adage avail\u00adabil\u00adity over the past six cam\u00adpaigns, avail\u00adabil\u00adity defined as the sum of car\u00adry\u00adover stock, imports and pro\u00adduc\u00adtion, it would be acti\u00advated, and the excess vol\u00adume would be with\u00addrawn from the mar\u00adket,\u201d Juan Vilar, the chief exec\u00adu\u00adtive of olive oil con\u00adsul\u00adtancy Vilcon<\/a>, told Olive Oil Times.\u00a0<\/p>\n

\u201cFor the cur\u00adrent cam\u00adpaign, this would mean remov\u00ading approx\u00adi\u00admately 162,000 tons,\u201d he added.<\/p>\n

Vilar acknowl\u00adedged the com\u00adplex\u00adity of such a\u00a0move. \u200b\u201cIntervening in a\u00a0mar\u00adket is never sim\u00adple or ideal,\u201d he said, \u200b\u201cbut it could be ben\u00ade\u00adfi\u00adcial for the entire value chain, pro\u00advid\u00ading sta\u00adbil\u00adity and trans\u00adparency with\u00adout harm\u00ading mar\u00adgins or incomes.\u201d\u00a0<\/p>\n

Vilar empha\u00adsized that \u200b\u201cthe decadal aver\u00adages would remain the same, but more sta\u00adble for the farmer, the mill and the bot\u00adtler.\u201d<\/p>\n

However, he also cau\u00adtioned that the mechanism\u2019s effec\u00adtive\u00adness is not guar\u00adan\u00adteed.\u00a0<\/p>\n

\u201cWe must see whether immo\u00adbi\u00adliz\u00ading that set amount could influ\u00adence the mar\u00adket, and whether Spain\u2019s inter\u00adven\u00adtion would affect global trade among pro\u00adduc\u00aders,\u201d he said. \u200b\u201cEven with a\u00a0cam\u00adpaign match\u00ading the national aver\u00adage, prices have declined<\/a>. So it might not be an effi\u00adcient tool and could gen\u00ader\u00adate com\u00admer\u00adcial dis\u00adtor\u00adtions.\u201d<\/p>\n

Looking ahead, Vilar sees struc\u00adtural shifts in the sec\u00adtor. \u200b\u201cThe olive sec\u00adtor is enter\u00ading a\u00a0new cycle,\u201d he explained.\u00a0<\/p>\n
