The figures were published by the National Infrastructure and Service Transformation Authority (NISTA) in its first annual report, using data drawn from the Infrastructure and Projects Authority\u2019s Government Major Projects Portfolio as of 31 March 2025.<\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"size-full wp-image-104182\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/09\/s960_manchester-piccadilly-rail-station-960.jpg\" alt=\"Progress is now being made on the development of the rail link between Liverpool and Manchester\u202f following engagement with local leaders and local MPs\" width=\"960\" height=\"640\"  \/><\/p>\n<p>Northern Powerhouse Rail aims to improve rail connections between Liverpool and Manchester<\/p>\n<p>\u00a9 GOV.UK<\/p>\n<p><a href=\"https:\/\/railway-news.com\/uk-government-advances-development-of-northern-powerhouse-rail\/\" target=\"_blank\" rel=\"noopener\">Northern Powerhouse Rail<\/a>, which had an allocated budget of 132 million GBP, spent 80.59 million GBP. The 51 million GBP gap contributed to NISTA assigning the project a red rating for deliverability, indicating that it \u201cappears unachievable\u201d. The paused Midland Main Line electrification also underspent by 10 million GBP. East West Rail stages 2 and 3 were excluded from the portfolio following a re-baselining exercise.<\/p>\n<blockquote class=\"article__quote\"><p>Responding to the figures, Railway Industry Association (RIA) Chief Executive Darren Caplan said:<\/p>\n<p class=\"article__quote-text\">Whilst we recognise the Government\u2019s commitments to rail investment announced over the last year, this underspend reported by NISTA is concerning as it includes vital investment needed to build rail infrastructure needed for the future and which the UK\u2019s world-class rail supply sector would have been working to deliver.<\/p>\n<p class=\"article__quote-text\">Specifically on major rail schemes like Northern Powerhouse Rail, NISTA has now determined that the development of this &#8216;appears unachievable&#8217;. East West Rail and Midland Mainline have also encountered investment difficulties.
