Why?"},"content":{"rendered":"<p>In 2024, the European Union <a href=\"https:\/\/ec.europa.eu\/info\/law\/better-regulation\/have-your-say\/initiatives\/14031-Trade-in-seal-products-fitness-check-of-EU-rules\/feedback_en?p_id=32878133\" target=\"_blank\" rel=\"noopener\">held public consultations<\/a> to review the fitness of the EU\u2019s seal product ban regulations. The results of these public consultations are available now and reveal zero public feedback from people in Kalaallit Nunaat, or Greenland. <\/p>\n<p>The lack of input from the Kalaallit\/Greenlandic public is strange given the importance of seals and sealing to Kalaallit Nunaat. So why is the EU proceeding without them?<\/p>\n<p><a href=\"https:\/\/www.arcticfocus.org\/stories\/how-europes-ban-on-seal-products-turned-frontier-communities-into-pariahs\/\" target=\"_blank\" rel=\"noopener\">In 2009, the EU banned the import of seal products<\/a>. The<br \/>\nban was revised in 2015 after a World Trade Organization ruling to <a href=\"https:\/\/environment.ec.europa.eu\/topics\/nature-and-biodiversity\/trade-seal-products_en\" target=\"_blank\" rel=\"noopener\">permit two exceptions<\/a>: certified Indigenous\/Inuit pelts from subsistence hunting and personal-use items brought into the EU by people from their travels. <\/p>\n<p>The EU based its ban on \u201c<a href=\"https:\/\/eur-lex.europa.eu\/eli\/reg\/2015\/1775\/oj\" target=\"_blank\" rel=\"noopener\">public moral concerns<\/a>.\u201d The ban came about <a href=\"https:\/\/doi.org\/10.4324\/9781003356158\" target=\"_blank\" rel=\"noopener\">after decades of anti-sealing activism<\/a>. The EU was heavily influenced by the International Fund for Animal Welfare (IFAW); <a href=\"https:\/\/www.ifaw.org\/ca-en\/projects\/ending-the-commercial-seal-hunt-canada#:%7E:text=So%20we%20partnered%20with%20European,sealers%20dropped%20by%2090%20percent.\" target=\"_blank\" rel=\"noopener\">arguably the leading anti-sealing advocacy group<\/a>. <\/p>\n<p>Is the ban \u2018fit for purpose?\u2019<\/p>\n<p>In 2020, the Kalaallit government called for the EU to help <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?qid=1578667308224&amp;uri=COM%3A2020%3A4%3AFIN\" target=\"_blank\" rel=\"noopener\">combat the stigma against seal products<\/a>. It wants the EU to do more to educate the European public on what the Indigenous exception means and why it exists; for example, to make clear that Greenlanders <a href=\"https:\/\/nammco.no\/topics\/hunting-seals-greenland-not-fun-using\/\" target=\"_blank\" rel=\"noopener\">don\u2019t hunt baby seals<\/a>.<\/p>\n<p>This call, however, has had little impact, though the <a href=\"https:\/\/maritime-forum.ec.europa.eu\/contents\/eu-policy-indigenous-artic-people_en\" target=\"_blank\" rel=\"noopener\">EU claims<\/a> the \u201crights of Indigenous peoples are a thematic priority under the European Initiative for Democracy and Human Rights.\u201d<\/p>\n<p>The <a href=\"https:\/\/commission.europa.eu\/index_en\" target=\"_blank\" rel=\"noopener\">European Commission<\/a> launched a public consultation process on the fitness of its seal trade regulations in 2024 that ran from May 15 to August 7, 2024. <\/p>\n<p>The purpose of the fitness check was to \u201cassess if the rules in place <a href=\"https:\/\/ec.europa.eu\/info\/law\/better-regulation\/have-your-say\/initiatives\/14031-Trade-in-seal-products-fitness-check-of-EU-rules_en\" target=\"_blank\" rel=\"noopener\">remain fit for purpose<\/a>,\u201d focusing on their socio-economic impact and the impact on seal populations.<\/p>\n<p>            <img decoding=\"async\" alt=\"A man and two children sit in a boat with a large iceberg behind them.\" class=\"lazyload\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/08\/file-20250827-56-dy712m.jpg\"  \/><\/p>\n<p>              In this 2011 photo, an Inuit hunter and his children scan the water for seals near Disko Island, Greenland.<br \/>\n              (AP Photo\/Brennan Linsley)<\/p>\n<p>Negative feedback<\/p>\n<p>The consultation process resulted in 14,146 public comments, most of them from France (82.74 per cent), Belgium (4.4 per cent) and the Netherlands (3.52 per cent). <\/p>\n<p>A lot of the comments were negative, and included remarks in this vein:<\/p>\n<blockquote>\n<p>\u201c<a href=\"https:\/\/ec.europa.eu\/info\/law\/better-regulation\/have-your-say\/initiatives\/14031-Trade-in-seal-products-fitness-check-of-EU-rules\/F3489882_en\" target=\"_blank\" rel=\"noopener\">Against this barbarism<\/a>, unnecessary cruelty \u2026 these \u2018killers\u2019 [show so much] indifference, are clearly psychologically suspicious.\u201d<\/p>\n<\/blockquote>\n<p>Some questioned the validity of the exemptions for seal product imports, with <a href=\"https:\/\/ec.europa.eu\/info\/law\/better-regulation\/have-your-say\/initiatives\/14031-Trade-in-seal-products-fitness-check-of-EU-rules\/F3490264_en\" target=\"_blank\" rel=\"noopener\">one writing<\/a>: <\/p>\n<blockquote>\n<p>\u201cThese exceptions to the marketing of seal products within the EU are dangerous and can lead to abuses.