(AP) \u2014 U.S. production of crucial components in electric vehicles, smartphones and fighter jets is set to expand rapidly in the coming years, as the Trump administration intensifies efforts to build up <a href=\"https:\/\/apnews.com\/article\/rare-earths-trump-tariffs-china-trade-war-effd6a7ec64b5830df9d3c76ab9b607a\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:the critical mineral industry;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">the critical mineral industry<\/a> in the United States to work to break <a href=\"https:\/\/apnews.com\/article\/trade-minerals-rare-china-trump-5f7c9b9360cfb3cce702649e0c568a0e\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:the chokehold that China has;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">the chokehold that China has<\/a> on the global supply chain.<\/p>\n<p class=\"yf-1090901\">The federal government is pumping hundreds of millions of dollars into American companies, has made an agreement with one firm to set a minimum price for some U.S.-produced critical minerals, and has launched an investigation into foreign-made supplies.<\/p>\n<p class=\"yf-1090901\">&#8220;This is the Manhattan Project moment for rare earths,&#8221; said Joshua Ballard, CEO of USA Rare Earth, which plans next year to start making the rare-earth magnets that appear in many products.<\/p>\n<p class=\"yf-1090901\">The White House has made it a priority to revive the domestic critical minerals industry, which is proving urgent after Beijing <a href=\"https:\/\/apnews.com\/article\/china-us-tariffs-timeline-trump-xi-1eeed2865dc7b14e23d7eb8069ba41ea\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:leveraged its near-monopoly;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">leveraged its near-monopoly<\/a> on the products to force the U.S. to the negotiating table during <a href=\"https:\/\/apnews.com\/article\/china-united-states-tariffs-trump-trade-3a1cb2941aa7387f25befe86fbe1f1c0\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:a trade war;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">a trade war<\/a>.<\/p>\n<p class=\"yf-1090901\"><a href=\"https:\/\/apnews.com\/hub\/donald-trump\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:President Donald Trump;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">President Donald Trump<\/a> said this week that China \u201cintelligently went and they sort of took a monopoly of the world&#8217;s magnets,&#8221; but he expressed confidence in securing supplies because the U.S. has \u201cmuch bigger and better cards.&#8221;<\/p>\n<p class=\"yf-1090901\">\u201cWe\u2019re going to have a lot of magnets in a pretty short period of time. In fact, we&#8217;ll have so many, we won\u2019t know what to do with them,\u201d he said as he <a href=\"https:\/\/apnews.com\/article\/donald-trump-south-korea-trade-lee-jae-myung-f80efa062dcc1b2430bbe3f12d6d1b6e\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:hosted South Korean President Lee Jae Myung;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">hosted South Korean President Lee Jae Myung<\/a>.<\/p>\n<p class=\"yf-1090901\">Critical minerals have been tied to national security<\/p>\n<p class=\"yf-1090901\">Industry insiders, analysts and lawmakers have warned for years that <a href=\"https:\/\/apnews.com\/article\/china-xinjiang-critical-minerals-forced-labor-uyghur-eac368889c299fd304a3b7beefc7469a\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:America\u2019s dependence on China for critical minerals;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">America\u2019s dependence on China for critical minerals<\/a> \u2014 a list of 50 minerals that includes 17 sought-after rare-earth elements \u2014 is a national vulnerability.<\/p>\n<p class=\"yf-1090901\">The hard-to-pronounce elements are needed in smartphones, wind turbines and robots as well as missiles, submarines and fighter jets.<\/p>\n<p class=\"yf-1090901\">\u201cOur national and economic security are now acutely threatened by our reliance upon hostile foreign powers\u2019 mineral production,\u201d an executive order from Trump declared in March.