By the end of 2026, the EU executive will move to eliminate \u201cunnecessary processes\u201d and encourage \u201cmore collaborative working,\u201d having carried out a thorough assessment of \u201cwho does what.\u201d An external high-level group will be convened this autumn to provide advice on the process, with the delivery of the review slated for the end of 2025 or start of 2026.<\/p>\n
POLITICO approached the Commission for clarification on the plans \u2014 although its Spokespersons\u2019 Service routinely refuses to comment on leaks.<\/p>\n
The Commission, which is responsible for the delivery of most of the bloc\u2019s day-to-day administrative functions, employs around 32,000 people working on every aspect of the bureaucracy.<\/p>\n
Since taking office in 2019, von der Leyen has sought to streamline the flow of decision-making, centralizing control in her Berlaymont headquarters to ensure the EU can react more rapidly to events and crises like Russia\u2019s full-scale invasion of Ukraine.<\/p>\n
Serafin was initially asked to undertake the review when first appointed to the role at the beginning of the new mandate last year. A former Commission secretary general, Irish official Catherine Day, has been appointed as a special advisor to help oversee the process.<\/p>\n
