{"id":376602,"date":"2025-08-27T03:27:10","date_gmt":"2025-08-27T03:27:10","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/376602\/"},"modified":"2025-08-27T03:27:10","modified_gmt":"2025-08-27T03:27:10","slug":"germanys-syrian-generation-not-ready-to-pack-up-and-go-home","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/376602\/","title":{"rendered":"Germany\u2019s Syrian generation not ready to pack up and go home"},"content":{"rendered":"<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-0-BNSBHCJMKBHQVA4IKFF74HELAM\"><a href=\"https:\/\/www.thenationalnews.com\/tags\/syria\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.thenationalnews.com\/tags\/syria\/\">Syria<\/a> wants them back. <a href=\"https:\/\/www.thenationalnews.com\/tags\/germany\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.thenationalnews.com\/tags\/germany\/\">Germany<\/a> will pay them to go. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-1-A4U7TIQGNFF4NK7G2Z6XMYPIYI\">But a generation of one million Syrian refugees is choosing new German roots over the allure of their homeland, with fewer than 2,000 taking up a cash offer to return since the fall of <a href=\"https:\/\/www.thenationalnews.com\/tags\/bashar-al-assad\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.thenationalnews.com\/tags\/bashar-al-assad\/\">Bashar Al Assad<\/a>, The National has been told.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-3-MPESQSLYPJG2FGCQSM7PMG24ZQ\">Many are marking 10 years in Germany, since the dramatic scenes of 2015, when masses of people, carrying little but the clothes on their backs across <a href=\"https:\/\/www.thenationalnews.com\/tags\/europe\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.thenationalnews.com\/tags\/europe\/\">Europe<\/a>, slept at train stations, lit campfires in the streets and persuaded Germans to open their doors. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-5-J67QSMHJCRFYXETBMIOZYBES4A\">In interviews, Syrian-Germans say much has changed since. A new government in Berlin preaches border closures and deportations. A new government in <a href=\"https:\/\/www.thenationalnews.com\/tags\/damascus\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.thenationalnews.com\/tags\/damascus\/\">Damascus<\/a> has begun rebuilding from civil war, raising the question of whether Syrians still need asylum in Europe.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-6-O3P7SMEIVFH4BG4UX6SHUN2WCA\">Yet many now have deep roots in Germany, with children born and raised there who never knew the old Syria. \u201cWe are not between two worlds \u2013 we are the bridge that connects them,\u201d one of the 2015 generation, Ahmad Al Hamidi, likes to tell his two children.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-8-SZABQI5D7FHSZDQXQLYUR5AV6U\">Since January, Syrian asylum seekers who return voluntarily have been able to claim travel costs plus \u20ac1,000 ($1,160) in \u201cstart-up assistance\u201d from the German government. But as of last month, only 1,337 people had done so, Interior Ministry figures obtained by The National show.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-9-EKB3BJGY2ZHV5J75WUFJOG42I4\">A further 227 have had their costs covered by Germany\u2019s 16 state governments, who in turn are reimbursed by Berlin. There are talks on deporting Syrians linked to crime or violence. Right-wing politicians seize on ugly cases to call for \u201cremigration\u201d.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-10-ZAABEFVULNA4DB2GDDWVBZ42H4\">Mr Al Hamidi worries, though, that a purge of bad apples will unsettle the flourishing ones, too. \u201cSomeone who lives here, pays taxes here and raises their children here is not a temporary guest,\u201d he said.<\/p>\n<p><b>&#8216;We can do it&#8217;<\/b><\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-13-OFQKIQ67VRCCJHFUWRFFZQOOT4\">Jala El Jazairi used to work for a <a href=\"https:\/\/www.thenationalnews.com\/tags\/un\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.thenationalnews.com\/tags\/un\/\">UN<\/a> refugee agency in Damascus. After <a href=\"https:\/\/www.thenationalnews.com\/news\/mena\/2025\/03\/01\/syrias-long-road-to-recovery-lessons-from-a-devastated-damascus-suburb\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.thenationalnews.com\/news\/mena\/2025\/03\/01\/syrias-long-road-to-recovery-lessons-from-a-devastated-damascus-suburb\/\">Syria\u2019s civil war<\/a> broke out in 2011, she became a refugee herself.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-14-VQNHN37LMFHCPDIANMBUGZHE7M\">Once in Germany, she took up work for a refugee council in Potsdam. In the summer of 2015 she witnessed an extraordinary outpouring of sympathy for the hundreds of thousands of people fleeing the Middle East for Europe.