\u201d<\/p>\n<\/blockquote>\n<p>There was a lot of feedback from <a href=\"https:\/\/ec.europa.eu\/info\/law\/better-regulation\/have-your-say\/initiatives\/14031-Trade-in-seal-products-fitness-check-of-EU-rules\/F3472109_en\" target=\"_blank\" rel=\"noopener\">IFAW<\/a> and <a href=\"https:\/\/ec.europa.eu\/info\/law\/better-regulation\/have-your-say\/initiatives\/14031-Trade-in-seal-products-fitness-check-of-EU-rules\/F3489680_en\" target=\"_blank\" rel=\"noopener\">Sea Shepherd<\/a> supporters; both organizations are <a href=\"https:\/\/ec.europa.eu\/info\/law\/better-regulation\/have-your-say\/initiatives\/14031-Trade-in-seal-products-fitness-check-of-EU-rules\/F3482051_en\" target=\"_blank\" rel=\"noopener\">prominent anti-sealing<\/a> advocates. <\/p>\n<p>Though negative comments dominated the feedback, <a href=\"https:\/\/survivingsealingstigma.com\/2025\/06\/02\/comments-provided-to-the-trade-in-seal-products-fitness-check-of-eu-rules-2024-public-consultations-canada\/\" target=\"_blank\" rel=\"noopener\">support was also expressed<\/a> by Indigenous and coastal peoples and organizations from <a href=\"https:\/\/survivingsealingstigma.com\/2025\/03\/24\/comments-provided-to-the-trade-in-seal-products-fitness-check-of-eu-rules-2024-public-consultations-finland\/\" target=\"_blank\" rel=\"noopener\">Arctic states<\/a>. <\/p>\n<p>Most notably, the consultations indicated <a href=\"https:\/\/survivingsealingstigma.com\/2025\/04\/07\/comments-provided-to-the-trade-in-seal-products-fitness-check-of-eu-rules-2024-public-consultations-denmark\/\" target=\"_blank\" rel=\"noopener\">no contributions from Kalaallit Nunaat<\/a>. This <a href=\"https:\/\/www.highnorthnews.com\/en\/eu-seal-ban-has-had-lot-negative-consequences-greenland\" target=\"_blank\" rel=\"noopener\">is odd<\/a>, considering the emphasis of the EU process on ostensibly learning more about the socio-economic impact of the ban on communities most affected.<\/p>\n<p>Feedback from Kalaallit hunters<\/p>\n<p>In interviews with Kalaallit hunters in July 2025, my co-author Erik Kielsen and I found seal hunters were unaware of the consultation process. <\/p>\n<p>As part of ongoing research project entitled Seals, Stigma and Survival funded by the <a href=\"https:\/\/www.norden.org\/en\/nordic-council\" target=\"_blank\" rel=\"noopener\">Nordic Council<\/a> in <a href=\"https:\/\/www.norden.org\/en\/publication\/resilient-arctic-nordic-arctic-programme-2025-2027\" target=\"_blank\" rel=\"noopener\">Greenland\u2019s Nordic Arctic Programme<\/a>, we spoke with Ole J\u00f8rgen Davidsen of Narsaq and Thor Eugenius of Nanotalik. <\/p>\n<p>Davidsen and Eugenius are the community leaders for the hunting and fishing association <a href=\"https:\/\/knapk.gl\/en\/\" target=\"_blank\" rel=\"noopener\">KNAPK<\/a> (the Fishermen and Hunters Association in Greenland) in Kalaallit Nunaat. <\/p>\n<p>Both men were surprised the EU had conducted and concluded public consultations without hearing from Kalaallit hunters. They only learned about the EU review and consultations when talking to us.<\/p>\n<p>Eugenius said: \u201cI hadn\u2019t heard that. I also don\u2019t even know if the KNAPK has heard about it.\u201d<\/p>\n<p>Davidsen echoed his colleague\u2019s surprise: <\/p>\n<blockquote>\n<p>\u201cThis is the first time I\u2019m hearing about it. From you. It would have been very important for the EU to have us have a say in these processes, and I would have had something to say, to include, if I had known it was happening but I\u2019m just hearing about it now.\u201d<\/p>\n<\/blockquote>\n<p>The EU ostensibly wanted its review to provide information on the socio-economic impacts of its sealing regulations on those most affected. Kalaallit Nunaat <a href=\"https:\/\/doi.org\/10.7202\/1081810ar\" target=\"_blank\" rel=\"noopener\">has been significantly impacted by the ban<\/a>. Kalaallit hunters have endured loss of income, restrictions on their marine ecosystem management and socio-cultural consequences from the anti-seal hunt stigma. <\/p>\n<p>So the EU\u2019s assertion that it wanted to hear from those impacted is suspect.<\/p>\n<p>What\u2019s next?<\/p>\n<p>The EU report on its seal trade ban is still pending. <\/p>\n<p>The people of <a href=\"https:\/\/www.europarl.europa.eu\/cmsdata\/182667\/20090203ATT48214EN.pdf\" target=\"_blank\" rel=\"noopener\">Kalaallit Nunaat, however, have been devastated by the fallout of the ban<\/a>. It is unclear why the EU appears to be proceeding with its review without public input from Kalaallit Nunaat, given the impact the ban has had on their communities and economy. <\/p>\n<p>The EU has time to address its research gap, given its report is not yet published. It should immediately solicit Kalaallit public input.
