Reading the phrase \u201cregulate . . . importation\u201d to include imposing these tariffs is \u201ca wafer-thin reed on which to rest such sweeping power.\u201d\u00a0<\/p>\n<p>\u2026Given these considerations, we conclude Congress, in enacting IEEPA, did not give the President wide-ranging authority to impose tariffs of the nature of the Trafficking and Reciprocal Tariffs simply by the use of the term \u201cregulate . . . importation.\u201d<\/p>\n<p>\u2026We affirm the CIT\u2019s holding that the Trafficking and Reciprocal Tariffs imposed by the Challenged Executive Orders exceed the authority delegated to the President by IEEPA\u2019s text.