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-15-T74Y7DLYSJH6DJD7EVF77PFLMA\">In chaotic scenes, many refugees arrived by boat in <a href=\"https:\/\/www.thenationalnews.com\/tags\/turkey\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.thenationalnews.com\/tags\/turkey\/\">Turkey<\/a> and <a href=\"https:\/\/www.thenationalnews.com\/tags\/greece\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.thenationalnews.com\/tags\/greece\/\">Greece<\/a>, then headed north by train or on foot, braving border fences and tear gas. Germans donated clothes and mobilised to put up the new arrivals. There were cheering crowds with \u201crefugees welcome\u201d signs at stations.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-16-ZDWFKBXDAVEMDMC3FEKDEA4ILU\">\u201cI had more German volunteers coming than I needed at the beginning,\u201d Ms El Jazairi told The National.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-17-6DTUUBISZZHM3MPN4QWX4B7O4E\">Then-<a href=\"https:\/\/www.thenationalnews.com\/tags\/angela-merkel\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.thenationalnews.com\/tags\/angela-merkel\/\">chancellor<\/a> Angela Merkel was the face of Germany\u2019s open-door policy \u2013 sometimes literally, with grateful migrants clutching her portrait as they travelled. Her mantra was \u201cwir schaffen das\u201d, meaning \u201cwe can do it\u201d or \u201cwe\u2019ll manage it\u201d. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-19-2T35EY44YVFNRMJBB6V6BDDQNU\">Mr Al Hamidi left his birthplace of Aleppo after his home was bombed in the Syrian war, eventually reaching Friedrichshafen in the far south of Germany. He recalls that summer as a time of \u201ceuphoria\u201d, when Germany \u201copened its heart wide\u201d.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-20-KBREVKXLXRDCVN2WUACW4I4RVE\">It is hard to imagine that euphoria now. But <a href=\"https:\/\/www.thenationalnews.com\/tags\/isis\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.thenationalnews.com\/tags\/isis\/\">ISIS<\/a> was on the march in Syria and Iraq, and migrant boats washing up on European shores was a newer and more shocking sight. Mrs Merkel had recently been panned for telling a Palestinian girl that some migrants would have to \u201cgo back\u201d, reducing her to tears. And German authorities became overwhelmed, at one point admitting on Twitter, now X, that asylum rules were \u201ceffectively no longer being adhered to\u201d.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-21-4KKTQA3PMVG2LNQXNTENWCDGBE\">Some saw a deeper element, an act of atonement for Germany\u2019s past. Mrs Merkel hinted at that, saying she was moved by the opening words of Germany\u2019s post-1945 constitution: \u201cHuman dignity is inviolable.\u201d Sigmar Gabriel, her vice chancellor, recognised a Christian impulse. \u201cYou can accuse her of some mistakes in handling that challenge in 2015 but certainly not of departing from her inner compass,\u201d he wrote in an essay on Mrs Merkel\u2019s tenure that he shared with The National when she left office.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-22-WM3KUQDBLJC7VAYW3DBN2T3A24\">Whatever its motives, Germany had a practical issue on its hands. How could it handle more than 1.2 million people whose asylum claims were registered in 2015 and 2016? How could it unite Germans with Syrians uprooted from vastly different backgrounds?<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-24-MFTQNJGHGFHPZOYXIZNJX5SKF4\">\u201cWhen many of us arrived in 2015, we were individuals \u2013 quiet, scattered, often grateful for invisibility or for finding one another while navigating shared uncertainty,\u201d said <a href=\"https:\/\/www.thenationalnews.com\/world\/europe\/syrian-artist-unveils-symbolic-work-outside-war-crimes-trial-in-germany-1.1042570\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.thenationalnews.com\/world\/europe\/syrian-artist-unveils-symbolic-work-outside-war-crimes-trial-in-germany-1.1042570\">Khaled Barakeh<\/a>, a Syrian artist who now has a studio in Berlin.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-25-4IM4W75X3FGJ3KIC3M3KCLRFYM\">But the \u201cwelcome culture\u201d of 2015, he says, would soon turn out to have conditions attached \u2013 an expectation from Germans that their new neighbours would be grateful, bring in useful tax revenue and keep quiet politically.<\/p>\n<p><b>Integration<\/b><\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-28-CZFWKVGMRNBWFP3HUJ4U3KN5N4\">Whether Germany did \u201cmanage it\u201d is a matter of political debate. The far-right <a href=\"https:\/\/www.thenationalnews.com\/news\/europe\/2025\/02\/05\/rise-of-murky-accounts-backing-germanys-far-right-on-tiktok\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.thenationalnews.com\/news\/europe\/2025\/02\/05\/rise-of-murky-accounts-backing-germanys-far-right-on-tiktok\/\">Alternative for Germany (AfD)<\/a> party surged into parliament at the 2017 election, on an anti-immigrant platform that warned of \u201cIslamic parallel societies\u201d. Others prefer to highlight success stories.