{"id":375604,"date":"2025-08-26T18:31:22","date_gmt":"2025-08-26T18:31:22","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/375604\/"},"modified":"2025-08-26T18:31:22","modified_gmt":"2025-08-26T18:31:22","slug":"russia-to-quit-europes-anti-torture-convention","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/375604\/","title":{"rendered":"Russia to Quit Europe\u2019s Anti-Torture Convention"},"content":{"rendered":"<p>Russia will formally <a href=\"http:\/\/publication.pravo.gov.ru\/document\/0001202508250028\" title=\"withdraw\" target=\"_blank\" rel=\"noopener\">withdraw<\/a> from Europe\u2019s convention for the prevention of torture, a move some rights advocates say is largely symbolic given the country\u2019s already worsening human rights record.<\/p>\n<p data-start=\"365\" data-end=\"584\">Prime Minister Mikhail Mishustin signed a decree on Saturday proposing that President Vladimir Putin submit the withdrawal to the State Duma, Russia\u2019s lower house of parliament. The decree was first made public on Monday evening.<\/p>\n<p data-start=\"586\" data-end=\"916\">The European Convention for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment, adopted in 1987, allows inspections of detention facilities across member states. Russia ratified the treaty in 1998, two years after joining the Council of Europe, which promotes democracy, human rights and the rule of law.<\/p>\n<p data-start=\"918\" data-end=\"1194\">Russia <a href=\"https:\/\/www.themoscowtimes.com\/2022\/03\/15\/russia-has-launched-exit-procedure-from-council-of-europe-a76944\" title=\"quit\" target=\"_blank\" rel=\"noopener\">quit<\/a> the Council of Europe in March 2022 after being suspended over its full-scale invasion of Ukraine. Later that year, it also withdrew from the European Convention on Human Rights, ending its obligation to recognize rulings from the European Court of Human Rights.<\/p>\n<p data-start=\"1196\" data-end=\"1285\">Russia remains a party to the UN Convention Against Torture, which it ratified in 1985.<\/p>\n<p>\t\tnews<br \/>\n\t\t<a data-id=\"in-article-block\" class=\"related-article__inner\" href=\"https:\/\/www.themoscowtimes.com\/2025\/08\/26\/investigation-reveals-systematic-torture-of-ukrainians-in-russian-prisons\" title=\"Investigation Reveals Systematic Torture of Ukrainians in Russian Prisons\" target=\"_blank\" rel=\"noopener\"><\/p>\n<p>\t\t\t\tInvestigation Reveals Systematic Torture of Ukrainians in Russian Prisons<br \/>\n\t\t\tRead more<br \/>\n\t\t<\/a><\/p>\n<p data-start=\"1287\" data-end=\"1588\">The rights group Crew Against Torture <a href=\"https:\/\/t.me\/no_torture\/3683\" title=\"warned\">warned<\/a> the withdrawal could worsen conditions in Russian prisons. It noted that during Russia\u2019s 27 years in the convention, the European Committee for the Prevention of Torture made 30 visits and drafted 27 reports \u2014 only four of which Moscow agreed to publish.<\/p>\n<p data-start=\"1590\" data-end=\"1731\">The NGO said the convention helped ease overcrowding, improve conditions in penal colonies and secure better protections for some inmates.<\/p>\n<p data-start=\"1733\" data-end=\"2013\">\u201cRussia\u2019s withdrawal&#8230; marks the final dismantling of the European human rights monitoring system in the country.
