Critics say it\u2019s a race against time &#8211; National"},"content":{"rendered":"<p>Canada has entered renewed discussions with <a href=\"https:\/\/globalnews.ca\/tag\/germany\" target=\"_blank\" rel=\"noopener\">Germany<\/a> on supplying liquefied\u00a0natural gas, Prime Minister Mark Carney said Tuesday \u2014 a prospect critics say should have become reality years ago.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/04\/70c8fc80.png\" alt=\"\" style=\"position:absolute;width:1px;height:1px\" referrerpolicy=\"no-referrer-when-downgrade\"\/><\/p>\n<p>Speaking alongside German Chancellor Friedrich Merz in Berlin, Carney said his government will make announcements \u201cin the next two weeks\u201d on new port infrastructure funding, which could mark the first major \u201cnational interest\u201d projects approved under legislation passed in the spring.<\/p>\n<p>Carney specifically identified the Contrecoeur expansion of the Port of Montreal, which is set to increase container capacity by as much as 40 per cent, and revitalizing the Churchill port in northern Manitoba.<\/p>\n<p>The latter project \u201cwould open up enormous LNG (export potential), plus other opportunities\u201d for shipping critical minerals and metals to Europe, Carney said, creating \u201ca new port, effectively.\u201d<\/p>\n<p>Speaking to reporters in Berlin at a separate event, Energy Minister Tim Hodgson said the goal being sold by Canadian proponents to German buyers \u201cis being able to ship in as little as five years.\u201d<\/p>\n<p>Story continues below advertisement<\/p>\n<p>\t\t\t\t\t\t<img decoding=\"async\" class=\"c-video__image\" alt=\"Click to play video: 'Port of Churchill could be getting major expansion'\" width=\"640\" height=\"360\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/08\/CARNEY_thumbnail_1280x720.jpg\" loading=\"lazy\"   data-\/><\/p>\n<p>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t1:18<br \/>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tPort of Churchill could be getting major expansion\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/p>\n<p>Adam Pankratz, a faculty lecturer at the University of British Columbia\u2019s Sauder School of Business, said the new timeline is \u201ctheoretically feasible,\u201d but he\u2019s not holding his breath.<\/p>\n<p>\u201cI would view everything the government says with the context of the last (few) years of not being able to get anything done,\u201d he said in an interview.<\/p>\n<p>\u201cUntil we see that the situation has definitively changed, I don\u2019t believe there\u2019s any reason to take the government at their word on anything on this file, even if I am hopeful that that is the change that is underfoot.\u201d<\/p>\n<p>\t\t\t\tHas the &#8216;business case&#8217; Canada has the opportunity to be a great partner to Germany in that regard.\u201d<\/p>\n<p>Story continues below advertisement<\/p>\n<p>Another change, Hodgson said, is the launch of LNG Canada\u2019s first shipments of liquefied\u00a0gas to Asia in June from its just-opened export facility in Kitimat, B.C.<\/p>\n<p>The first phase of the project is expected to export 14 million tonnes of gas per year. A second phase under consideration would double that output.<\/p>\n<p>Five other export facilities are in various stages of construction or regulatory approval \u2014 all of them in British Columbia, and all of them aimed at supplying LNG to Asia. That too, he says, is possible to fast-track but expressed doubts given the \u201cenormous hurdles\u201d involved.<\/p>\n<p>Story continues below advertisement<\/p>\n<p>\u201cAside from just the physical building-out of the pipeline, you have to find a company who wants to build it,\u201d he said.<\/p>\n<p>\u201cYou have to get First Nations on board, you have to get communities on board. And you would essentially have to have no challenge or resistance, or be willing to expend an enormous amount of political capital to just ram it through. And I view that as very unlikely.\u201d<\/p>\n<p>Manitoba Premier Wab Kinew told reporters on Tuesday that his government has been making the case to Carney and federal cabinet ministers for the Port both in the North and closer to Western Canada, and was encouraged to hear Carney echoing those points in Germany.<\/p>\n<p>Carney has said any project built under the federal major projects law, which aims to fast-track approvals and reviews to within two years, would require buy-ins from First Nations and local governments, as well as meeting environmental criteria.<\/p>\n<p>Conservatives have called on the Liberal government to repeal existing energy project regulatory laws to further fast-track approvals and get projects built, arguing builders need certainty to invest in Canada.<\/p>\n<p>Hodgson on Tuesday said he met with \u201can awful lot of German companies that were pretty interested in working with us.\u201d<\/p>\n<p>Story continues below advertisement<\/p>\n<p>Canada is now also racing against the United States, which became the largest global exporter of LNG in the seven years it took to build the first phase of LNG Canada.<\/p>\n<p>Three new facilities anticipated to start operations by the end of next year could increase the country\u2019s LNG export capacity by 50 per cent, <a href=\"https:\/\/www.eia.gov\/todayinenergy\/detail.php?id=64884\" target=\"_blank\" rel=\"noopener\">according to the U.S. Energy Information Administration.<\/a><\/p>\n<p>U.S. President Donald Trump\u2019s new trade deal with the European Union includes a commitment to purchase US$750 billion in American oil and gas in the next four years, a pledge <a href=\"https:\/\/www.politico.eu\/article\/eu-trade-war-donald-trump-us-oil-gas-energy\/\" target=\"_blank\" rel=\"noopener\">analysts have said is unfeasible.<\/a><\/p>\n<p>The EU had already had a oil\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/p>\n<p>That doesn\u2019t mean Canada isn\u2019t facing pressure, however, as allies continue to sign energy deals with each other in a bid to counter Russia, as well as China and other adversarial nations.<\/p>\n<p>Story continues below advertisement<\/p>\n<p>\u201cWe\u2019re desperate,\u201d Pankratz said. \u201cThe economic case (for selling LNG to Europe) is the same (as it was three years ago), but the economic need is greater.\u201d<\/p>\n<p>The Expert Group on Canada-U.S. Relations at Carleton University, in <a href=\"https:\/\/carleton.ca\/npsia\/wp-content\/uploads\/sites\/77\/2025\/07\/Canadas-Energy-Future_Embargoed_July-21-2025.pdf\" target=\"_blank\" rel=\"noopener\">a white paper on the future of Canada\u2019s energy sector<\/a> released in July, said LNG infrastructure should be among the major projects approved within the next six months, a time frame the group said was \u201ccritical\u201d to ensure the new law is a success.<\/p>\n<p>It said LNG alone could increase Canada\u2019s GDP by at least $11 billion per year.<\/p>\n<p>\u201cIf Canada doesn\u2019t get its act together \u2026