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-29-LSM3UYAPZRDCPNYSFKZNPJIYS4\">A Syrian view is that sticking together has often brought results. Under the Assad regime \u201cthe Syrians had to learn to organise themselves, to protect themselves, to offer services\u201d, Ms El Jazairi said, especially during the war. \u201cThis experience that they had there, they brought it with them everywhere they went in Europe.\u201d<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-30-RDPUMXKPIRHENHLM3VSKIXEGLU\">One victory for the \u201cSyrian lobby\u201d, she said, was a change to <a href=\"https:\/\/www.thenationalnews.com\/world\/europe\/2024\/01\/19\/germany-fast-tracks-citizenship-without-israel-loyalty-test\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.thenationalnews.com\/world\/europe\/2024\/01\/19\/germany-fast-tracks-citizenship-without-israel-loyalty-test\/\">German passport rules<\/a> that cut the waiting time from eight years to five. Many Syrians have gone down that road: more than 80,000 became German citizens in 2024, far more than any other nationality. Syrians \u201coften apply for citizenship as soon as they meet the conditions\u201d, Germany&#8217;s statistics office noted in June. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-31-U4ZEEYLPKJBLVMURDUREXHEECA\">Mr Al Hamidi, one of those new citizens, also praises the Syrian community spirit. As more refugees arrived, Syrians already in Germany \u201ctook up a key role, not just as interpreters but also as mentors, neighbours and members of societies\u201d, he said.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-33-HMEMTHEZFNF6LMUTWZKXQ2HFCY\">He sees progress, too, in the job market, where Syrians were often held back by a lack of language skills or recognised qualifications. \u201cThe German labour market is like a castle with many doors and not all of them open easily,\u201d said Mr Al Hamidi, a lawyer. \u201cThe labour market needs us and we need fair opportunities.\u201d<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-34-Q4JXEEBSUNCBNH6UQDFHMZGVYM\">Economists say Syrians are vital for plugging labour shortages in an ageing German population. The AfD likes to mock that idea, often using &#8220;skilled workers&#8221; as sardonic code for migrants involved in crime. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-35-NHN47VZKL5AWJAGCMI6LVGILNI\">From 2020 onwards, the number of Syrian asylum seekers climbed again, arriving either from their battered country or from limbo in refugee camps. Some arrive in Europe unable to read their own language, never mind German.<\/p>\n<p><img decoding=\"async\" _id=\"CJWTGMMTFJGJNJOYT32MN4WPZQ\" type=\"image\" originalwidth=\"811\" originalheight=\"553\" alt=\"\" data-chromatic=\"ignore\" loading=\"lazy\" fetchpriority=\"low\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/08\/CJWTGMMTFJGJNJOYT32MN4WPZQ.png\" width=\"400\" height=\"273\"\/><\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-37-TXTKMYKIVVAOVF3SDTWCCMK3TM\">&#8220;A lot of people came from Syria with a literacy problem \u2013 they couldn&#8217;t write and read,&#8221; Ms El Jazairi said. &#8220;The level of literacy in Syria is better than other countries, like Afghanistan, for example, but still it was a challenge.&#8221; She helped set up courses for mothers and carers with little time for German lessons. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-38-WHJ4CXMBYRGNVCZASM77JTO3XI\">Even while Mr Al Assad was still in power, Germany was eyeing up ways to return the poorly integrated and those denied asylum. Most of the 2015 intake were granted three-year refugee status. More recent arrivals have been given only one year of &#8220;subsidiary protection&#8221; because they were not at individual risk. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-40-UHP7XEWLENALRMENVHRLC3MZMY\">Mr Barakeh, the artist in Berlin, says the war in <a href=\"https:\/\/www.thenationalnews.com\/tags\/gaza\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.thenationalnews.com\/tags\/gaza\/\">Gaza<\/a> has also shrunk the \u201cideological space to manoeuvre\u201d for refugees, with Germany&#8217;s always twitchy anti-Semitism radar on particularly high alert. German President Frank-Walter Steinmeier was criticised for telling Arabs in Germany to distance themselves from <a href=\"https:\/\/www.thenationalnews.com\/tags\/hamas\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.thenationalnews.com\/tags\/hamas\/\">Hamas<\/a>. