{"id":381818,"date":"2025-08-29T05:24:19","date_gmt":"2025-08-29T05:24:19","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/381818\/"},"modified":"2025-08-29T05:24:19","modified_gmt":"2025-08-29T05:24:19","slug":"mmu-wanted-to-replace-1990s-halls-with-modern-state-of-the-art-towers-why-was-it-so-controversial","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/381818\/","title":{"rendered":"MMU wanted to replace 1990s halls with modern state-of-the-art towers \u2013 why was it so controversial?"},"content":{"rendered":"<p>A planning row has rumbled on this summer &#8211; featuring a cycle lane, exodus from Fallowfield, and an obscure 1996 document<img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/08\/1_SAP_MEN_VOX___16JPG.jpg\" loading=\"eager\"  \/>Cambridge Halls opened in 1998, but are not popular anymore, MMU says(Image: STEVE ALLEN)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">It seemed like a great idea: Demolish some ageing 1990s university halls that students dislike and replace them with \u2018state-of-the-art\u2019 en-suite bedrooms.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">But when Manchester Metropolitan University (MMU) announced plans to knock down Cambridge Halls and replace them with 24-storey and 30-storey skyscrapers to add more than 1,500 rooms to the area, in January, it kick-started a row which ultimately rumbled on until the end of summer.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">It had solid thinking behind it: Manchester \u2018has the lowest student-to-bedroom ratio in the country\u2019, MMU says, and Manchester council has a strategy to encourage students to live in-and-around <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.manchestereveningnews.co.uk\/all-about\/oxford-road\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Oxford Road<\/a>.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\"><strong class=\"Strong_strong__e2x35\">To see planning applications; traffic and road diversions and layout changes; and more, visit the Public Notices Portal <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/publicnoticeportal.uk\/\" target=\"_blank\" aria-label=\"HERELink opens in a new tab.\" tabindex=\"0\" rel=\"noopener\">HERE<\/a><\/strong><\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Data suggests students<a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.manchestereveningnews.co.uk\/news\/greater-manchester-news\/its-manchesters-famous-student-area-31450709\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\"> like city centre living<\/a>. In the four years from 2018, the number of students living in their typical <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.manchestereveningnews.co.uk\/all-about\/fallowfield\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Fallowfield<\/a> heartland dropped by a fifth, according to council figures. In a similar timeframe, between 2016 and 2022, 42pc more students moved to town.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">It\u2019s giving private developers like Vita confidence to invest in purpose-built student accommodation in town, with its \u2018Plot 9B\u2019 project securing planning permission for 861 bedrooms near First Street.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">So the prospect of MMU building lots more student rooms in an area dominated by students seems to make perfect sense in that context, as its director of campus services, Stephen Bloye argued in a crunch town hall meeting where councillors discussed giving planning permission to the redevelopment.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/08\/1_New-student-digs-for-Manchester.jpg\" loading=\"lazy\"  \/>How the new blocks will look once completed(Image: Cartwright Pickard)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cWe\u2019re proposing just over 2,300 ensuite rooms to meet future demand,\u201d said Mr Bloye. \u201cIt helps solve Manchester student bedroom shortage building in an established student residential location.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The existing Cambridge Halls, built in 1998, are \u2018only filled up every year because of the shortage of bedrooms in Manchester\u2019, he added, with \u2018students telling us loud and clear they want quality ensuite accommodation, and are willing to pay a little bit more within reason\u2019 \u2014 so the prospect of new facilities should be a win-win for city and student.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">And yet, the plans caused a big row.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">It began <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.manchestereveningnews.co.uk\/news\/greater-manchester-news\/1996-order-could-stop-eight-31918523\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">a few weeks after their unveiling<\/a>, when pro-cycling and pedestrian pressure group Walk Ride Greater Manchester said a 1996 \u2018stopping order\u2019, only gave MMU permission to close Cavendish Street in Cambridge Halls\u2019 construction on the condition it \u2018shall provide a new highway which shall be a footpath\/cycleway along the route\u2019.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/08\/2_MMU-halls-CGI-all-saints.jpg\" loading=\"lazy\"  \/>How the new towers could look when viewed from All Saints Park(Image: Pickard Cartwright for MMU\/Unite Students via planning documents)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Planning documents showed the building was set to cover Cavendish Street, and after Active Travel England also listed concerns, MMU changed its plans so \u2018the route would continue to function as pedestrian and cycle route with improvements to the space, including seating and planting\u2019, a council report said.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\"><strong class=\"Strong_strong__e2x35\">Get news, views and analysis of the biggest stories with the daily Mancunian Way newsletter &#8211; sign up <\/strong><a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/data.reachplc.com\/252194072307958?subsignupsource=SignUpMancWayMEN_edit\" target=\"_blank\" aria-label=\"[object Object]Link opens in a new tab.\" tabindex=\"0\" rel=\"noopener\"><strong class=\"Strong_strong__e2x35\">here<\/strong><\/a><\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Even as planning permission was being debated, <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.manchestereveningnews.co.uk\/all-about\/hulme\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Hulme<\/a> councillor Lee-Ann Igbon hit out at MMU as being \u2018very challenging to work with\u2019.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cIt has been very, very taxing,\u201d the <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.manchestereveningnews.co.uk\/all-about\/labour-party\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Labour<\/a> councillor said. \u201cWe have got access around the city as we improve active travel.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Although she praised the planned accommodation as \u2018brilliant\u2019, Coun Igbon sounded a warning to management: \u201cWe do not want to keep coming into battles about things that could have been listened to earlier.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cI just want MMU to commit to working with councillors and the [council\u2019s] neighborhood team to give more to the community.