<\/p>\n<p class=\"yf-1090901\">It was not until Beijing rolled out <a href=\"https:\/\/apnews.com\/article\/china-rare-earths-minerals-trump-dbaaf84b6863e34975ec341cf3ac1d3a\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:export restrictions on several rare earths;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">export restrictions on several rare earths<\/a> in April \u2014 leading to a temporary halt of <a href=\"https:\/\/apnews.com\/article\/ford-louisville-assembly-plant-electric-vehicles-bde8fee4209176be186e6b4f91252dd2\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Ford\u2019s electric vehicle production;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Ford\u2019s electric vehicle production<\/a> \u2014 that &#8220;the problem that for over a decade seemed far away hit close to home,\u201d said Gracelin Baskaran, director of the Critical Minerals Security Program at the Washington-based Center for Strategic and International Studies.<\/p>\n<p class=\"yf-1090901\">Trump said Monday that he could charge 200% <a href=\"https:\/\/apnews.com\/article\/china-us-switzerland-tariffs-negotiations-b3f5174d086e39b2522ab848ddad9372\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:tariffs on Chinese goods;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">tariffs on Chinese goods<\/a> if Beijing does not export magnets to the U.S. but noted \u201cthat\u2019s perhaps behind us.\u201d Instead, he said he could withhold airplane parts to ground China\u2019s American-made Boeing jets.<\/p>\n<p class=\"yf-1090901\">When asked about the leverage, Guo Jiakun, a Chinese foreign ministry spokesman, said Tuesday that Beijing \u201cfollows the principle of mutual respect, peaceful coexistence and mutually beneficial cooperation\u201d in dealing with the U.S.<\/p>\n<p class=\"yf-1090901\">\u201cWe hope the U.S. will work with us to jointly promote the steady, sound and sustainable development of bilateral ties,\u201d Guo said.<\/p>\n<p class=\"yf-1090901\">The critical minerals industry welcomes support<\/p>\n<p class=\"yf-1090901\">The Pentagon is <a href=\"https:\/\/apnews.com\/article\/mp-materials-rare-earths-trump-china-7efe8b903b9668433d7c0a60be50b8c9\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:investing $400 million;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">investing $400 million<\/a> in rare-earth producer MP Materials. It gave the U.S. company <a href=\"https:\/\/www.defense.gov\/News\/Releases\/Release\/Article\/4270722\/office-of-strategic-capital-announces-first-loan-through-dod-agreement-with-mp\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:a $150 million loan;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">a $150 million loan<\/a> this month, has promised to ensure every magnet made at its massive new plant is bought and set a minimum price for its neodymium and praseodymium products for a decade.<\/p>\n<p class=\"yf-1090901\">\u201cIt looks like we\u2019re going to finally do something to address that issue and make these projects a reality,\u201d said Mark Smith, CEO of NioCorp, an American company working to <a href=\"https:\/\/apnews.com\/article\/critical-minerals-rare-earths-nebraska-mine-niocorp-9bc3b7ade6387c238b6cd9589063ee39\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:raise $1.2 billion;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">raise $1.2 billion<\/a> to produce niobium, titanium, scandium and rare earths <a href=\"https:\/\/apnews.com\/article\/joe-biden-business-united-states-environment-nebraska-6f820e066c12ad04853fc832e674a33e\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:in Nebraska;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">in Nebraska<\/a>.<\/p>\n<p class=\"yf-1090901\">Over four decades, Smith said he&#8217;s seen how the U.S. ceded the industry to China, which came to dominate the supply chain by brushing aside environmental concerns, investing in mines worldwide, developing advanced processing technology and setting low prices to squeeze out competition.<\/p>\n<p class=\"yf-1090901\">Previous efforts by U.S. companies to eke out a viable business proved futile when China flooded the market with low-priced products, chasing away potential investors.<\/p>\n<p class=\"yf-1090901\">NioCorp recently secured up to $10 million from the Pentagon, which helped pay for exploratory drilling this summer.