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-41-BALAPUI4R5BAHN6ZXC2THNHN3M\">\u201cIntegration is no longer imagined as a two-way process of mutual transformation but as an obligation to assimilate, to become palatable,\u201d Mr Barakeh said. &#8220;We are all painted with the same brush as if we are one thing, without looking into our complex individual being.&#8221;<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-42-JPUSUZWUBBH53OZILC4CMXFTI4\">There is a &#8220;gap between what Germany wants Syrians to be \u2013 integrated, post-conflict, grateful \u2013 and what we know ourselves to be&#8221;, namely survivors of an unresolved war and bearers of stories the West has grown tired of hearing, he added. <\/p>\n<p><b>The future<\/b><\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-45-U6X6LLCNZ5FRVNQF65TLZVFR3A\">Some Syrians celebrated on German streets when Mr Al Assad was overthrown in December. But he had barely begun his exile in <a href=\"https:\/\/www.thenationalnews.com\/tags\/russia\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.thenationalnews.com\/tags\/russia\/\">Russia<\/a> before European politicians were discussing their return.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-46-ZNOGZAPPPNF4PIYEX6EGMAIPJU\">Asylum claims were frozen and most are still in limbo while Germany monitors developments. While only 70 Syrians have been rejected outright so far this year, more than 51,000 are awaiting a decision. Having resumed deportations to <a href=\"https:\/\/www.thenationalnews.com\/tags\/afghanistan\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.thenationalnews.com\/tags\/afghanistan\/\">Afghanistan<\/a>, Germany is studying its options for Syria, and even those with a secure footing wonder about the future. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-47-FCCDYTVXXZDFHCUVFUYQKA4IUU\">&#8220;The discussion about deportations affects a small minority and it must not lead to millions of people having to wonder if they really belong,&#8221; said Mr Al Hamidi. He sees Syrians as &#8220;part of the solution&#8221; to Germany&#8217;s economic problems. &#8220;We bring our energy, our education, our children \u2013 Germany gives us security, opportunities and community,&#8221; he said. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-48-DOUQY5DLIJCENIYKES6X56VPRA\">The German government that took office in May has explicitly turned its back on the spirit of 2015. Chancellor <a href=\"https:\/\/www.thenationalnews.com\/news\/europe\/2025\/05\/06\/friedrich-merz-elected-chancellor-by-german-parliament-at-second-attempt\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.thenationalnews.com\/news\/europe\/2025\/05\/06\/friedrich-merz-elected-chancellor-by-german-parliament-at-second-attempt\/\">Friedrich Merz<\/a>, an old rival of Mrs Merkel, says his Christian Democratic Union party &#8220;made mistakes&#8221; that year. Alexander Dobrindt, the current Interior Minister, withdrew a Merkel-era instruction that police should not turn away asylum seekers at the border. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-50-TSDBJHJ5HBGURDLJZRFQHA3ULU\">The Syrian government under President <a href=\"https:\/\/www.thenationalnews.com\/news\/mena\/2025\/08\/21\/al-shara-approves-temporary-electoral-law-ahead-of-syrian-parliament-vote\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.thenationalnews.com\/news\/mena\/2025\/08\/21\/al-shara-approves-temporary-electoral-law-ahead-of-syrian-parliament-vote\/\">Ahmad Al Shara<\/a> is meanwhile striking eye-catching <a href=\"https:\/\/www.thenationalnews.com\/news\/mena\/2025\/08\/06\/syria-to-expand-main-airport-and-build-subway-in-14-billion-deal-with-foreign-partners\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.thenationalnews.com\/news\/mena\/2025\/08\/06\/syria-to-expand-main-airport-and-build-subway-in-14-billion-deal-with-foreign-partners\/\">investment deals with Gulf countries<\/a> and has encouraged refugees to come home. But its efforts to rebuild have been marred by sectarian violence and regional power struggles. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-51-A7UA44IHHZG25FBEWSIIDRDD3U\">At least one man, Youssef Al Labbad, was allegedly tortured and killed on his return from Germany. A humanitarian official who visited Syria last week was dismayed to find that people who returned &#8220;brimming with ideas&#8221; had &#8220;hardly any assistance to help people rebuild lives, homes and livelihoods&#8221;. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-52-YF4TOWLYPBDN5NWNXXVTQWB3JM\">Almost one in four <a href=\"https:\/\/www.thenationalnews.com\/news\/europe\/2024\/12\/16\/syria-refugees-germany\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.thenationalnews.com\/news\/europe\/2024\/12\/16\/syria-refugees-germany\/\">Syrians in Germany<\/a> are too young to have known life before the civil war, analysis by The National revealed last year.
