involving \u201cdealing with difficult conversations\u201d as it looks to reset its relationship with the travelling community.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Encampments have taken their toll on the city in recent weeks and months, with caravans parked at sites in areas such as Longbridge, Bartley Green, <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.birminghammail.co.uk\/all-about\/yardley-and-stechford\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Yardley<\/a>, <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.birminghammail.co.uk\/all-about\/billesley-and-hall-green\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Billesley<\/a> and <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" bankrupt in 2023, has acknowledged the disruption and clean-up costs that come with such unauthorised encampments.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Plans are being worked on to tackle the issue, including proposals to introduce temporary sites for travellers.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Now the <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.birminghammail.co.uk\/all-about\/labour-party\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Labour<\/a>-run authority wants to provide a \u201cjoined-up health and well-being offer\u201d for the Gypsy, Roma, and Traveller (GRT) community.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cThe council will look to provide dedicated officers with an on-site presence on transit sites to build relationships with the GRT community to understand their wider needs,\u201d the report said.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">It has advertised for a new role \u2013 a Gypsy and Traveller Sites Housing Manager.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Duties include the management of traveller sites and developing professional working relationships with communities and stakeholders.<\/p>\n<p><img decoding=\"async\" council offices and be the first point of call for the when the Traveller site is in use,\u201d the job listing read.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cYou must have excellent communication skills and experience in dealing with difficult conversations.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Potential tasks of the role, which was advertised with a salary of up to \u00a351,356, included:<\/p>\n<ul class=\"UnorderedList_unordered-list__gzblI\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"unordered-list\">\n<li class=\"sc-700e1ff3-0 VljCu\">Opening and closing of the GRT Site and supporting residents to access payment systems and explaining the site rules.<\/li>\n<li class=\"sc-700e1ff3-0 VljCu\">Managing Anti-social behaviour issues.<\/li>\n<li class=\"sc-700e1ff3-0 VljCu\">Responding to day-to-day enquiries.<\/li>\n<li class=\"sc-700e1ff3-0 VljCu\">Conducting regular inspections of the site.<\/li>\n<li class=\"sc-700e1ff3-0 VljCu\">Working with Partners to take action where needed.<\/li>\n<\/ul>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Despite plans for a \u2018reset\u2019, the council has faced a backlash over the \u2018glacial progress\u2019 of plans to introduce temporary sites for travellers.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The city\u2019s two permanent transit sites, where travellers can be directed to, have both suffered issues in the past \u2013 one because of repeated damage and vandalism and the other because it is home to \u201clong-term occupants\u201d.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The council is planning to introduce a \u2018negotiated stopping\u2019 pilot which would see unused pieces of land in the city used by travellers for \u201cshort term stays\u201d.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">But the authority previously pushed the start date back from June to October.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">A recent council report said the consultation with communities and businesses near the proposed stopping sites was due to take place in August and September.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Amid frustration from councillors over the \u201clittle progress\u201d being made, a council officer blamed the delay on \u2018site identification and resourcing\u2019 issues at a meeting during the summer.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cWe have been working very hard on identifying sites and getting a shortlist up for the potential consultation,\u201d she said. \u201cBut due to the criteria for the sites, that is proving quite difficult.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">On the possible sites, a council report published ahead of the meeting said: \u201cAn initial shortlist has been drawn up by officers.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cIt is being considered jointly by planning, housing and property colleagues before wider consultation can take place on a finalised shortlist.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The council has in the past pledged to take \u201ceveryone\u2019s views into consideration\u201d over the pilot scheme, which is set to last for at least 12 months, and said it was also focusing on \u201ccommunity