<\/p>\n<p class=\"yf-1090901\">While it is unclear if the government would extend a minimum-price deal to other U.S. companies, Smith said the current support is \u201cunbelievable&#8221; compared with the past. A price floor, he said, &#8220;just takes away the Chinese modus operandi that they\u2019ve had for forever.\u201d<\/p>\n<p class=\"yf-1090901\">About 220 miles away from where MP Materials is building a magnet plant in Fort Worth, Texas, Noveon Magnetics runs America\u2019s only factory currently making rare-earth magnets. Located south of Austin, it is ramping up production to make 2,000 tons of magnets a year.<\/p>\n<p class=\"yf-1090901\">\u201cI certainly hope and think it actually is not what may be the last of the efforts by the U.S. government,\u201d Noveon Magnetics CEO Scott Dunn said of the Pentagon-MP Materials partnership.<\/p>\n<p class=\"yf-1090901\">Even with all the new production aiming to come online in the next few years, American companies are still nowhere near being able to satisfy North America&#8217;s demand for roughly 35,000 tons of magnets a year, analysts at Benchmark Mineral Intelligence estimate. And the demand could double in the next decade.<\/p>\n<p class=\"yf-1090901\">Ballard, whose USA Rare Earth plans to start making about 600 tons of magnets in Oklahoma next year, said the government can provide incentives to stop American buyers from falling back on cheap Chinese products once they are widely available again.<\/p>\n<p class=\"yf-1090901\">US government ramps up investments<\/p>\n<p class=\"yf-1090901\">This year\u2019s <a href=\"https:\/\/apnews.com\/article\/trump-big-beautiful-gop-taxes-ced365c347de9320eef2ccb8df16dda2\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:big tax and spending cut bill;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">big tax and spending cut bill<\/a> includes $2 billion for the Pentagon to boost the U.S. stockpile of critical minerals and $5 billion more through 2029 to invest in those supply chains.<\/p>\n<p class=\"yf-1090901\">Between 2020 and 2024, the Pentagon said it had awarded more than $439 million to establish supply chains for domestic rare earths.<\/p>\n<p class=\"yf-1090901\">Domestic investments aside, Trump has tried to secure access to critical minerals outside of the U.S., including from <a href=\"https:\/\/apnews.com\/article\/greenland-trump-independence-election-denmark-china-russia-c86afc33375d0fe260f065a662e04b57\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Greenland;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Greenland<\/a> and <a href=\"https:\/\/apnews.com\/article\/climate-trump-united-states-ukraine-minerals-57c6c566b330c8941a3ba6a7d5f8dd2f\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Ukraine;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Ukraine<\/a>. A <a href=\"https:\/\/apnews.com\/article\/congo-peace-talks-us-e6c714e70fcd9b5c792824414d01f820\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:peace deal;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">peace deal<\/a> the administration helped broker between the Democratic Republic of Congo and Rwanda might provide access to critical minerals, but it\u2019s too early to tell if those efforts will succeed.<\/p>\n<p class=\"yf-1090901\">Some say a deal with Beijing still is needed<\/p>\n<p class=\"yf-1090901\">Derek Scissors, senior fellow at the American Enterprise Institute, said he\u2019s concerned that Trump could consider it a success if China agrees to guarantee rare-earth supplies in trade talks.<\/p>\n<p class=\"yf-1090901\">\u201cI don\u2019t think there will be such a deal or, if there is, that it will last,\u201d Scissors said. \u201cBut it is a threat to U.S. economic independence.\u201d<\/p>\n<p class=\"yf-1090901\">David Abraham, a rare-metals expert who wrote the book \u201cThe Elements of Power,&#8221; said new U.S. mines are years away.<\/p>\n<p class=\"yf-1090901\">\u201cEveryone agrees the U.S. still has to work out a deal with the Chinese because American companies need more rare earths and specialized magnets than can be produced domestically,\u201d he said.<\/p>\n<p class=\"yf-1090901\">___<\/p>\n<p class=\"yf-1090901\">Tang reported from Washington.<\/p>\n","protected":false},"excerpt":{"rendered":"OMAHA, Neb.
