{"id":392343,"date":"2025-09-02T16:39:11","date_gmt":"2025-09-02T16:39:11","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/392343\/"},"modified":"2025-09-02T16:39:11","modified_gmt":"2025-09-02T16:39:11","slug":"germanys-grey-army-at-centre-of-political-battle-debate-over-retirement-age-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/392343\/","title":{"rendered":"Germany\u2019s \u2018grey army\u2019 at centre of political battle debate over retirement age \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">Pensioners are<a href=\"https:\/\/www.irishtimes.com\/tags\/germany\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/germany\/\"> Germany<\/a>\u2019s fastest-growing resource and, as <a href=\"https:\/\/www.irishtimes.com\/tags\/friedrich-merz\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/friedrich-merz\/\">chancellor Friedrich Merz <\/a>gets down to work with his coalition after the summer break, a row has erupted over how best to tap this grey-headed army.<\/p>\n<p class=\"c-paragraph paywall \">The centre-right <a href=\"https:\/\/www.irishtimes.com\/tags\/christian-democratic-union\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/christian-democratic-union\/\">Christian Democratic Union <\/a>(CDU) has presented plans for a new \u201cactive pension\u201d, allowing retirees to return to the workplace and earn up to \u20ac2,000 tax-free. <\/p>\n<p class=\"c-paragraph paywall \">The CDU predicts the plan will provide \u201ca valuable contribution at many levels\u201d: giving retirees meaning in their daily lives while ensuring society \u201cstill has access to their valuable wisdom\u201d.<\/p>\n<p class=\"c-paragraph paywall \">But their centre-left coalition partner, the <a href=\"https:\/\/www.irishtimes.com\/tags\/social-democratic-party\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/social-democratic-party\/\">Social Democratic Party <\/a>(SPD), is wary of the plan, in particular if it is coupled with a push to increase the retirement age. It was the SPD in the last government of ex-chancellor Olaf Scholz that allowed people to retire on a full pension from 63 if they had accumulated 45 years of pension contributions. The average German retirement age is 64.7 years, but by 2031, rules mean the official retirement age will reach 67.<\/p>\n<p class=\"c-paragraph paywall \">With people living longer, however, the new \u201cactive pension\u201d plan may push the official retirement age as far as 70.<\/p>\n<p class=\"c-paragraph paywall \">Such political tinkering does little to address the ticking demographic time bomb that, last year, meant Germany\u2019s state pension fund paid out \u20ac402.8 billion on income of \u20ac402 billion \u2013 a shortfall of \u20ac800 million.<\/p>\n<p class=\"c-paragraph paywall \">Given the German state system works on a month-by-month basis \u2013 with today\u2019s shrinking pool of workers financing an expanding cohort of pensioners \u2013 the future looks grim.<\/p>\n<p class=\"c-paragraph paywall \">Enter Prof Marcel Fratzscher, economist at <a href=\"https:\/\/onthinktanks.org\/think-tank\/diw-berlin-german-institute-for-economic-research\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/onthinktanks.org\/think-tank\/diw-berlin-german-institute-for-economic-research\/\">Berlin\u2019s DIW economic think tank<\/a>, who has declared war on the baby boomer generation as selfish beyond measure.<\/p>\n<p class=\"c-paragraph paywall \">He points to a recent study where 84 per cent of Germans think future generations will have it worse thanks to climate change, debt and an unstable pension system.<\/p>\n<p class=\"c-paragraph paywall \">\u201cSince the industrial revolution, few generations have robbed their children and grandchildren of so many chances of a good life,\u201d he argues in a new book. \u201cThey had few children while [the duration of] their working life did not keep up with rises in life expectancy.\u201d<\/p>\n<p><img decoding=\"async\" data-chromatic=\"ignore\" alt=\"Economist Marcel Fratzscher: 'Since the industrial revolution, few generations have robbed their children and grandchildren of so many chances of a good life.' Photograph: Getty Images\" class=\"c-image\" loading=\"lazy\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/09\/R7UBY4Y5VVGZZADGCXVRNV6VAI.jpg\"   width=\"800\" height=\"571\"\/>Economist Marcel Fratzscher: &#8216;Since the industrial revolution, few generations have robbed their children and grandchildren of so many chances of a good life.&#8217; Photograph: Getty Images <\/p>\n<p class=\"c-paragraph paywall \">Taken together, he thinks boomers have shattered Germany\u2019s \u201csocietal contract\u201d, requiring a new deal between the generations.<\/p>\n<p class=\"c-paragraph paywall \">Among his remedial proposals: impose on the wealthiest 20-30 per cent of retirees a 4 per cent levy on their monthly pension income and higher wealth taxes.<\/p>\n<p class=\"c-paragraph paywall \">The economist insists this, rather than tax income, would be the fairest way to top up payments to one in four older Germans who have a monthly pension below \u20ac1,300.<\/p>\n<p class=\"c-paragraph paywall \">His most radical proposal would require all retirees to complete an obligatory year of social service: in hospitals, care homes or elsewhere in Germany\u2019s overstretched welfare system.<\/p>\n<p class=\"c-paragraph paywall \">\u201cIt wouldn\u2019t be a cure-all, nor would it replace the urgently-needed reforms,\u201d he said. \u201cBut it would be an important sign of solidarity.\u201d<\/p>\n<p class=\"c-paragraph paywall \">After initial fury, in particular from those already acting as unpaid babysitters for grandchildren, the idea has gained some support. <\/p>\n<p class=\"c-paragraph paywall \">In a western Berlin cafe, 79-year-old retired engineer Helmut Metzer says: \u201cMore and more people of retirement age are in good health and are living longer.
