(Reuters: Alexander Drago)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Mr Zelenskyy responded that &#8220;of course&#8221; he was open to &#8220;democratic, open, legal&#8221; elections \u2014 but only once a truce with Russia had been reached.<\/p>\n<blockquote class=\"Blockquote_blockquote__YVWQm ContentAlignment_marginBottom__4H_6E ContentAlignment_overflowAuto__c1_IL\" data-component=\"Blockquote\">\n<p class=\"paragraph_paragraph__iYReA\">&#8220;During the war, you can&#8217;t have elections,&#8221; he added.<\/p>\n<\/blockquote>\n<p class=\"paragraph_paragraph__iYReA\">Mr Trump responded by cracking a joke.<\/p>\n<blockquote class=\"Blockquote_blockquote__YVWQm ContentAlignment_marginBottom__4H_6E ContentAlignment_overflowAuto__c1_IL\" data-component=\"Blockquote\">\n<p class=\"paragraph_paragraph__iYReA\">&#8220;So you say during the war, you can&#8217;t have elections,&#8221; he said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;So let me just say, three and a half years from now, so you mean if we happen to be in a war with somebody, no more elections.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;Oh, that&#8217;s good. (Reuters: Sputnik\/Vyacheslav Prokofyev)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">In March, Russia&#8217;s President Vladimir Putin suggested Ukraine should be <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.bbc.com\/news\/articles\/crlxl37wnnyo\" data-component=\"Link\" target=\"_blank\" rel=\"noopener\">temporarily placed under UN control<\/a> to elect a &#8220;viable&#8221; government.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">A month prior, Mr Trump joined in, calling Mr Zelenskyy &#8220;a dictator without elections&#8221;.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The US president later abandoned this claim.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;Did I say that? I can&#8217;t believe I said that. (Reuters: Kevin Lamarque)<\/p>\n<p>Is it legal to hold elections during a war?<\/p>\n<p class=\"paragraph_paragraph__iYReA\">In many countries, the law explicitly forbids conducting elections during states of emergency such as wars, pandemics and significant natural disasters.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Generally, democratic guidelines support the <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.liebertpub.com\/doi\/abs\/10.1089\/elj.2020.0642?journalCode=elj\" data-component=\"Link\" target=\"_blank\" rel=\"noopener\">&#8220;time-limited&#8221; postponement<\/a> of elections during emergencies that threaten human life and security.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Elections also shouldn&#8217;t be conducted if there is any risk to electoral integrity or democratic principles<strong>, <\/strong>experts said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;[People] must be able to stand for election without impediment,&#8221; said Donald Rothwell, a professor of international law at Australian National University.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;Elections must be conducted without fear of intimidation of both candidates and citizens.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;And the results of elections and the way in which ballots are counted must also be free and fair without any level of bias or any concerns about corruption.&#8221;<\/p>\n<p><img decoding=\"async\" alt=\"Russia Ukraine War\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/08\/34fd1f006864768c4e345ea5a0e4b2ef\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Experts say it&#8217;s difficult to hold elections during a war.
